1. Why should we vigorously promote study tours?

Reporter: At present, in order to avoid potential safety hazards, many regions and schools dare not organize students to carry out study tours, which has become a bottleneck in promoting quality education. Why do you advocate research travel? What's the difference between a study tour and a general tour?

Sun Yunxiao: Different from ordinary tourism activities, study tour is a collective activity of students and an educational activity. The "Opinions" pointed out: "The study tour for primary and secondary school students is an off-campus educational activity organized and arranged by the education departments and schools in a planned way, which combines research study with travel experience through group tours and centralized accommodation. It is an innovative form of the connection between school education and off-campus education, an important part of education and teaching, and an effective way to comprehensively practice educating people. " Undoubtedly, study tour is an indispensable and important way to cultivate students' core literacy.

I have been engaged in youth education research for more than 40 years, especially summer camp activities for more than 20 years, and I have come to an important conclusion: the process of youth growth is a socialization process, and this process has two remarkable characteristics, one is experiential and the other is group-oriented, and both are indispensable. The so-called experience type means that teenagers need to participate in many practical activities close to society and nature when they grow up through experience. Neither parents nor teachers can replace the growth of students, let alone their own experiences. The so-called group means that teenagers can't complete socialization without group communication, and even the best parents and teachers can't replace the role of partners. Obviously, a good study tour fully embodies the experience and group, so it is particularly popular.

Zhang Zhiyong: For a long time, the weakness or even lack of practical education has become an important bottleneck restricting the implementation of quality education and talent training mode reform in primary and secondary schools in China. People are more and more deeply aware that what children lack now is not knowledge or skills, but innovative spirit and practical ability. The vast number of educators are increasingly aware that learning only by book knowledge is not a truly complete education. At present, no matter from the educational system or social system, the conditions for supporting and ensuring primary and secondary school students to carry out social practice activities are becoming more and more mature. As an effective way of comprehensive practical education, study tour can effectively carry out moral education, social education, national conditions education, patriotism education, excellent traditional culture education, innovative spirit and practical ability training.

Zhaowei: Actively carrying out study tours for primary and secondary school students can promote the effective connection between on-campus education and off-campus education, make students realize the integration of knowledge and practice in their studies, and make "reading thousands of books and traveling on Wan Li Road" no longer just a famous educational saying in the book. With the innovation of educational form and talent training mode, research travel can promote the overall implementation of quality education, promote the development of students' core literacy, guide students to actively adapt to the future society, and promote the deep integration of book knowledge and life experience.

In addition, study tour is devoted to students' self-awareness and serves others and society. The development of professional courses based on real life and community problems will be conducive to the establishment of a good social ecological environment.

2. How to design rich study courses and travel activities?

Reporter: As the name implies, study tour should be a combination of "research" and "travel". How to prevent the phenomenon of "all travel and no study" or "all study and no travel" in research travel?

Zhaowei: "Traveling" needs to avoid the phenomenon of "only traveling without learning" or "only learning without traveling", which requires schools to make overall plans in curriculum arrangement, and be ambitious, clear-cut, lively and effective in the design and content arrangement of activity courses. This high demand requires that off-campus education and on-campus education achieve good convergence and complementarity in content, and achieve more expansion and innovation in teaching forms.

Wang Xiaoyan: There are both "learning" and "traveling" in study tour, and both are indispensable. As an important part of the teaching practice in primary and secondary schools, the study tour should be scientifically and systematically designed according to the teaching requirements of primary and secondary schools and incorporated into the teaching plan of primary and secondary schools. On the one hand, we should pay attention to the curriculum design of research travel. It is necessary to pay attention to the overall consideration of the comprehensive practical activity curriculum and promote the organic integration of the research trip and the school curriculum. At the same time, it is necessary to carefully design the curriculum content of research travel activities, and gradually establish a curriculum system of research travel activities based on local conditions in primary schools, county conditions and city conditions in junior high schools and provincial conditions and national conditions in senior high schools. On the other hand, it is necessary to enhance the suitability of the study travel plan. When included in the teaching plan of primary and secondary schools, we should also consider the age characteristics of students and the teaching arrangements of the school, and flexibly arrange the time of study and travel. According to the Opinions, study tours are generally arranged in grades 4-6 of primary schools, grades 0-2 of junior high schools and grades 0-2 of senior high schools, which is based on this consideration.

