How to expand the scale of talent training in vocational education for the elderly
Accelerating the development of the aged care service industry is an important measure to cope with the aging population, safeguard and improve people's livelihood, and is of great significance to promoting social harmony and promoting sustained and healthy economic and social development. At present, there are some problems such as small scale, single level and uneven quality in the talent training of the aged care service industry in China, which restrict the rapid development of the aged care service industry to some extent. In order to implement the Outline of the National Medium-and Long-term Education Reform and Development Plan (20 10-2020) and Several Opinions of the State Council on Accelerating the Development of the Aged Care Service Industry, and speed up the personnel training of the aged care service industry, we hereby put forward the following opinions.

First, the general idea.

Under the guidance of Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, adhere to the principle of service development and employment promotion, and follow the principle of "active development, diversified forms, comprehensive strengthening and highlighting key points", vigorously develop the related majors of aged care services, continuously expand the scale of personnel training, strengthen the construction of related majors of aged care services, accelerate the establishment of a training system for aged care services, comprehensively improve the training quality of aged care services and meet the development needs of aged care services.

Second, the work objectives

By 2020, a talent training system for the aged care service will be basically established, with vocational education as the main body, application-oriented undergraduate and postgraduate education levels connected with each other, and academic education and vocational training paid equal attention. Cultivate a sufficient, well-structured and high-quality pension service talent team to adapt to and meet the development needs of China's pension service industry.

-The scale of personnel training has been significantly expanded. Optimize the professional structure and layout, add professional points related to the aged care service, expand the enrollment scale year by year, and train and transport a large number of professionals with complete levels for the aged care service industry in China.

-The quality of personnel training has been continuously improved. Innovate the training mode of professionals related to aged care services, promote curriculum reform and textbook construction, strengthen the construction of teachers and training bases, build a number of reform and innovation demonstration professional points, and improve the training quality of professionals related to aged care services.

-The quality of employees has been significantly improved. We will promote the implementation of the "double certificate" system for majors related to aged care services, and basically realize that vocational college students can obtain academic certificates and corresponding vocational qualification certificates at the same time. Actively develop all kinds of academic and non-academic continuing education for employees of aged care services, and vigorously improve the academic level and professional ability of employees of aged care services.

Third, the task measures

(1) Accelerate the construction of professional education system related to aged care services.

1. Expand the training scale of senior vocational education talents. Release the guidance report on talent demand forecast and specialty setting of the aged care service industry, and guide and encourage vocational colleges to set up professional points related to aged care and management, social work, health management, rehabilitation treatment technology, application and service of rehabilitation AIDS, etc. Gradually expand the scale of personnel training by implementing separate enrollment and increasing enrollment plans. Through national scholarships, social donations and other financial support, attract students to study related majors in aged care services. Encourage social capital to set up vocational colleges for aged care services, standardize and accelerate the training of aged care professionals.

2. Accelerate the development of undergraduate education for the elderly. Strengthen the cultivation of applied undergraduate talents for aged care services and actively explore vocational education for aged care services at the undergraduate level. Encourage and guide colleges and universities to actively adapt to the needs of national economic and social development, offer undergraduate majors related to old-age services such as rehabilitation, nursing, applied psychology and social work, and offer courses such as social work for the elderly, nursing for the elderly, health care and nutrition for the elderly, gerontology, gerontology and bioethics.

3. Actively develop postgraduate education for the elderly. Appropriately increase the number of master's degree authorization points such as social work, encourage and support qualified universities to recruit and train graduate students in sociology, gerontology, demography, rehabilitation and family development, and transport business backbones and high-level teaching and research personnel for pension institutions and vocational colleges. Encourage institutions of higher learning to strengthen the construction of related disciplines, improve the level of theoretical research, and provide theoretical and intellectual support for the development of social pension services.

Comprehensively improve the education and teaching quality of providing relevant professional services for the elderly.

4. Support the construction of training bases for aged care services. Relying on vocational colleges and pension institutions, we will focus on building a number of pension service training bases. Formulate a practical training guidance scheme that is synchronized with the technical requirements, workflow and management norms of industrial enterprises. Strengthen practical teaching, promote the connection between teaching process and production process, and improve students' practical operation ability. Promote the rational allocation and sharing of training equipment and improve the efficiency of the training base.

5. Promote the construction of professional points related to aged care services. Focus on supporting a number of qualified schools to carry out pilot reforms in related majors of aged care services. Encourage and guide schools to carry out reforms in key links such as personnel training mode, curriculum, teaching materials, teaching methods and teaching staff, build a number of professional points with advanced educational concepts, remarkable reform results and distinctive features, give full play to the leading role of demonstration, and improve the overall level of professional construction related to aged care services.

6. Strengthen the construction of professional teaching materials related to aged care services. In the national planning textbook construction and other projects, increase support for the construction of teaching materials for the aged care service related majors. Organize the selection and development of a number of demonstration teaching materials for the reform and innovation of vocational education for the aged care service-related majors. Encourage relevant institutions and industries, enterprises and institutions to jointly compile school-based teaching materials with professional characteristics related to aged care services. Introduce real projects and cases of enterprises and develop various forms of digital teaching resources.

