The "Program" regulates school education and teaching, standardized examination and evaluation, deepened the reform of education methods, standardized enrollment of primary and secondary schools, standardized management of off-campus training and competition activities in primary and secondary schools, implemented family education responsibilities, and strengthened government responsibilities. In terms of operation, the "Proposal" mentioned that the total amount and time of operation will be strictly controlled. The total amount and time of homework in each subject are regulated by the school grade group as a whole. The difficulty of homework shall not exceed the requirements of curriculum standards. The homework time should be controlled with reference to the middle school students in the class. Teachers who assign students homework must choose, do it first, and then finish it in batches. Repetitive and punitive operations shall not be arranged.

The plan specifically points out the operation time. If primary school students can't finish their homework before 9: 00 p.m. and junior high school students can't finish their homework before 10 p.m., they can refuse to finish the remaining homework after their parents sign for confirmation.
