(4) Servicemen or armed policemen in active service in this Municipality.
(five) Hong Kong, Macao and Taiwan residents who have passed the mainland travel permit for taiwan residents primary and secondary school teacher qualification examination by virtue of the Pass for Hong Kong and Macao Residents to and from the Mainland or the five-year validity period; Or Hong Kong, Macao and Taiwan residents who hold the residence permit of Hong Kong, Macao and Taiwan residents or the residence permit of Taiwan Province Province within the validity period issued by Chongqing public security organs.
Second, the identification conditions
(1) Abide by the Constitution and laws, love education, fulfill the obligations stipulated in the Teachers Law of People's Republic of China (PRC), abide by teachers' professional ethics, have good ideological and political quality, have ideals and beliefs, moral sentiments, solid knowledge and a kind mind.
(two) in accordance with the "Teachers Law" and "Chongqing primary and secondary school teacher qualification examination reform pilot implementation rules" provisions of the corresponding education.
(three) to obtain the "Certificate of Qualification Examination for Primary and Secondary School Teachers" and within the validity period; Or obtain the "Professional Ability Certificate for Normal Students" and it is within the validity period.
(four) to meet the requirements of the Putonghua proficiency test level. Among them, those who apply for the qualification of Chinese teachers should reach Grade A and above, and those who apply for the qualification of teachers in other disciplines should reach Grade B and above.
(five) should have good physical and psychological quality, can adapt to the needs of education and teaching. No infectious diseases, no history of mental illness, and passed the physical examination in the designated hospital.
Third, the application process
(1) schedule
In 2022, Chongqing social workers applied for the qualification of primary and secondary school teachers in two batches:
The first batch of online newspapers will be published from 9: 00 on March 25th, 2022 to April 8th, 2022 17:00. This batch is the applicants who have obtained the required diploma (non-graduate students and graduate students will be recognized according to their academic qualifications).
The second batch of online newspapers will be published from 9: 00 on June 8, 2022 to June 22, 2022 17:00. This batch is open to all qualified applicants.
(2) Online declaration
1. Applicants should log on to China Teachers' Qualification Network (www.jszg.edu.cn) for online declaration, and carefully read the precautions of the on-site confirmation agency.
2. Select "authorized institution" and "on-site confirmation institution".
(1) The three types of applicants have the qualifications of internship instructors in high schools, secondary vocational schools and secondary vocational schools. When applying online, the logo is "Chongqing Municipal Education Commission", and the on-site confirmation institution is the district and county education administrative department where the household registration (or student registration file, residence permit and service place) is located.
(2) For the three types of applicants who are qualified as teachers in junior high schools, primary schools and kindergartens, the identification institutions and on-site confirmation institutions for online application are the district and county education administrative departments where the household registration (or student status file, residence permit and service location) is located. Do not choose on-site confirmation agencies across districts and counties.
3. Selection of "application place type": choose "domicile" as the domicile, "residence" as the district and county where the residence permit is held, and "school location" as the location of the student status file; Active servicemen and active armed police choose "residence".
4. Personal letter: The applicant shall truthfully fill in the personal letter as required.
5. Upload a recent one-inch color photo of electronic identity with bareheaded front and white background (the same as the photo confirmed on site).
6. Fill in other application materials truthfully and completely according to the requirements of the system, check the information provided, and click the "Submit" button to report the registration information after confirmation. The submitted "Teacher Qualification Application Information" shall not be modified at will. Please fill in the application information carefully.
7. Full-time college students and graduate students should choose "No" in the column of "whether they are in school" in the system when applying for accreditation with their academic qualifications.
(3) On-site confirmation and physical examination
After the online application is completed, the applicant shall refer to the precautions issued by the corresponding on-site confirmation agency in time and bring the following materials to the specified place for on-site audit and confirmation within the specified time:
1. Identification materials
(1) Original ID card within the validity period. Hong Kong, Macao and Taiwan personnel are required to provide a residence permit for Hong Kong, Macao and Taiwan residents valid for five years or a pass for Hong Kong and Macao residents to and from the mainland or the original mainland travel permit for taiwan residents.
(2) According to the application type, the applicant shall provide one of the following materials:
If "domicile" is selected as the application place type, the first page, personal page, original and copy of the applicant's household registration book 1 copy shall be provided;
If "residence permit" is selected as the application place type, the original and photocopy of Chongqing residence permit shall be provided, each 1 copy;
If the application place type is "school location", the original certificate of student status file issued by the school 1 copy is required;
Servicemen or armed police should provide the original 1 copy of the personnel relationship certificate issued by the service unit.
2. Academic certificates that meet the application conditions. If the system can automatically verify, you don't need to provide academic credentials.
(1) For the academic qualifications that cannot be directly compared and verified by the information system (except secondary vocational education), the applicant must submit the China Higher Education Academic Certification Report (online application on Xuexin.com), otherwise, it will be regarded as unqualified academic qualifications and will not be accepted.
(2) When the fresh graduates confirm on the spot, they should provide the school registration certificate issued by the school. When receiving the teacher qualification certificate, you need to show the graduation certificate filled in when you apply online.
(3) Hong Kong, Macao and Taiwan academic qualifications shall be submitted to the original and photocopy of the degree certificate issued by the Study Abroad Service Center of the Ministry of Education, each with 1 copy. For foreign education, the original 1 and the copy 65438 of the Foreign Education Degree Certificate issued by the Study Abroad Service Center of the Ministry of Education are required.
