Refund policy of private schools during the epidemic period
The person in charge of the Basic Education Department of the Municipal Education and Sports Bureau told the reporter that in fact, the Provincial Department of Education, the Provincial Development and Reform Commission and the Provincial Department of Finance issued relevant notices on May 25, explaining the scope and requirements of the refund. The Municipal Education and Sports Bureau immediately issued the documents in the province to the county education and sports bureaus and municipal private schools, requiring all schools to strictly implement them. But some parents are not very clear about the specific documents. Recently, the Municipal Education and Sports Bureau has also received some consultations from parents. In this regard, the Municipal Education and Sports Bureau attaches great importance to it. In order to respond to parents' concerns and safeguard students' rights and interests, on June 26, the Municipal Education and Sports Bureau issued the "Notes on the Charge Work of Private Schools during the Epidemic" specifically for parents' general concerns.

The explanation requires that all private schools should strictly implement the regulations on tuition fees (education fees). All schools should implement the relevant provisions of online teaching, do a good job of connecting online teaching with offline teaching content, and ensure the completion of the teaching plan. Schools are not allowed to collect tuition fees (teaching fees) in advance across academic years or semesters, and are not allowed to collect tuition fees (teaching fees) in advance when classes are not started or have started (including online classes). Tuition fees charged in advance shall be refunded in full immediately. Second, we must strictly implement the refund requirements for accommodation and meals. The school collects accommodation and meals according to the actual principle. The accommodation fee is calculated according to each academic year 10 month (5 months per semester), and the excess will be returned to the students at the end of the semester. If the actual school time is less than one month, 15 days or less will be counted as half a month, and 15 days or more will be counted as one month. Third, the refund should be made in time and cannot cover the cost of next semester. For schools that fail to refund accommodation and meals according to regulations, once verified, in addition to severely handling the relevant responsible persons, the leadership responsibilities of the relevant responsible persons should also be investigated and publicly notified in the city. Before receiving the new refund documents from the higher authorities, the Municipal Education and Sports Bureau will strictly implement the Notice of the Henan Provincial Department of Education, the Henan Provincial Development and Reform Commission and the Henan Provincial Department of Finance on Doing a Good Job in the Management of School Fees during the Epidemic Prevention and Control Period.