Reporter: What's the difference between travel activity courses and traditional subject courses?

Lin Weimin: Compared with the traditional subject courses taught in the classroom, the course of research travel activities has no obvious characteristics of regularity, controllability, stages and continuity, but more characteristics of irregularity, uncontrollability and discontinuity, which requires preparation before the departure of research travel, just as simple as the preparation for new lessons of traditional courses. First of all, students need to examine their own ideas and ability reserves. Without the knowledge of prelude, it is difficult to quickly enter the learning state of "research tour"; Second, looking for "key events" in teaching and paying attention to key events can make the study tour wonderful and artistic and increase students' new ideas; Third, teachers should improve their education level. Teachers' skillful skills and high wisdom can keep students in a state of love and sharing between "swimming" and "learning", and fully stimulate students' internal learning motivation.

Reporter: How to establish colorful study courses and travel activities?

Regan: Research trip is a class on the road and an effective carrier of comprehensive practical education. Carefully designing the course of research travel activities is the fundamental guarantee to improve the quality of research travel. Chongqing is an experimental zone for research and travel approved by the Ministry of Education, and it is also the only provincial experimental zone in China. According to the "Opinions", the curriculum system of "learning the world, running the world and becoming the world" has been further optimized. That is to say, guided by practicing and cultivating socialist core values, we will build a "going home" study travel course, a "traveling range" study travel course and a "reading the world" exchange study course from three levels of hometown, motherland and the world, so as to guide students to enhance social participation, strengthen social responsibility, enhance national identity and international understanding, and comprehensively promote the implementation of core literacy cultivation.

3. How to raise safety funds?

Reporter: "Safety" is a sword hanging over the heads of educators, and it is also the top priority to ensure the smooth development of research and travel activities. How can we ensure the safety of students during their study tour?

Sun Yunxiao: The principle of safety is the decisive principle. The "Opinions" put forward that the study tour should adhere to safety first, establish a safety guarantee mechanism, clarify the responsibility for safety guarantee, and implement safety guarantee measures to ensure the safety of students. The opinion then puts forward the necessity of establishing a safety responsibility system and puts forward specific requirements in detail. For example, all localities should formulate a scientific and effective safety guarantee scheme for primary and secondary school students' study and travel, explore the establishment of effective safety responsibility implementation, accident handling, responsibility definition and dispute handling mechanisms, and implement a graded filing system to implement responsibilities at different levels. The administrative department of education is responsible for urging schools to implement safety responsibilities, and reviewing the activity plans (including policy information) and emergency plans submitted by schools. Schools should do a good job in pre-trip safety education. Teachers and students who are responsible for confirming the trip must take out school liability insurance, sign safety responsibility letters with parents, and sign safety responsibility letters with enterprises or institutions entrusted to carry out research trips to clarify the safety responsibilities of all parties. The tourism department is responsible for reviewing the access conditions and service standards of enterprises or institutions that carry out research trips. The transportation department is responsible for urging relevant transportation enterprises to inspect the vehicles, boats and other means of transportation that students travel. Public security, food and drug supervision and other departments strengthen the safety supervision of accommodation, catering and other public places involved in study tour activities, and investigate and deal with traffic violations of transporting student vehicles according to law. Insurance regulatory agencies are responsible for guiding the insurance industry to provide and optimize school liability insurance, travel agency liability insurance and other related products.

Drawing on the relevant experience of some developed countries, we need to strengthen three measures. Specifically, the first is legalization, that is, to formulate clear and strict laws on the handling of accidental injuries of students. It is suggested that the Measures for Handling Students' Accidental Injuries issued by the Ministry of Education on 20 1 1 be further revised and improved, and become law after legal procedures. The second is specialization, that is, through scientific professional training, several safety instructors are trained for each school to minimize accidents. The third is security, that is, the government pays accident insurance for each student and establishes relevant institutions to take charge of its operation.

Reporter: Where does the research travel fund come from? How to reduce the burden on parents?

