The Central Committee of the Communist Party of China and the State Council's Opinions on Further Strengthening and Improving College Students' Ideological and Political Education clearly pointed out that strengthening and improving college students' ideological and political education should aim at the all-round development of college students, emancipate their minds, seek truth from facts, keep pace with the times, adhere to the people-oriented, close to reality, close to life and close to students, and strive to improve the pertinence and effectiveness of ideological and political education. [1] This programmatic document guiding the ideological and political education of college students in the new century and new stage fully reflects the great importance attached by the party and the government to the ideological and political education of college students. Rich research results fully prove that educators from all walks of life have always regarded improving the effectiveness of college students' ideological and political education as their unremitting pursuit. This paper attempts to analyze the reasons for the lack of effectiveness of ideological and political education for college students from the perspective of the formation and development law of human morality.
First, the basic connotation of the effectiveness of ideological and political education
The effectiveness of ideological and political education refers to "the positive characteristics of ideological and political education activities in meeting people's corresponding needs and realizing people's corresponding goals." [2] The main performance is that "the ideological and political education activities have reached the set goals, and the changes in the ideological behavior of the educated meet the needs of the education supervisor and the requirements of social development." [3]
People's ideological and moral character is "a multi-factor comprehensive system, which is the sum total of relatively stable psychological characteristics, ideological tendencies and behavior habits that people show in their moral behavior under the guidance of certain thoughts." [4] On the one hand, the formation process of ideology and morality is mainly reflected in the process of external factors, including social environment, family environment, school environment, modern mass media and so on. On the other hand, it is the transformation process of internal ideological contradictions, that is, the process of people's ideological and moral understanding to the corresponding ideological and moral behavior. On the basis of social practice, the formation and development of people's ideology and morality are produced, developed and changed in the process of interaction and coordination of subjective and objective factors and the transformation of ideological contradictions within the subject. This is the law that people's ideological and moral formation and development follow.
Second, the effectiveness of ideological and political education of contemporary college students
With the development of ideological and political education and the improvement of people's attention to ideological and political education for college students, the effectiveness of ideological and political education for college students is getting better and better, but there are also some problems. People pay too much attention to the effectiveness of college students' ideological and political education, that is, whether ideological and political education conforms to the educational purpose expected by ideological and political educators and society. [5] Ideological and political education in many colleges and universities only stays in indoctrination education such as political theory courses and ideological and moral courses, focusing on the needs of social development, without putting the actual needs of students in an important position, so that it is impossible to fundamentally mobilize the enthusiasm of college students and thus achieve the effectiveness of college students' ideological and political education. At the same time, we should realize that the key to realize the effectiveness of college students' ideological and political education is to consider the main factors of college students, that is, to deeply analyze the formation and development law of college students' ideological and moral character. Only by finding the reasons from the inside can we fundamentally solve the problem of realizing the effectiveness of ideological and political education for college students and change the current situation of the effectiveness of ideological and political education for contemporary college students.

1. Negative effects of complex environment at home and abroad
At present, the trend of world multipolarization and economic globalization is developing in depth, the whole international situation is undergoing profound and complicated changes, and the struggle between socialism and capitalism in the ideological field has long existed. Western hostile forces constantly use various ways and means to win over and corrode the younger generation of our country and never give up their political attempt to "westernize" our country. They took advantage of China's reform and opening-up and accession to the WTO to strengthen ideological and cultural infiltration and peaceful evolution, tried to integrate eastern and western cultures in the process of economic development, and finally made China fall to the west. College students, as a special group, are easy to accept new things and new ideas, so their world outlook and outlook on life are also vulnerable to the impact of western culture. Some students' ideological understanding almost completely deviates from our educational purpose.
2. Incomplete family structure and the negative influence of parents' doting.
Family education is an indispensable part of ideological and political education and the starting point for students to receive education. Parents are the children's first teachers, and enlightenment education is extremely important. Good school education should be based on good family morality. However, in the real society, some family structures are not perfect, which makes children unable to grow up healthily in a harmonious environment and easy to form an unhealthy psychological level; There are also some parents whose own quality is not high and their moral values are declining, so they can't set an example for their children. What's more, there are some informal family education, which makes young students form thinking habits that are not in line with the public. This preconceived ideological and moral psychology has a negative impact on the effectiveness of ideological and political education.
3. Negative effects of imperfect school environment, educators and curriculum.
The hardware facilities of the school have a great influence on students' study and life, but the soft culture of the environment can not be ignored. A good campus cultural environment will exert a subtle educational effect on students' growth and success. As far as the overall development of campus culture is concerned, some established universities and comprehensive universities have accumulated enough resources in this respect for many years, but the campus culture construction of a considerable number of schools is often general, stereotyped and has no obvious personality. The material campus culture construction is redundant and does not reflect the characteristics, historical origin and development trend of the school itself, so it is difficult for teachers and students to study and think freely in an elegant and quiet environment.
"Learning to be excellent is to be an official, and the true meaning of the word' normal' deserves to be internalized by everyone engaged in education, especially those engaged in ideological and political education." [7] As an ideological and political educator, he plays a leading role in the ideological and political education activities of college students and plays an irreplaceable role. Therefore, the quality of educators directly affects the effect of ideological and political education and restricts the realization of the effectiveness of ideological and political education.
The influence of educators' subjective consciousness. "Subjective consciousness is an ideological and political educator's conscious and sober understanding of himself, which includes an educator's comprehensive and profound understanding of his subjective position, leading role and specific mission in the whole ideological and political education activities, as well as the practical and long-term significance of his subjective activities to his educational objects." [8] In real life, some educators do not pay enough attention to ideological and political education and lack professionalism and sense of responsibility. They think teaching and learning are two different things. Whether students want to listen or not has nothing to do with themselves, as long as the teaching is done well. This thought greatly reduces the effectiveness of ideological and political education.
The influence of educators' own quality. Deng Xiaoping once emphasized that "whether a school can train qualified talents for socialist construction and whether it can train educated workers with all-round development in morality, intelligence and physique and socialist consciousness depends on teachers." [9] Educators' own quality includes both their own knowledge structure and their own behavior.
