The "Opinions" require all relevant colleges and universities to incorporate the training plan for high-level backbone talents of ethnic minorities into the annual postgraduate enrollment plan of central-level colleges and universities, and issue management separately. Graduate students who participate in the program will enjoy the graduate student funding policy of the central university, and students with financial difficulties will also receive appropriate subsidies from their places of origin and targeted units. After graduation, students will go to targeted areas and units for employment according to the targeted training and employment agreement. The service period of master and doctor is 5 years and 8 years respectively. If they break the contract, they need to pay liquidated damages to the training unit and the target area and unit; The number of regions and units that refuse to accept and arrange employment for graduates in breach of contract should be reduced accordingly.