Wang Xiaoyan: In terms of funding guarantee, we should adhere to the principle of public welfare. The "Opinions" put forward that "it is forbidden to carry out business income-generating activities for profit, and students from poor families are free of charge". Therefore, it is also very important to improve the financing mechanism. All localities can take various forms and channels to raise funds for research travel, explore the guarantee mechanism of special funds, and explore the establishment of a diversified financing mechanism shared by the government, schools, society and families. In this regard, we can refer to some more mature international experiences. For example, in Japan, in order to reduce the burden on parents, not only the total price standard for primary and secondary school students to study abroad has been formulated, but also many local governments have defined the upper limit of fees. Only a stable funding guarantee can ensure the sustainable and normal development of research travel.

4. How to build a safe and suitable research and travel base?

Reporter: Choosing a suitable place for study and travel is conducive to reducing risks and successfully achieving the goal of the activity. How can we build a safe and suitable research and travel base?

Sun Yunxiao: When I read the book Remembering Summer Camp Life by Disney President Eisner, I found that he spent nine summers in a row in the same summer camp as a teenager, and said that these exercises enabled him to realize his lifelong career. It is reported that he can actually see the record of his grandfather's activities here 80 years ago in the camp. It is conceivable that what kind of camp can attract people to live and hone here for nine consecutive summer vacations? Isn't this a magical camp? I have also been to the Oriental Oasis, which is probably the largest and most complete camp in China. I think it is necessary to establish charm camps in all provincial capitals and big cities in China.

Wang Xiaoyan: The realization of the connotation goal of research travel must rely on a certain carrier, which is the choice of location (base). According to the educational goal of cultivating students' sense of social responsibility, innovative spirit and practical ability, we should pay attention to two points in the construction and selection of carriers: on the one hand, we should adjust measures to local conditions and fully tap regional characteristics. Vast natural scenery and rich historical and cultural heritage, red educational resources and comprehensive practice bases, industrial and mining enterprises and famous universities, museums and science and technology museums, nature, history, geography, science and technology, humanities, experience and other contents can all be used as carriers for students to get close to nature, broaden their horizons, increase their knowledge and understand the national conditions. On the other hand, it is necessary to strengthen interconnection and form an operating system for research travel. It is necessary to actively promote regional cooperation and resource sharing, build a number of influential and exemplary research travel bases and boutique routes, gradually form an interconnected research travel network, actively carry out research on research travel, establish access standards, operational procedures and evaluation systems for research travel bases as soon as possible, and publish information and experience introductions on research travel to form a complete system for primary and secondary schools nationwide.

Deng Rui: Following the characteristics of hierarchical, diversified and research-oriented research travel, we have made an interconnected "soft" design, and made use of all kinds of realistic resources to build a trinity flexible comprehensive research travel base with Chongqing characteristics, such as "hometown and city research travel practice class", "China national research travel alliance base" and "international research travel inspection project", and make full use of international and domestic high-quality resources to carry out research travel. Let students walk in the real social life and natural scenery, explore and understand the real factories, farms, businesses, civic activities, human environment and natural landscape, and meet the personalized and diversified demand for research and travel education.

5. How to manage a wide range of research trips?

Reporter: Research travel involves many aspects and departments. If coordination is not in place, many activities will be difficult to carry out widely. How to strengthen the overall planning and management of research travel?

Wang Xiaoyan: It is not enough to lead a large number of students out of campus to study and travel. At the same time, it also needs the cooperation of transportation, tourism, food and drug supervision, culture, finance, public security and other relevant departments. The "Opinions" put forward the idea of "establishing a study tour coordination group for primary and secondary school students with the participation of relevant departments, and the office can be located in the local off-campus education liaison meeting office", which has strong guidance and operability. In practice, on the one hand, we should pay attention to overall coordination and orderly organization. It is necessary to do a good job in the overall design of the research trip, make overall plans, formulate corresponding work plans in light of the actual situation of the local and schools, and decompose the responsibilities to relevant departments and units, so as to effectively achieve "activities are planned, records are made before the trip, and emergency plans are made". On the other hand, we should pay attention to management norms and clarify responsibilities. Local education administrative departments and primary and secondary schools should formulate working rules for carrying out research travel, and clarify the purpose and plan of the activity, activity management and staffing, time arrangement, travel routes and charging standards. , and must sign an agreement with all parties and parents to clarify the responsibilities and rights of schools, parents, students and related cooperative institutions, so as to ensure the smooth implementation of the study tour with standardized management and clear responsibilities.