7. Strengthen the construction of professional teachers for aged care services. Establish a number of professional teacher training bases for aged care services in institutions of higher learning, industries, pension institutions and enterprises with industry characteristics. In the quality improvement plan of teachers in vocational colleges, we will carry out the training of professional teachers related to aged care services and gradually expand the training scale. Carry out special training for professional leaders related to aged care services, promote teachers' exchanges in teaching reform, professional construction and curriculum development, and cultivate a group of teaching leaders with high professional level, strong professionalism and outstanding innovation ability.

8. Conduct extensive international exchanges and cooperation. Actively cooperate with developed countries or regions in the education of the aged care service industry, and learn from foreign advanced experience through teacher-student exchanges and seminars. Introduce foreign excellent courses and teaching materials, and jointly develop a number of professional courses and teaching materials with international standards in combination with the reality of domestic pension service industry, so as to promote the improvement of education and teaching level of related majors in China's pension service.

(3) Vigorously strengthen the continuing education of employees in aged care services.

9. Improve the overall quality of employees in the aged care service. Focus on relevant vocational colleges, open universities and undergraduate colleges, and carry out diversified academic and non-academic continuing education; Encourage the backbone of the aged care service industry to pursue relevant professional degrees on the job. The Open University should give full play to its advantages in running a school, offer related majors in aged care services, speed up the construction of information-based learning resources and platforms, actively develop modern distance education, and explore the establishment of a teaching and supporting service model for employees in aged care services. Actively carry out training for employees in pension institutions, community pension service personnel and community workers, and improve the professional ability and service level of employees.

10. Implement the "double certificate" system for the majors related to aged care services. Promote in-depth cooperation between vocational colleges and vocational skill appraisal institutions related to pension services, implement the integration of examination and assessment of professional related courses and vocational skill appraisal, and promote vocational college students to obtain relevant vocational qualification certificates while obtaining graduation certificates. Employees who have obtained the relevant professional qualification certificates of the aged care service industry and meet the requirements can be admitted by vocational colleges according to the relevant provisions, and they are admitted without trial. After passing the exam, you can get the corresponding academic certificate.

(four) actively guide students to engage in pension services.

1 1. Promote social voluntary service for the aged. Actively organize students from vocational colleges and undergraduate colleges to carry out voluntary services in pension institutions, urban and rural communities and families, and carry out social practice activities to enhance students' awareness of social responsibility and stimulate their enthusiasm for pension services. Take the form of counterpart services between schools and urban and rural communities, and organize students to care for and help rural widows, empty nesters and left-behind elderly people.

12. Encourage professional graduates to engage in aged care services. Relevant vocational colleges and undergraduate colleges should strengthen employment guidance and employment services, and encourage graduates from universities and secondary vocational schools with related majors in pension services to work in pension institutions. Relevant departments should bring qualified graduates from universities and secondary vocational schools into the scope of current employment services and employment policies, and implement relevant preferential policies according to regulations. Actively improve the working conditions of employees in aged care services, strengthen labor protection and occupational protection, gradually improve wages and benefits, and stabilize the ranks of employees in aged care services.

Fourth, organizational guarantee.

(A) to strengthen organizational leadership

Establish a working mechanism led by the Ministry of Education and the Ministry of Civil Affairs, coordinated and responsible by the National Development and Reform Commission, the Ministry of Finance, Ministry of Human Resources and Social Security, the National Health and Family Planning Commission, the Central Civilization Office, the Central Committee of the Communist Youth League, and the National Office for Ageing, and strengthen macro guidance and policy guarantee for personnel training in the aged care service industry. Relevant departments and units in all localities should attach great importance to the personnel training of the aged care service industry in light of the actual situation, and do a good job in the professional construction, personnel training, scientific research, base construction and continuing education of the aged care service industry.

(2) Broaden investment channels.

Actively broaden the investment channels for personnel training in the aged care service industry and establish diversified investment mechanisms such as government, employers and social financing. Actively encourage all sectors of society to participate in or provide donations or other support for the training of talents in the aged care service industry.

(3) Formulating supporting policies

Local education, civil affairs, development and reform, finance, human resources and social security departments should increase policy support for the training of talents in the aged care service industry, and formulate and implement corresponding preferential policies in terms of professional construction, teacher training, enrollment and employment, student scholarships, and base construction in combination with local conditions and characteristics of the aged care service industry.

(D) Improve the supervision mechanism

Establish a responsibility system for the implementation of various objectives and tasks, improve the supervision and incentive mechanism for the implementation of opinions, and effectively promote the timely and quality completion of various tasks. Local education departments and civil affairs departments should establish implementation process tracking, implementation supervision, information feedback mechanism and regular evaluation system to supervise and guide implementation. According to the feedback information and supervision and evaluation, take effective measures to deal with new situations and problems in implementation.

(5) Strengthen publicity.

Through all kinds of media at all levels, widely publicize the importance of personnel training in the aged care service industry, actively guide public opinion, create an atmosphere in which the whole society cares, respects, recognizes and supports personnel training in the aged care service industry, and form a good environment in which the whole society respects and supports personnel training in the aged care service industry.
