According to the Interim Provisions of the Ministry of Personnel and the Ministry of Construction on the Qualification System of Construction Engineers (11No.), the Regulations of the Ministry of Construction on the Administration of Registered Construction Engineers (No.KLOC-0/53 of the Ministry of Construction) and the Notice of the Ministry of Construction on Printing and Distributing the Interim Measures for the Administration of Continuing Education of Registered Construction Engineers (Construction Engineer)

Attachment: Management of Continuing Education for Secondary Construction Engineers in Gansu Province (Interim Measures)

Article 1 In order to continuously enhance the professional ability and comprehensive quality of secondary construction engineers and improve the management level of construction projects, according to the Interim Provisions of the Ministry of Personnel and the Ministry of Construction on the Qualification System of Construction Engineers (No.[2002]65438 of the Ministry of Personnel and the Ministry of Construction+01) and the Regulations of the Ministry of Construction on the Administration of Registered Construction Engineers (No./kloc of the Ministry of Construction)

Article 2 Secondary construction engineers (secondary construction engineers and secondary temporary construction engineers) shall implement the system of continuing education. The purpose is to make the second-level construction engineer master the laws, regulations, standards, norms and policies related to engineering construction in time, be familiar with the new theories and methods of engineering project management, understand the new technologies, new materials, new equipment and new processes of engineering construction, update professional knowledge, and constantly improve professional quality, practical ability and management level to meet the needs of engineering construction development.

Article 3 The participation of construction engineers in continuing education according to regulations is a prerequisite for applying for initial registration, renewal registration, additional registration and re-registration (hereinafter referred to as registration).

Article 4 The Provincial Department of Housing and Urban-Rural Development is responsible for the unified supervision and management of the continuing education of secondary construction engineers in the province, and the Provincial Construction Market Management Office is specifically responsible for organizing the implementation.

Article 5 The continuing education of secondary construction engineers shall be specialized and organized and implemented by professional training units. The training unit shall be evaluated by the Provincial Department of Housing and Urban-Rural Development and reported to the Ministry of Housing and Urban-Rural Development for the record after confirmation.

Article 6 A training unit undertaking the continuing education of construction engineers shall have vocational education experience or professional education experience of junior college or above, a school license and a fee license, a fixed teaching place and at least five full-time teaching teachers.

Seventh teaching teachers identified by the Provincial Department of Housing and Urban-Rural Development audit, and organize teacher training assessment. Full-time teaching teachers shall meet the following conditions:

(a) bachelor degree or above, engaged in construction industry related work for more than 5 years.

(two) engaged in the construction industry training for more than 2 years.

(3) Having rich practical experience or a higher theoretical level.

(4) It has no illegal acts and bad credit records in the past five years.

(five) to participate in the full-time education and training of registered construction engineers organized by the Provincial Department of Housing and Urban-Rural Development, and pass the training.

Article 8 The housing and urban-rural construction department shall, jointly with the relevant departments of the State Council, organize the formulation of the syllabus for the continuing education of registered architects.

Under the guidance of the Ministry of Housing and Urban-Rural Development and the relevant departments of the State Council, the Provincial Department of Housing and Urban-Rural Development is responsible for the compilation and identification of compulsory courses and elective courses for second-level builders. Provincial Construction Market Management Office specifically organizes the compilation of teaching materials.

Article 9 Compulsory courses include the following contents:

(1) Laws, regulations and related policies related to engineering construction.

(two) the professional ethics and integrity system of registered construction engineer.

(three) the new theory, new method, new technology and new technology of construction project management.

(4) Case analysis of construction project management.

The elective course content is: the relevant knowledge of construction project management that the provincial housing and urban-rural construction authorities think the second-level constructor needs to supplement.

Tenth provincial housing and urban-rural construction department is responsible for the preparation of secondary construction division continuing education curriculum, and reported to the competent department of housing and urban-rural construction in the State Council for the record. The course arrangement was published by the competent department of housing and urban-rural construction of the State Council on the website of China Architects.

Eleventh training units are directly responsible for the quality of training. Training units shall, in accordance with the continuing education curriculum announced by the competent department of housing and urban and rural construction in the State Council, use the prescribed teaching materials to test the learning situation. Testing can take the form of examination, assessment, case analysis, writing papers, submitting reports or participating in practical operations. Fees shall be collected in accordance with the relevant provisions of the state, and no arbitrary charges or disguised apportionment shall be allowed.

Twelfth to complete the required class hours and pass the exam, issued a national unified style of continuing education certificate of registered architects. The certificate of continuing education shall be filled in by the training unit, stamped with the seal of the training unit, and submitted to the provincial construction market management office for review. After the audit, it shall be submitted to the Provincial Department of Housing and Urban-Rural Development, and stamped with the special seal for education and training of the Gansu Provincial Department of Housing and Urban-Rural Development.

Thirteenth training units shall timely submit the list of registered construction engineer continuing education training students, training content, class hours, examination results, etc. In the form of written and electronic information management system to the provincial construction market management office for review, confirmed by the provincial housing and urban construction department, sent to the the State Council housing and urban construction department for the record.

