The Law of People's Republic of China (PRC) on National Defense Education stipulates that all state organs, armed forces, political parties and social organizations, enterprises and institutions, and grass-roots mass autonomous organizations shall organize and carry out national defense education according to the actual conditions of their own regions, departments and units.

In order to popularize and strengthen national defense education, carry forward patriotism, and promote national defense construction and socialist spiritual civilization construction, the National Defense Education Law of People's Republic of China (PRC) is formulated in accordance with the National Defense Law and the Education Law. The 21st meeting of the Ninth NPC Standing Committee of People's Republic of China (PRC) was adopted on April 28th, 2006, and is hereby promulgated and shall come into force as of the date of promulgation.

The law includes six chapters: general provisions, school national defense education, social national defense education, national defense education guarantee, legal responsibility and supplementary provisions. National defense education is the foundation of building and consolidating national defense and an important way to enhance national cohesion and improve the quality of the whole people. By carrying out national defense education, the state enables citizens to enhance their national defense concepts, master basic national defense knowledge, learn necessary military skills, stimulate patriotic enthusiasm, and consciously fulfill their national defense obligations.

National defense education adheres to the principles of participation by the whole people, long-term persistence and practical results, and implements the principles of combining regular education with centralized education, combining universal education with key education, and combining theoretical education with behavioral education. According to different objects, determine the corresponding educational content and organize its implementation. People's Republic of China (PRC) citizens have the right and obligation to receive national defense education. Popularizing and strengthening national defense education is the common responsibility of the whole society. All state organs, armed forces, political parties and social organizations, enterprises and institutions, and grass-roots mass autonomous organizations shall organize and carry out national defense education according to the actual conditions of their respective regions and units.
