1986, the former provincial department of education promulgated the "Regulations on the Management of School Registration in Primary and Secondary Schools in Shandong Province" ((86) Lu Jiao Pu ZiNo. 12), which played an important role in promoting schools to fully implement the education policy and improving the quality of education. In recent years, compulsory education with different years has been widely implemented throughout our province; From 199 1 year, the graduation examination system has been implemented in ordinary high schools. Some provisions of the Regulations on the Management of School Registration in Primary and Secondary Schools in Shandong Province can no longer meet the needs, and some provisions are inconsistent with the relevant provisions of the Compulsory Education Law. To this end, we revised the original "Regulations" in line with the principle of helping schools fully implement the education policy and strengthening school management. These Regulations apply to ordinary primary and secondary schools run by factories, mines, enterprises and institutions.

Regulations of Shandong Province on the Administration of Student Status in Ordinary Primary and Secondary Schools

I. General principles

Article 1 These Regulations are formulated in order to fully implement the education policy, meet the needs of implementing the compulsory education law, reform and strengthen school management, and improve the quality of education.

Article 2 The management of student status shall be subject to a graded responsibility system. The high school student status is the responsibility of the school and the Municipal Education Bureau (Education Committee); The student status of junior high school and urban primary school is the responsibility of the school and county education bureau (Education Committee); Rural primary school student status is the responsibility of schools and township student status departments.

Second, new students enter school.

Third freshmen should report to the school on time and go through the admission procedures. Due to special circumstances, if you can't report as scheduled, you must ask for leave from the school with relevant certificates within two weeks after the start of school. If you don't go through the formalities in the school two weeks after the start of school, you will cancel your high school student status, and junior high school and primary school students will be dealt with according to the relevant provisions of compulsory education.

Article 4 After the freshmen go through the admission formalities, the school will make a roster according to the unified student number and report it to the student registration department for the record, that is, they will obtain the student registration. Registered students must establish student files in middle schools and student status cards in primary schools according to regulations.

Article 5 After entering the school, if a new student is found to have forged documents, a student enrolled in another school or a student who graduated from the same school, his/her school status will be cancelled.

Article 6 According to document (85) Lu Jiao Zi 16, when enrolling students, there shall be no more than 45 students in each class in primary schools and no more than 50 students in each class in middle schools. After accepting normal transfer, there are no more than 50 students in each class in primary school and no more than 56 students in each class in middle school.

Third, transfer and loan.

Article 7. Students studying abroad are allowed to transfer because of their home address.

Eighth high school students are not allowed to transfer in the county. Transfer across cities and counties in the province shall be approved by the transfer school and the school registration department. Students go through the study procedures with their parents' transfer certificate, household registration transfer certificate, transfer certificate, student status file and letter of introduction from the municipal household registration department, and transfer to the municipal household registration department (transfer to the school in the city).

From other provinces and cities to our province, you must hold the parents' transfer certificate, household registration transfer certificate, transfer certificate, student file, graduation examination result certificate issued by provincial examination institutions (except for those who have not implemented the unified examination), and go through the transfer formalities at the local school registration department.

Transferred and transferred students must be reported to the provincial student registration department for the record.

Ninth junior high school and primary school students are not allowed to transfer in the school district. To transfer from school district to school district, parents must apply to the school. After being audited by the school and reported to the higher authorities for approval, the transfer formalities shall be handled by the competent authorities at the transfer place with the parents' transfer certificate, household registration certificate, school registration file and letter of introduction from the competent authorities at the transfer place. After agreeing to accept it, the competent department at the place of transfer shall issue a transfer approval letter. Parents take the letter to the transfer school to exchange the transfer certificate. "Confirmation of consent to transfer" is deposited in the compulsory education file from the transfer place.

Junior high schools and primary schools must accept transfer students who have moved into the service scope of our school.

During the period of punishment, students are generally not allowed to transfer.

Tenth ordinary high school students are not allowed to transfer to provincial and municipal key high schools; Between key middle schools at the same level, transfer can be handled.

Article 11 When the children of active servicemen, demobilized military cadres, retired cadres, overseas Chinese and martyrs who have been placed in local areas transfer to other schools, they shall make proper arrangements in accordance with relevant regulations.

Article 12: Schools generally don't accept students on loan. However, students whose parents have worked abroad for more than one year or whose parents support border builders may be allowed to borrow from their relatives' schools. Couples engaged in field work or employees with large mobility may be allowed to borrow books at the school where their relatives are located. If the husband and wife are engaged in field work or employees with large mobility, their children need to borrow in their temporary work places, which should be resolved through consultation between the unit and the registration department of the higher school.

Thirteenth students who request to borrow, should hold the proof of their parents' unit and the original school and the household registration book of their relatives where they borrowed, and go through the formalities of borrowing at the receiving school and the student registration department.

Fourteenth students who have registered in other places, by the original school to retain their status;

Fourth, drop out of school and drop out of school

Fifteenth students need long-term treatment, primary school students are certified by hospitals at or above the township level (including township hospitals), and middle school students are certified by hospitals at or above the county level (including county-level hospitals). After examination and approval by the school, they are allowed to drop out of school after being approved by the higher authorities.