Fourteenth secondary construction engineers need to complete the continuing education hours within the specified time:

1. If the second-level constructor fails to apply for the first time or fails to apply for registration qualification within three years from the date of obtaining the qualification certificate of the second-level constructor, he shall complete the required continuing education hours before applying for registration.

2. After completing the required hours of continuing education within the registration period, the second-level constructor may apply for renewal of registration.

The registration period of temporary construction engineer II is three years from February 28th, 2008.

3. If the second-level construction engineer is deregistered, fails to renew his registration on time and has been deregistered for more than three years, he can only apply for re-registration after completing the required continuing education hours during the deregistration period or unregistered period.

Article 15 A registered professional secondary constructor shall receive no less than 120 hours of continuing education in each registration cycle, including 60 hours of compulsory courses and 60 hours of elective courses. Each additional major should also participate in 60 professional hours of continuing education, including 30 compulsory hours and 30 elective hours.

The second-level construction engineer can arrange the hours of continuing education in a centralized or annual manner according to the needs of the work within the validity period of each registration.

Sixteenth second-level construction engineer engaged in the following work within the validity period of each registration and obtained the corresponding certificate, which can be offset by part of the hours of continuing education elective courses. Within the validity period of each registration, the cumulative hours of continuing education elective courses shall not exceed 60 hours.

(a) to participate in the preparation and proposition work of the national construction engineer qualification examination outline, each time for 20 hours.

(two) engaged in the compilation of continuing education teaching materials for registered construction engineers, each calculation is 20 hours.

(3) If academic papers on construction project management are published in publicly issued provincial and ministerial periodicals, each article of the first author will count as 10 class hour; Publicly published monographs and textbooks of more than 50,000 words, the first and second authors each count 20 hours.

(four) to participate in the continuing education of construction engineers, and to charge according to the hours.

The confirmation of the charging standard for continuing education hours of two-level construction engineers shall be submitted to the Provincial Department of Housing and Urban-Rural Development after being audited by the Provincial Construction Market Management Office.

Seventeenth training units have one of the following acts, by the professional lead department, the provincial housing and urban construction department to give a warning until the cancellation of training qualifications, and reported to the the State Council municipal housing and urban construction department unified announcement. Those who have been disqualified from training shall not apply for further education of registered construction engineers within five years.

(a) the relevant system of continuing education and training of registered construction engineers is not strictly implemented.

(two) the use of unified training materials, course content, training schedule, etc ... Does not comply with the relevant provisions.

(three) do not have independent training ability, unable to undertake normal training tasks.

(D) chaotic organization and management, training quality is difficult to guarantee.

(five) the school license or fee license expires.

(six) the teaching place is not fixed, which can not guarantee the normal teaching work.

(seven) the number and level of full-time teaching teachers or teachers do not meet the requirements.

(eight) there is no normal financial management system, arbitrary charges or disguised apportionment.

(nine) sell, lease, lend or illegally transfer training qualifications in other forms.

(ten) through fraud, forgery, fraud and other illegal means to issue the "certificate of continuing education of registered architects" or modify the training information.

(eleven) failing to truthfully report the list of continuing education and training students, training content, class hours, test scores, etc. ...

(twelve) other circumstances that are not suitable for continuing education activities.

Eighteenth second-level construction engineer should participate in continuing education, training and examination, did not participate in continuing education or continuing education is not qualified shall not be registered.

Article 19 Anyone who obtains the certificate of continuing education of a registered construction engineer by fraud or other means shall, once found, immediately cancel his continuing education record, record it in the bad credit record and announce it to the public.

Article 20 The continuing education institutions, supervision departments and their staff of provincial second-level construction engineers, in the management of continuing education of registered construction engineers, are under any of the following circumstances, and their superior organs or supervisory organs shall order them to make corrections, and the directly responsible personnel in charge and other directly responsible personnel shall be punished according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law:

(a) agreed to carry out continuing education and training in units that do not meet the training requirements.

(two) do not perform the work that should be undertaken, resulting in the lack of continuing education.

(3) taking advantage of his position to accept property or other benefits from others.

(four) failing to perform the duties of supervision and management or ineffective supervision, resulting in serious consequences.

Twenty-first registered construction engineers enjoy wages, insurance and welfare benefits stipulated by the state during their continuing education. Construction enterprises and employers such as survey, design, supervision, bidding agency and cost consultation should attach importance to the continuing education of registered construction engineers and urge them to receive continuing education on schedule. Construction enterprises shall provide funds and time support for the continuing education of registered construction engineers engaged in project management under construction.

Twenty-second level construction engineer's continuing education shall be implemented in accordance with the Notice of the Ministry of Construction on Printing and Distributing the Interim Measures for the Administration of Continuing Education of Registered Construction Engineers, and the continuing education of third-level construction engineers shall be implemented with reference to these measures.

Twenty-third these Provisions shall be interpreted by the Provincial Department of Housing and Urban-Rural Development.

Article 24 These Provisions shall come into force as of the date of promulgation.
