According to the spirit of Compulsory Education Law of People's Republic of China (PRC), Opinions of the State Council, the Central Committee of the Communist Party of China on Deepening the Reform of Education and Teaching to Improve the Quality of Compulsory Education in an All-round Way, Guiding Opinions of Guangdong Provincial Department of Education on Further Standardizing the Enrollment of Ordinary Primary and Secondary Schools, and Notice of Guangzhou Education Bureau on Further Improving the Enrollment of Compulsory Education (Sui Jiao Gui Zi [2020] 1No.), combined with the actual situation in our region, compulsory education in Conghua District of Guangzhou in 2020 is formulated.

First, the principle of enrollment

In the compulsory education stage, the enrollment of public schools is based on the premise of consistent household registration, actual residence and household, and the principle of admission to the nearest school without examination. In the compulsory education stage, the enrollment of private schools shall be exempted from examination. School-age children and adolescents with the same household registration are arranged to attend primary schools or junior high schools within their respective lots; School-age children and adolescents with different household registration shall be arranged by the administrative department of education according to the administrative region to which the household registration of school-age children belongs.

Second, the enrollment target

(1) registered students in Conghua District. All school-age children and adolescents with household registration in our district (those enrolled in primary schools must be at least 6 years old by August 3 1 of that year) shall go through the registration formalities with their valid household registration certificate and residence certificate (that is, the real estate license, property right certificate and homestead certificate of their parents or legal guardians, etc.). ). The specific enrollment method is to arrange for admission to the nearest school according to the administrative area where school-age children and adolescents belong to, the principle of consistency between people and households, and the school enrollment area designated by the district education administrative department.

(2) Children of migrant workers in Guangzhou. According to the "Implementation Measures for Implementing Integral Admission in Conghua District of Guangzhou to Solve the Compulsory Education for Children of Migrant Workers in Guangzhou" (government-run 17) and the requirements of higher authorities on the admission policy for children of migrant workers in Guangzhou, for those who hold the Guangdong Residence Permit 1 year (as of August 3 1 day of that year) and live and work in Conghua District and pay social insurance according to law, You can apply for your school-age children to attend the first grade or grade of primary school in our district, and the district education bureau will make overall arrangements to attend public schools or private schools in combination with the applicant's conditions and degree provision.

(3) Policy concern for students. Those who meet the List of Students in Compulsory Education in Guangzhou (see Annex 1 for details) will be arranged to study in public schools as a whole after verifying the application materials by the education administrative department.

(4) The children of the lessee go to school. According to the Notice of the General Office of Guangzhou Municipal People's Government on Printing and Distributing the Work Plan for Accelerating the Development of Housing Leasing Market in Guangzhou (Sui Fu Ban [2065438+07] No.29) and other documents, eligible children of lessees receive compulsory education according to the goal of "equal rights in renting and purchasing".

(2) It is estimated that there will be 8,000 students enrolled in the first year of junior high school in the whole region, with 89 classes planned/kloc-0, accounting for 100% of primary school graduates (see Annex 3 for details).

Fourth, the enrollment area.

According to the geographical situation, population distribution, school layout, historical evolution, school enrollment plan and other factors in our district, the administrative department of education rationally divides the enrollment areas of public schools in the compulsory education stage according to the enrollment principle of "one household is consistent, and the entrance is near without examination". (For details, please refer to Annex 4 "School Enrollment Area in Compulsory Education Stage in Conghua District in 2020").

Consistency among households: refers to the household registration address of school-age children and adolescents is consistent with the valid residence certificate address of their parents or legal guardians, and the property rights such as property right certificate, real estate license and homestead certificate belong to the parents of school-age children and adolescents 100% (all of them are owned by one or both parents, or they are jointly owned by the parents and school-age children and adolescents). The deadline for household registration and residence certificate is April 65, 2020, 438+05, and the residence certificate provided is close to the school degree in the corresponding region.