Regan: In order to ensure the smooth development of the study tour and improve the actual effect, Chongqing has perfected and supplemented the study tour coordination group for primary and secondary school students led by the education department, decomposed the responsibilities of relevant departments and units layer by layer, formulated a system of regular inspection and strengthened supervision, and strengthened the overall planning and management guidance for the study tour.

In order to promote the management of research travel, Chongqing has established a research travel information management platform. The platform is mainly composed of 10 systems, including school needs, student management, curriculum resources, curriculum implementation, process monitoring, security system, safety and emergency, curriculum evaluation, service organizations, cooperative resource management and so on. Through dynamic real-time information, through the cooperation and integration of Chongqing, domestic and foreign research travel education curriculum resources and service institutions, the whole process and all-round information management of research travel can be realized.

At the same time, Chongqing has established a home-school linkage model, making full use of the diversity, flexibility and simplicity of family travel, allowing family travel to enter the family, and exploring a research travel model with family travel as the carrier and school management as the leading factor. Explore the linkage management mechanism of Chongqing's research travelers and schools, study the implementation strategy of Chongqing's research travelers and schools, and compile Chongqing's family research travel guide manual. Let family study tour and school study tour organically combine and complement each other, so that study tour can not only guide students' growth, but also become an effective way to improve citizens' literacy and become a highlight of Chongqing education.

Zhang Zhiyong: Efforts should be made to improve the organization, implementation and management system of research travel, and explore the formation of a research travel development system with extensive participation of primary and secondary school students, continuous improvement of activity quality, standardized and orderly organization and management, strong guarantee of basic conditions, proper implementation of safety responsibilities and healthy cultural atmosphere. The education administrative departments at all levels should strive to strengthen the mechanism of departmental overall planning, safety responsibility mechanism, fund overall planning mechanism, organization and implementation mechanism, curriculum teaching mechanism and guidance and publicity mechanism. At the same time, all localities should take the implementation and effectiveness of study tour activities as an important part of the comprehensive evaluation of schools. On the premise of fully respecting individual differences and encouraging diversified development, primary and secondary schools should scientifically evaluate the effectiveness of students' participation in research trips, and gradually incorporate the evaluation results into the student credit management and comprehensive quality evaluation system.

6. What are the specific forms of study tour?

Reporter: It can be said that study tour is the word with the highest voice and the highest frequency, and all units have their own practices. So, what are the specific forms?