Sixteenth suspension period is generally one year. During the period of suspension, students will keep their school status. If you still can't resume school after the expiration of the suspension period, you should continue to go through the suspension procedures with the certificate of the prescribed level hospital.

Seventeenth students who need to resume their studies after the expiration of the suspension period should apply by themselves, and they can resume their studies only after they have been certified by the prescribed level hospitals, approved by the schools and reported to the higher authorities for the record.

Eighteenth high school students who have been suspended for two consecutive years and still can't resume their studies should drop out; Those who leave school for more than one month without authorization will be automatically expelled. Students who drop out of school shall be issued with a certificate of suspension by the school and reported to the higher authorities for the record.

Nineteenth junior high school and primary school students, except those who lose their learning ability, shall not drop out of school. Students who drop out of school without authorization or because of school mistakes shall be dealt with according to the relevant provisions of the Compulsory Education Law.

Verbs (abbreviation for verb) upgrade, repeat and skip.

Twentieth primary and secondary schools in each learning cycle to take a direct upgrade, do not implement the system of repetition.

Twenty-first students who failed in the academic year exam and still failed in the make-up exam can take the method of failing the grade.

Twenty-second students with excellent grades and extraordinary intelligence are allowed to skip classes voluntarily and with the consent of their parents and the approval of the school, and report to the higher authorities for the record.

Evaluation of intransitive verbs

Twenty-third primary schools and junior high schools generally only have two mid-term and mid-term exams each semester. Some subjects can be evaluated according to their usual grades, and there is no need for exams.

Twenty-fourth senior high school graduation examination system, students must participate in the examination and assessment of the corresponding grade according to the regulations.

Twenty-fifth students' appraisal should be based on the Code for Primary Schools, the Code of Conduct for Middle School Students, the Code of Daily Conduct for Primary School Students, the Code of Daily Conduct for Middle School Students and the Evaluation Plan for Primary and Secondary Schools formulated by our province, which mainly reflects students' political thoughts, morality, intelligence, hobbies, characteristics and participation in various activities. Comments and appraisals are written by the class teacher on the basis of listening to opinions from all sides, striving to be realistic, accurate and appropriate, affirming achievements, pointing out shortcomings and putting forward suggestions for improvement. Twenty-sixth students who have completed their studies and passed the moral, intellectual and physical examinations are allowed to graduate, and the school will issue a diploma.

After the completion of compulsory education for a certain number of years, the local government will issue a compulsory education certificate. The certificate of compulsory education shall indicate the degree of education.

Primary and secondary school graduation certificates are uniformly regulated and supervised by the Provincial Education Commission.

The graduation certificates of junior high school and senior high school students shall be examined, filed and sealed by the higher authorities.

Twenty-seventh primary and junior high school students who failed the graduation exam are allowed to take make-up exams; Students in the graduating class of senior three can take a make-up exam if they fail in any subject. If they still fail, they may take the corresponding subject exam next year. After the make-up exam, one of the following circumstances, can not graduate, the school issued a certificate of completion:

High school: those who failed HKCEE;

Junior high school: people who fail Chinese, mathematics and foreign languages; Those who fail in the other two subjects;

Primary school: those who fail in Chinese and mathematics; Two subjects failed in other subjects.

Twenty-eighth students who have been studying for more than one year and have dropped out of school for some reason shall be issued with a college diploma by the school; Students who drop out of school automatically will not be issued associate degree certificates.

VIII. Reward and Punishment

Twenty-ninth students who have developed in an all-round way morally, intellectually and physically, or who have shown outstanding performance in one aspect, shall be commended and rewarded. Anyone who is rewarded at or above the school level should be recorded in the student ID card or file.

"Miyoshi students" and "outstanding student cadres" at all levels are selected according to the relevant provisions of the Provincial Education Commission, and certificates are issued under the supervision of the Provincial Education Commission. Other personal recognition and rewards shall be decided by the municipalities and localities themselves.

Thirtieth students who violate the student code, the relevant rules and regulations of the school and the national laws and regulations, the school should cooperate with the family and society in education, and can be given appropriate punishment according to the seriousness and attitude. High school students can be given warnings, serious warnings, demerits, detention and dismissal; Junior high school and primary school students can be given warnings, serious warnings, demerits and gross demerits.

Article 31 The punishment of students shall be approved by the school. Among them, detention and above punishment must be reported to the higher authorities for the record. Those who have recorded the above demerits and have not revoked the punishment shall be recorded in the student status file or card.

Thirty-second students who have been punished should actively help and educate them. Those who have made significant progress through profound understanding of mistakes through education may be revoked after student appraisal and school approval. The revoked punishment is not recorded in the file.

Article 33 Students who have not reached the age of 16 after the expiration of reeducation through labor and juvenile delinquency, and have not completed the compulsory education within the prescribed period, may go through the formalities of resumption of schooling with the certificate of the reeducation through labor and juvenile delinquency department, and the original school shall accept them.

Thirty-fourth students are rewarded or punished and revoked, the school shall promptly notify the parents of the students.

Nine. others

Thirty-fifth students died abnormally, the school should promptly report to the competent education department, and at the same time report to the provincial education commission.

Thirty-sixth in the process of implementing these regulations, local education administrative departments and schools can formulate corresponding supporting measures according to the actual situation.

Article 37 These Regulations shall come into force as of the date of promulgation.
