Although things are done by people, you should first describe the situation objectively, make all aspects clear, and emphasize the key situation. Then explain what you want to achieve and to what extent. The third is about what kind of decisions and actions the person in charge makes, and the fourth is about what the consequences are. If you haven't finished, talk about the possible consequences.

Only by making these four points clear can the leaders fully grasp the whole thing.

Finally, put forward your proposal. What do you think should be done, and what are the reasons and basis? It is best to have quantitative data to prove it. So you suggest how to adjust and deal with it, and then ask the leaders for reference. It doesn't matter. Never threaten leaders or make decisions for them. Not to mention: what will happen if you don't do this.