Yang Tianfeng: The specific activities are mainly to organize college students and community teenagers to go deep into the society and carry out multi-level, all-round, colorful and fruitful social practice activities. Make young students understand the masses, society, receive education and hone their will. (A) to carry out college students' "public welfare Sunday" social practice activities. (two) to carry out the "four ones" and "public welfare Sunday" social practice activities for middle school students. (3) Carry out patriotic and inspirational education activities for primary school students on "Public Welfare Sunday". (four) to carry out community youth "public welfare Sunday" legal experience activities. The ways of activities are: (1) guiding young students to integrate theory with practice, providing services to the grassroots, drawing correct social observation conclusions, defining a firm political direction, and truly realizing the purpose of "being educated, becoming talented and making contributions". Educational assistance, social investigation, social observation and other activities can be widely carried out. (2) Give full play to the advantages of knowledge and skills of college student volunteers, organize them to choose service places, hold remote information services and on-site technical guidance on the basis of necessary research and contact in the early stage, and spread and popularize modern practical technology. (3) Give full play to the role of college students' volunteers and investigate the questionnaire social practice activities of society, national conditions, inspirational education and patriotism education. (4) Organize middle school students to take an active part in social practice classes, and extensively carry out "Four Ones" social practice activities with the main contents of visiting a patriotic education place, participating in a community volunteer service activity, doing practical things for parents and elders, and learning a production and life skill or self-care knowledge. (5) "Red Monument" visit and search activities. Through organizing middle school students to visit various memorial halls, museums, exhibition halls, pay homage to revolutionary sites and martyrs' cemeteries, and organize activities such as "Red Charity Sunday" and "Journey to the Revolutionary Holy Land", we will educate middle school students on patriotism and revolutionary traditions. (6) "Struggle for the Motherland" investigation and experience activities. By organizing middle school students to visit national key construction projects, high-tech enterprises and universities, they can feel the brilliant achievements of motherland construction since the 18th National Congress of the Communist Party of China, and further stimulate the ideals and enthusiasm of middle school students to become talents and serve the country. (seven) "harmonious home" volunteer service activities. Organize middle school students nearby, and extensively carry out various forms of voluntary service activities such as civilized etiquette propaganda, traffic maintenance, scenic spot explanation, respecting the elderly and caring for the young, helping the disabled and helping the poor, and cleaning the environment. Encourage middle school students to cook, wash clothes and clean up housework for their parents and elders, guide them to start from themselves, contribute to society and serve others, carry forward new social trends and make contributions to building a harmonious socialist society. (8) National defense experience activities of "keeping fit". Experience the military, transform and grow in the green field military camp, and let youth soar with dreams. In the past two years, we have been actively organizing schools and colleges to carry out in-depth social practice activities with the theme of "e-road will accompany you to light up your youth dreams", guiding young students to study hard and aspire to become talents, so that the majority of young students can weather the storm, get exercise, grow their talents and make contributions in practice.

7. Why is study tour especially popular with students and parents?

Reporter: Why is study tour especially popular with students and parents? Please ask President Hu to share this issue.

Hu Yongjie: Many areas in China dare not organize students to carry out outdoor activities, which has become a bottleneck or chronic disease in promoting quality education. The reason is also very clear, afraid of accidents, the school is afraid of litigation, can not afford the responsibility. In this context, the Ministry of Education and other 1 1 departments launched "study tour", which can be described as a timely help.

The growth process of teenagers is a socialization process, and this process has two remarkable characteristics, one is experience and the other is group, both of which are indispensable. Experience means that teenagers grow up through experience and need to participate in many practical activities close to society and nature. Parents and teachers can't replace students' growth, so they can't replace students' own experiences. Group means that teenagers can't complete socialization without group communication, and even the best parents and teachers can't replace the role of partners. About 6 million teenagers in the United States attend summer and winter camps every year. As for the first harvest, the survey results are almost always "making new friends". Obviously, a good study tour fully embodies the experience and group, so it is particularly popular.

8. How can education and tourism be deeply coordinated and organically combined during the study tour?

Reporter: We usually talk about learning. In fact, academic terms are research travel, cross-border travel of education and tourism. However, we are often criticized for not traveling. Excuse me, experts, how to make education and tourism cooperate deeply and organically during the study tour?

Li Jinmiao: We say that tourism is closely related to the study tour in our education, but we must clearly see that tourism and travel are completely different concepts. Conceptually speaking, that is, in the sense of behavior, tourism is to have fun in action, focusing on the meaning of this action. In our line of work, we focus on students' targeted experiences. It is also different from the function of behavioral meaning. Tourism is embodied in leisure, and our travel is mainly embodied in the theme. From the behavioral trend, tourism is reflected in its leisure, mainly to relax and adjust life. The trend of our research trip is mainly the theme experience and theme exchange of education. Another, in terms of purpose, tourism is actually more about social development, going out to travel and adjusting life. But our educational journey is mainly about experiential learning. From another angle, from its value, the value of behavior, in fact, tourism is more about enriching experience, and our study tour is mainly to increase students' ability. So we say that they are organically related and complement each other. At the same time, the value and significance of the two behaviors are different. (Henan Yellow Ribbon New Media Reporter Fu Jiajia finishing)

9. What is the core problem to be solved in study tour?

Reporter: As we all know, study tour was put forward at the the State Council executive meeting on August 26th, 2004. In some suggestions, it is formally proposed to encourage primary and secondary schools to run summer camps, but study tours were also discussed earlier and controversial before. What is the core problem to be solved in study tour?

