The first national flag education museum is located in Xishan, Ruian, with a total construction area of more than 2,600 square meters, including an exhibition area of nearly 2,000 square meters. The exhibition hall consists of four floors, with Tianyuan Tiandi, Tianrui Di 'an, Shengshi Zhonghua and Red Flag Flying as the design theme. It is divided into four theme pavilions: Preface Pavilion, Tail Pavilion, Attached Pavilion and Flag Birth Pavilion, Flag Knowledge Pavilion, Flag Glory Pavilion and Ruian Development Pavilion.

The National Flag Education Museum has nearly 100 collections and exhibits, including 36 collections copied from the National Museum and the Central Archives, including photos, documents and video materials, and more than 40 physical models. There is also a respectful sculpture in the museum, which was specially built by the president of China Sculpture Society for the National Flag Education Museum. It is 2 meters high, showing the vivid posture when looking up at the starry sky and conceiving the national flag pattern.

On 20 18 12, Ruian City set up a leading group for the preparation of the National Flag Education Museum, with the main leaders of Ruian Municipal Party Committee and Municipal Government as the team leader and the first deputy team leader, and started the construction of the National Flag Education Museum. After more than 20 seminars, 10 went to Beijing and Shanghai for classics and treasures, and the writing team of the exhibition copy also discussed and revised the exhibition text 100 times. It took the exhibition and construction team more than nine months to build the National Flag Education Museum at the speed of Ryan and put it into use.
