Article 2 All hotels, restaurants, guest houses, passenger warehouses, chariots and horses shops, bathrooms, etc. Hotels included in the scope of Article 2 of the Administrative Measures (hereinafter referred to as hotels) shall abide by these provisions.
Article 3 Public security organs at all levels are the competent departments of public security management in the hotel industry, and their public security functional departments are responsible for specific work.
The public security work of the railway system to open hotels in stations, sections and factories (yards) shall be managed by the railway police authorities.
Article 4 To start a hotel, it shall be approved by the competent department, audited by the local county (city) and district public security organs, issued with a safety license, and applied to the local administrative department for industry and commerce for a business license.
Article 5 The establishment of hotels shall keep a safe distance from factories and warehouses that produce and store inflammable, explosive, toxic and radioactive dangerous goods.
Article 6 Hotel buildings must be solid and safe, conform to relevant building standards, be equipped with safety and fire fighting equipment, and their entrances, exits and passages should facilitate the evacuation and passage of people.
Seasonal and temporary hotels, including tents, board houses and houses for temporary reception of tourists, should have the conditions and equipment to ensure the safety of passengers.
Hotels opened in residential buildings or hospitals must have separate entrances, passages and safety facilities, which shall not affect the normal life order and safety of residents.
Article 7 A hotel shall formulate passenger information, establish a system of hall verification, visitor registration and sign-in on duty, implement the responsibility system for safety posts, and earnestly do a good job in preventing security disasters and accidents such as theft, theft and fire prevention.
Article 8 When a hotel receives passengers for accommodation, the full-time receptionist shall check the passenger's identity documents and fill in the passenger accommodation register carefully. Hotels not designated by public security organs shall not receive undocumented passengers.
The hotel should regularly send the passenger accommodation register to the local police station for inspection.
The passenger accommodation register is uniformly printed by the public security organ. After use, the register must be kept for more than one year and can only be handled with the consent of the local public security organ.
Article 9 When arranging accommodation for passengers, hotels shall designate rooms and beds. If the hotel has the conditions to prepare a temporary extra bed, it must obtain the consent of the public security organ in advance.
Tenth rental hotel rooms to set up offices and business units, should have the approval certificate of the competent department or the business license issued by the administrative department for Industry and commerce.
Rental housing should be separated from guest rooms. If possible, separate passages and entrances should be opened. The leasing unit shall designate personnel to be responsible for safety management.
Article 11 The public security organ shall educate and train the hotel employees on the business knowledge of safety management. Units and individuals that have made outstanding achievements in safety management or in the prevention and detection of illegal crimes shall be commended. The training and commendation fees shall be extracted from the hotel industry, and the specific measures shall be agreed by the local public security organs and relevant departments and reported to the local government for approval and implementation.
Twelfth hotels and their employees in violation of these provisions, the public security organs should be punished according to the relevant provisions of the "management measures".
Thirteenth the provisions shall come into force as of the date of approval.
