The public security, civil affairs, judicial administration, education, agriculture and rural areas, human resources and social security, health and other departments of the people's governments at or above the county level, as well as the people's courts and people's procuratorates shall, within their respective functions and duties, do a good job in anti-domestic violence work according to law.
Township people's governments and sub-district offices shall clearly define the personnel responsible for anti-domestic violence work, arrange necessary working funds, and incorporate anti-domestic violence work into grid management. Fifth people's governments at or above the county level shall be responsible for organizing, coordinating, guiding and urging relevant departments to do a good job in anti-domestic violence. Specific responsibilities are:
(a) to organize the implementation of the joint meeting system against domestic violence;
(two) to formulate a work plan against domestic violence and carry out publicity and education work against domestic violence;
(three) to guide and coordinate the prevention and treatment of domestic violence;
(four) to supervise and inspect the work against domestic violence;
(five) to provide professional training for staff involved in combating domestic violence;
(six) the establishment of a comprehensive service platform against domestic violence, and with the public security alarm platform, public hotline and other networking;
(seven) other duties as prescribed by laws and regulations. Article 6 Women's federations, trade unions, Communist Youth League, disabled persons' federations and institutions for the aged at all levels shall, within their respective functions and duties, safeguard the legitimate rights and interests of victims of domestic violence. Seventh encourage and support enterprises, institutions, social organizations or individuals to participate in anti-domestic violence activities through capital contribution, donation and voluntary service. Eighth state organs, enterprises and institutions, people's organizations, village (neighborhood) committees and other organizations should take various forms to carry out anti-domestic violence publicity and education, popularize anti-domestic violence knowledge.
News media such as radio, television, newspapers and the Internet should publicize good family style and family virtues, and produce and broadcast anti-domestic violence programs and public service advertisements.
Schools and kindergartens should regularly carry out publicity and education activities on family virtues and anti-domestic violence for students and children.
At the time of marriage registration, the marriage registration authority shall publicize and educate the parties about family virtues and distribute publicity and education materials free of charge. Article 9 The public security, civil affairs, judicial administration, education and other relevant departments of the people's governments at or above the county level and the people's courts, people's procuratorates and women's federations shall incorporate the prevention and suppression of domestic violence into their business training and work statistics, and regularly submit statistical data to the institutions responsible for women and children's work of the people's governments at the same level. Tenth state organs, enterprises and institutions, people's organizations and village (neighborhood) committees found that there is a tendency to domestic violence, they should promptly do a good job of persuasion to resolve contradictions; After receiving complaints or help from victims of domestic violence, their legal representatives and close relatives, they shall inform the victims of the legal remedies available and take the following measures:
(a) Discourage domestic violence and criticize and educate the perpetrators;
(two) to assist the victims to report the case, seek medical treatment, identify the injury and seek asylum;
(3) conducting mediation and providing legal aid and social services.
The village (neighborhood) committee shall guide the village (neighborhood) people to stipulate the content of anti-domestic violence in the village regulations and residents' conventions. Eleventh schools, kindergartens, medical institutions, social work service agencies, relief management agencies, welfare institutions and village (neighborhood) committees and their staff in the work found that people with no capacity for civil conduct, people with limited capacity for civil conduct suffered or suspected of suffering from domestic violence, they should promptly report to the public security organs; The public security organ shall promptly dispose of the information of the informant and keep it confidential; The education, health and civil affairs departments of the people's governments at or above the county level shall strengthen the guidance and supervision on the implementation of the compulsory reporting system of domestic violence. Article 12 After receiving a report of domestic violence, the public security organ shall promptly report to the police and take the following measures to deal with it:
(a) to stop the ongoing domestic violence, maintain order at the scene, and prevent the infringement from expanding;
(2) If the victim needs immediate medical treatment, he shall provide help;
(three) ask the relevant personnel, investigate and deal with according to law;
(4) If a person with no capacity for civil conduct or with limited capacity for civil conduct is seriously injured due to domestic violence, faces threats to personal safety or is left unattended, it shall notify and assist the civil affairs department to place him in a temporary shelter, a rescue management institution or a welfare institution.
