I. Guiding ideology

Guided by Deng Xiaoping Theory and Theory of Three Represents, we will fully implement Scientific Outlook on Development, adhere to the basic national policy of family planning and equality between men and women, and implement the Law of People's Republic of China (PRC) on the Protection of Women's Rights and Interests, the Law of the People's Republic of China on Maternal and Infant Health Care, and the Regulations of Hunan Province on Population and Family Planning. And the Provisions of Hunan Province on Prohibition of Fetal Sex Identification and Selective Termination of Pregnancy for Non-medical Needs (hereinafter referred to as the provincial government 194 order). Second, the work objectives

From April to June every year, we will focus on caring for girls in the township to comprehensively control the problem of high sex ratio at birth. Strive to effectively control the problem of high sex ratio at birth through efforts.

The township will basically establish an interest-oriented mechanism in favor of girls and family planning daughters, and generally carry out quality services in family planning and reproductive health care. Third, the work measures

(1) Improve the quality service level of family planning in an all-round way.

Adhere to the people-oriented principle, comprehensively establish a "reproductive health file" for married women of childbearing age, and carry out pregnancy monitoring, pregnancy care and perinatal care. Strictly implement the family planning policy and technical service measures, strengthen the family planning management and service of floating population, strengthen contraceptive guidance and pregnancy monitoring for couples of childbearing age, and find and remedy unintended pregnancy early; For women who are pregnant normally, especially those who are pregnant with a second child, it is necessary to implement the follow-up service system, do regular follow-up, guide maternal health care, and prevent artificial termination of pregnancy without medical needs. Strictly implement the registration report and analysis and evaluation system of birth sex and induced labor sex, strengthen the management of medical team according to law, and prohibit institutions and personnel without professional qualifications from engaging in medical services such as delivery. Do a good job in planned immunization and disease prevention of newborns, guide parents to feed their babies, reduce the mortality rate of newborns, especially baby girls, and improve the satisfaction rate of the masses.

(2) Further intensify publicity and education.

In the process of creating spiritual civilization and bringing the new trend of marriage and childbearing into ten thousand families, we should strengthen the propaganda of caring for girls, give play to the atmosphere of public opinion, gradually eliminate the prejudice against girls and family planning daughters and the traditional concept of discriminating against women, create a good social environment for the development of girls and family planning daughters, use mass media such as radio and television, the Internet and wall newspapers to carry out publicity and education work, and radio stations should regularly broadcast relevant articles and public service advertisements; Set up large-scale public welfare posters and placards in public places with large traffic such as stations and markets to create a good atmosphere of public opinion, and form a large publicity pattern of "activities are arranged, newspapers and periodicals have articles, radio has sound, television has images, and the network has pictures and texts". It is necessary to organize and carry out various forms of mass activities such as consultation, training, knowledge contests, speeches, symposiums, culture and entertainment, and produce publicity materials that the masses love and enjoy, and distribute them to the masses free of charge, so that the masses can acquire knowledge and receive education in various ways.

(3) Implementing preferential policies

1. Priority objectives:

(1) One-child families who have given birth to a girl in rural areas and received the honor certificate of the only-child parents.

(2) Only-child girl families whose urban and rural areas are included in the subsistence allowance and receive the "Glory Certificate of Only-child Parents".

2. Preferential policies:

(1) Families of only-child girls who meet the conditions for re-birth and voluntarily refuse to give birth will enjoy the one-child parents' incentive fee of not less than 10 yuan every month after receiving the honor certificate of the one-child parents and being audited by the county-level family planning department.

(2) Coordinate the agricultural credit department and give priority to granting agricultural loans to rural one-child girl families.

(3) Providing agricultural science and technology training free of charge.

(4) Under the same conditions, priority should be given to contracting "floating land".

(5) The only daughter who meets the preferential conditions can be given priority in the promotion.

(6) If the parents of the one-child family lose their ability to work and have no financial resources, they shall provide minimum living security or give priority to the welfare homes run by the civil affairs departments.

(7) give priority to the examination and approval of the housing homestead of the one-child family.

(eight) give priority to poverty alleviation projects and public welfare posts for poor families with only children, and give priority to social relief materials and minimum living security subsidies.

(nine) when enterprises recruit and export labor services, the one-child families are given priority under the same conditions.

(10) In rural areas, parents of "two women tied to households" have old-age insurance, and their children go to school for free. Rural "two-female households" families and poor one-child families participate in rural cooperative medical care free of charge, and their expenses are borne by the finance.

Strengthen the management of fetal sex identification by ultrasound and chromosome examination, termination of pregnancy surgery and medication, punish illegal acts such as "two evils" and abandonment of baby girls according to law, and mobilize the whole society to protect the legitimate rights and interests of women and children. The government will take the lead to strengthen departmental cooperation and investigate and deal with "two non-"related cases. (5) Strengthen organizational leadership.

Two, the main tasks of the provinces (autonomous regions and municipalities)

Three, the main tasks of the pilot unit
