Responsible for the daily operation of secretarial synthesis, meetings, confidential documents and files of the bureau; To comprehensively coordinate the emergency handling of important government affairs, affairs and major events of the bureau; Responsible for the organization and coordination of important meetings and major activities and the supervision of matters agreed at the meeting; To undertake information, confidentiality, NPC deputies' suggestions and CPPCC members' proposals.
2. Personnel Section
Responsible for the organization and personnel management of bureau organs and directly affiliated units, and guide the education and personnel work of the whole city; Responsible for the construction of teachers in the city and guiding the employment of graduates from normal universities; Coordinate and guide the reform of school personnel distribution system; Responsible for the implementation of the teacher qualification system; To be responsible for the evaluation, engagement and post setting management of professional and technical positions of bureaus, schools and directly affiliated units.
Responsibilities of Tieling Education Bureau:
(a) to implement the principles, policies and plans of national and provincial education reform and development, and to implement relevant national and provincial laws, regulations and rules; Draw up the city's education reform and development plan, draft relevant normative documents and supervise the implementation.
(two) responsible for the overall planning and coordinated management of all kinds of education at all levels in the city, to guide the education and teaching reform of all kinds of schools at all levels in the city, and to be responsible for the statistics, analysis and release of the basic information of education in the city.
(three) responsible for promoting the balanced development of compulsory education in the city and promoting education equity, responsible for the macro guidance and coordination of compulsory education in the city, and guiding the work of ordinary high school education, preschool education and special education in the city. Formulate basic local teaching documents, coordinate the management of basic education textbooks, organize the examination and approval of basic education local curriculum textbooks, and fully implement quality education.
(four) to guide the city's education supervision work, to be responsible for organizing and guiding the supervision, inspection, evaluation and acceptance of the city's secondary and below secondary education and eliminating illiteracy among young people, and to guide the monitoring of the development level and quality of the city's basic education.
(5) to guide the development and reform of employment-oriented vocational education in the city, be responsible for the overall planning, comprehensive coordination and macro management of vocational education in the city, formulate teaching guidance documents for local secondary vocational education, and guide the teaching reform, textbook construction and vocational guidance of secondary vocational education.
(six) to guide the reform and development of the city's higher education, coordinate and manage the city's higher education, and assume the responsibility of deepening the reform of the management system of municipal colleges and universities.
(seven) responsible for the management of education funds in this department, participate in the formulation of policies to raise education funds, education funds and education infrastructure investment, and supervise the collection and use of education funds in the whole city. Responsible for the statistics of the city's education funds, and manage foreign education aid and education loans to our city according to relevant regulations.