Jia Yong Ann: I think the next buzzword for studying tourism is tourism+education. I think its core is to further improve our students' learning ability, thinking ability and practical ability. To put it more bluntly, it is to improve our students' thinking ability and action ability. I think this will play a very good role in promoting our tour society. Basically, I think in a word, study tour is to solve our students' living ability and to teach our students to live. I think this idea is good, that idea is good, and the most fundamental thing is to let our next generation let our teenagers live independently in society in the future, and truly gain some survival skills for the country and for each of us.

Provinces, cities and counties (cities) Education Bureaus, Development and Reform Commission, Public Security Bureau, Finance Bureau, Transportation Bureau, Bureau of Culture, Radio and Television, US Food and Drug Administration, Tourism Bureau, Youth League Committee, Nanyang Insurance Regulatory Bureau:

Now, the Opinions of the Ministry of Education 1 1 Department on Promoting the Study Travel of Primary and Secondary School Students (Ji Jiao [2016] No.8, hereinafter referred to as the Opinions) are forwarded to you, and combined with the actual situation in our province, the following opinions are put forward, please implement them together.

First, raise awareness and attach great importance to it. All localities should strengthen the study of the Opinions and fully understand the significance of the study tour for primary and secondary school students, which is an important way to promote the reform and development of basic education and an important carrier to strengthen the socialist core values. Carrying out research trips is conducive to promoting the full implementation of quality education, innovating talent training mode, guiding students to actively adapt to society and promoting the deep integration of book knowledge and life experience; It is conducive to stimulating students' love for the party, the country and the people and increasing their understanding and recognition of the firm "four self-confidences"; It is conducive to promoting students' physical and mental health, learning to use their hands and brains, learning to survive and live, learning to be a man and doing things, and cultivating students' sense of social responsibility, innovative spirit and practical ability. All localities, departments and schools should attach great importance to it and actively promote the in-depth development of research travel in our province.

Two, overall coordination, strengthen management. All localities should, under the leadership of the local government, set up a leading group (or coordination group) for study tours for primary and secondary school students composed of education, development and reform, public security, finance, transportation, culture, food and drug supervision, tourism, the Communist Youth League and other relevant departments, and set up a special study tour office, which is located in the education department. Leading groups (or coordination groups) at all levels should increase overall planning and management guidance for research travel, formulate corresponding work plans in light of local conditions, clarify work responsibilities, and study and solve difficulties and problems encountered in research travel. The education administrative departments at all levels should strengthen the guidance and help for primary and secondary schools to carry out research trips. All schools should give full play to the main role, consider the research trip and the comprehensive practical activity curriculum as a whole, and promote the organic integration of the research trip and the school curriculum.

Third, establish and improve various safeguard mechanisms. Establish a safety responsibility system. All localities should formulate scientific and effective travel security schemes for primary and secondary school students, establish effective safety responsibility implementation, accident handling, responsibility definition and dispute handling mechanisms, implement a hierarchical filing system, implement it at different levels, and put the responsibility on people; Improve the financing mechanism. All localities can raise funds for primary and secondary school students' study and tourism through various ways and channels, and explore the establishment of a diversified financing mechanism shared by the government, schools, society and families. All localities should take the situation and effectiveness of organizing students to participate in research trips as an important part of the school's comprehensive evaluation system; Scientifically evaluate the situation and effect of students' participation in research trips, and gradually incorporate the evaluation results into the student credit management system and the student comprehensive quality evaluation system.

Fourth, create an atmosphere and promote it as a whole. All localities should, while steadily advancing their work, fully excavate and refine a number of advanced models, determine a number of experimental areas and demonstration schools for research and travel, and promote them as a whole. The Provincial Department of Education will soon announce a number of research and travel bases in Henan Province (or social practice education bases in primary and secondary schools in Henan Province). All localities should actively promote resource sharing and regional cooperation based on provincial, municipal and county bases, create a number of excellent research travel routes, and gradually form a reasonable research travel network. All localities should actively innovate the contents and forms of publicity, publicize the significance of study tour to parents, guide parents to establish a correct concept of success and education, create a good social environment and public opinion atmosphere for study tour, and promote the healthy and rapid development of study tour in our province.