3. One inch bareheaded front with white background 1 color photo. It is the same as the photo submitted when applying online, and the name and ID number are indicated on the back of the photo.
4. Putonghua proficiency test grade certificate. If the system can automatically verify, it may not be provided. If it is determined that the system cannot verify the applicant's Putonghua proficiency test grade, it is necessary to check and verify the original Putonghua proficiency test grade certificate on site.
5. To apply for the qualification of internship instructor in secondary vocational schools, the original and photocopy of 1 technical qualification certificate are required.
6.2065438+Before 2005, full-time graduates of previous normal education majors who applied for accreditation for the first time can be directly recognized as the same teaching subjects as their majors. In addition to the above 1-5 materials, the following original materials shall be provided for site confirmation:
(1) Copies of all transcripts issued by the original school and stamped with the official seal of the school archives. If there is no "educational internship" on the transcript, a copy of the "internship appraisal form" issued by the student status management department in the personnel file should also be submitted. (The photocopy shall be stamped with the official seal of the personnel file management institution or department);
(2) The applicant did not obtain the teacher qualification certificate in the year of graduation and when applying for accreditation for the first time (the official seal of the school teacher qualification accreditation management department is required).
All the above copies are copied on A4 paper. If the documents or materials submitted by the applicant are incomplete, they shall be completed before the end of the acceptance period.
7. Proof that the applicant has no criminal record.
(1) Mainland applicants do not need to submit personal proof of no criminal record. The applicant's no criminal record shall be verified by the teacher qualification accreditation body.
(2) Hong Kong, Macao and Taiwan residents are issued by the Hong Kong Police Force of the Hong Kong Special Administrative Region Government, the Identity Certification Bureau of the Macao Special Administrative Region Government and relevant departments of Taiwan Province Province. Applicants need to go to the Municipal Teacher Qualification Guidance Center (Room 503, chongqing university of education Complex Building, No.9 Xuefu Avenue, four kilometers south of Nan 'an District) in time to apply for a certificate of no criminal record, and the applicant will hand it over to the relevant departments of Hongkong, Macau or Taiwan Province Province for verification, and then return the verification results to the Chongqing Teacher Qualification Guidance Center. The verification results will be used as the basis for identification. Failing to provide a written reply to the verification results on time, the application for teacher qualification is invalid.
8. Physical examination report. The physical examination items and standards are in accordance with the Notice of the Municipal Education Commission and the Municipal Health Planning Commission on Printing and Distributing the Standards and Methods for Applying for Physical Examination of Teachers' Qualifications in Chongqing (Yu Jiao Jian Fa [2016] No.9) and the Notice on Amending the Standards and Methods for Applying for Physical Examination of Teachers' Qualifications in Chongqing (Yu Jiao Jian Fa [2016] No.6). The physical examination report is directly connected with the confirmed districts and counties by the physical examination hospital, and the applicant is not allowed to carry or submit it himself, otherwise the physical examination will be invalid.
Special reminder: applicants need to verify and confirm the confirmed batch and the confirmed on-site confirmation districts and counties, and then participate in the physical examination. The corresponding physical examination results caused by the wrong batch or the wrong on-site confirmation institution are not recognized, and the applicants are responsible for it. The physical examination report is only valid for the current batch.
Four. Identification and certificate issuance
After the on-site audit is completed, the accreditation body will make the accreditation conclusion according to the facts, and issue the teacher qualification certificate to the applicants who meet the accreditation conditions. Applicants should hold their original ID card (graduates of 2022 should also provide the original diploma) to the on-site confirmation institution to receive the teacher qualification certificate and teacher qualification application form within the specified time. The Application Form for Teacher Qualification is put into a special sealed bag and sent by the applicant to the personal personnel file storage institution for filing within 15 days.

Prevention and control of epidemic situation of intransitive verbs
According to the decision-making and deployment of national epidemic prevention and control work, in order to effectively protect the life safety and health of applicants and staff, the education administrative departments of all districts and counties (autonomous counties) are required to strictly implement the prevention and control measures in our city, make all preparations and formulate emergency response plans. Receiving places should be disinfected in strict accordance with the requirements of epidemic prevention and control. On-site confirmation institutions shall, in combination with the situation of epidemic prevention and control in the country and this Municipality, timely release the requirements for on-site confirmation of epidemic prevention and control. The applicant actively cooperates with the prevention and control work and obeys the guidance and arrangement of the on-site staff.
Seven. others
(a) the applicant needs to consult the notice of the administrative department of education of all counties (autonomous counties) in a timely manner, and conduct online declaration and on-site audit in accordance with the prescribed time, place and requirements. If the applicant fails to complete the application within the specified time due to reasons such as missing the application time, choosing the wrong accreditation institution or on-site confirmation point, incorrect application information or incomplete submission materials, the accreditation institution will no longer accept the application, and the responsibility will be borne by the applicant himself.
(2) The applicant shall truthfully submit relevant materials. Applicants who practise fraud or cheat teachers' qualifications in any of the above links will be punished according to the relevant provisions of the state.
(three) the applicant can only apply for a teacher qualification certificate once a year, and may not apply for a second teacher qualification certificate nationwide in the year after the successful application.
