Provisions of Beijing Municipality on Continuing Education of Professional and Technical Personnel
Article 1 In order to promote the development of continuing education in this Municipality, improve the quality of professional and technical personnel, and meet the needs of socialist modernization, these Provisions are formulated in accordance with the Education Law of the People's Republic of China, the Law of People's Republic of China (PRC) on the Progress of Science and Technology and the relevant provisions of the State, and in combination with the actual situation of this Municipality. Article 2 These Provisions shall apply to the continuing education of professional and technical personnel in this Municipality to update, expand, deepen and improve their abilities.

The term "professional and technical personnel" as mentioned in these Provisions refers to the on-the-job personnel employed by enterprises and institutions in accordance with the national professional and technical position system. Article 3 Continuing education should persist in serving socialist modernization, face the new level of scientific and technological development at home and abroad, and promote scientific and technological progress and economic and social development in combination with the needs of professional and technical work. Article 4 The main task of continuing education is to educate professional and technical personnel on new theories, technologies, knowledge and methods; Training and promotion of professional and technical positions; Cultivate professional and technical backbones and academic leaders. Article 5 Continuing education can be conducted in various forms, such as refresher courses, seminars, academic lectures, academic exchanges, inspection and planned and assessed self-study. Sixth professional and technical personnel have the right and obligation to receive continuing education.

The study time of professional and technical personnel participating in continuing education every year is not less than 72 hours, which can be accumulated during the appointment period of professional and technical positions.

Professional and technical personnel enjoy the same salary and welfare benefits as on-the-job personnel during continuing education.

Professional and technical personnel shall participate in continuing education and study in accordance with the unified arrangement of the unit, abide by relevant regulations and disciplines during the study period, complete the learning tasks, and accept the assessment and inspection of relevant departments. Article 7 Under the macro guidance and overall planning of the municipal education administrative department, the municipal, district and county scientific and technological cadre management departments are responsible for the management of continuing education, making plans and organizing their implementation, and guiding, coordinating, inspecting and supervising the continuing education work.

The competent departments of various systems and industries in this Municipality shall be responsible for the management of continuing education in their own systems and industries, formulate continuing education plans and organize their implementation. Eighth continuing education for professional and technical personnel is an important duty of enterprises and institutions.

Enterprises and institutions shall formulate annual plans and management systems, organize professional and technical personnel to participate in continuing education, ensure learning time and provide necessary learning conditions according to the continuing education planning, the development goals and work needs of their own units and the requirements of improving the quality of professional and technical personnel at different levels.

Departments in charge of various systems and industries should incorporate continuing education into the target responsibility of the main person in charge of enterprises and institutions, and conduct assessment and supervision. Article 9 Enterprises and institutions shall, in combination with the training and use of talents, establish a registration and assessment system for professional and technical personnel to receive continuing education, and regard the learning situation and assessment results as important conditions for professional and technical personnel to hold posts and be promoted. Tenth professional and technical personnel who have received academic education may be exempted from continuing education during their academic education with the consent of their units. Eleventh continuing education academic groups in this Municipality shall play an active role in the organization, publicity and service of continuing education. Twelfth institutions of higher learning, scientific research institutes, social organizations and large and medium-sized enterprises can give full play to their respective advantages and hold continuing education for the society in accordance with the relevant provisions of the state and this Municipality.

Holding continuing education should ensure the quality of teaching and accept the inspection and supervision of the management department. Thirteenth teaching staff engaged in continuing education should be senior and intermediate professional and technical personnel with theoretical level and practical experience suitable for the teaching content. Fourteenth continuing education expenses shall be borne by the state, units and individuals through multiple channels.

The continuing education funds of enterprises and institutions shall be paid from the staff education funds, and may also be handled in accordance with other relevant provisions of the state and this Municipality.

The financial departments of the municipal, district and county people's governments shall support the funds needed for continuing education management departments to carry out continuing education work.

Encourage social organizations and individuals to fund continuing education. Fifteenth city, district and county people's governments and their subordinate departments, enterprises and institutions shall commend and reward the units and individuals that have made remarkable achievements in continuing education. Sixteenth professional and technical personnel have the right to complain to their units or higher administrative departments when their rights to receive continuing education are violated. The department accepting the complaint shall make a decision within 30 days from the date of receiving the complaint and reply to me. Seventeenth enterprises and institutions in violation of these provisions, the infringement of professional and technical personnel to receive continuing education rights, by the continuing education management authority to give criticism and education, shall be ordered to make corrections; If the circumstances are serious, it shall be submitted to the higher authorities for administrative sanctions against the person in charge of the unit and the person directly responsible. Eighteenth professional and technical personnel in violation of these regulations, not to participate in the continuing education arranged by the unit without justifiable reasons, or in violation of the learning discipline and system during the study period, by the unit to which they belong to criticize and educate or recover the learning funds according to the seriousness of the case. Nineteenth the problems in the specific application of these Provisions shall be interpreted by the cadres of the Municipal Science and Technology Bureau. Article 20 These Provisions shall come into force on June 1 995+1October1day.