There are mainly the following situations: 1. The household registration address of school-age children and adolescents is inconsistent with the valid residence certificate address of their parents or legal guardians; 2. School-age children and adolescents will enter the household after April 2020 15; 3. The valid residence certificate provided by the parents or legal guardians of school-age children and adolescents is registered after April 15, 2020; 4. Property rights such as real estate ownership certificate, real estate license and homestead certificate provided by parents or legal guardians of school-age children and adolescents are not owned by 100% of parents of school-age children and adolescents; 5. The household registration and residence of school-age children follow their ancestral home; 6. The school degree provided by the corresponding residence certificate has been occupied in the past 3 years.

(4) Review and make-up exam records. The District Education Bureau shall review the registration of new students in private primary schools. Private primary schools that have not completed the enrollment plan can make up the records. In principle, the supplementary recording work shall be organized by private schools themselves. On May10-May 15, all primary schools in the whole district collected the data of the sixth-grade graduates of our school, and parents or their legal guardians submitted the student's household registration book and valid residence certificate to the graduate primary school (the lease contract registration certificate issued by the competent government department above the town street is required for renting a house).

The education administrative department shall review and classify the information provided by parents, and make overall arrangements for admission according to the enrollment principles and object types. Students who belong to the same household registration in the city shall be enrolled by the District Education Bureau in accordance with the designated urban enrollment area; Students who belong to urban hukou are inconsistent with each other, and the degree is arranged by the district education bureau; Students belonging to towns and streets are arranged to enter the school by the education guidance center to which the household registration belongs; Sixth-grade graduates from non-Conghua registered primary schools return to their registered places or go to private junior high schools to study in the first grade. 3. Come back from the household registration.

According to the Implementation Measures of Implementing Integral Admission in Conghua District of Guangzhou to Solve the Compulsory Education of Migrant Workers' Children in Guangzhou (Sui Fu Ban [20 17] 19) and the requirements of the higher authorities on the enrollment policy of migrant workers' children in Guangzhou, Guangdong residence permit holders have lived in Guangzhou for 1 year (as of August 3/KLOC-0 of that year) The Guangzhou Urban Bureau and the Education Bureau jointly formulated the "Guidelines for the Application for Admission of Migrant Children in Conghua District of Guangzhou in 2020", which was published on the websites of the people's governments of towns, primary and secondary schools, kindergartens and Conghua District in April. (4) Policy-oriented care for students applying for admission.

Those who meet the List of Students in Compulsory Education in Guangzhou (see Annex 1 for details) may apply to the education administrative department for admission. After the school-age children enrolled in the first grade of primary school in Guangzhou registered online, the students enrolled in the first grade of primary school in Guangzhou submitted their materials at the graduation school, and submitted relevant materials and admission applications to various education guidance centers or district education bureaus (those living in towns, streets and urban areas) from May 16 to May 18. After verifying the materials, the education administrative department will make overall arrangements to attend public schools. Non-Guangzhou household registration policy takes care of students to apply for admission according to the Guangzhou people's integral admission method and submit relevant materials, and arrange admission according to the integral admission method.

(5) The lessee's children apply for admission.

For children of lessees (including policy care students) who have household registration in Guangzhou and have no property rights in Guangzhou, the location of the leased house is the only place of residence, and the registration materials of the housing lease contract approved by the housing and construction department of our district are arranged by the district education administrative department to study in the initial grade of compulsory education, so as to ensure their rights and interests to receive compulsory education. Specifically, after registering online as a registered student, the lessee will go to the school for on-the-spot data review from May 16 to May 18 with the household registration book for school-age children and adolescents, the lessee's certificate of no self-owned house in Guangzhou, and the valid house lease certificate (which must be the lease certificate approved by the housing and construction department of our district or the valid lease contract certificate registered by the residents and rental service management centers of all towns and streets (parks) in our district). The application materials shall be audited by the school and the administrative department of education.

If the lessee belongs to Laisui personnel and applies for the initial grade degree of compulsory education for their accompanying children by means of integral admission, the Laisui department of our district will give the applicant the same score and weight as the purchaser in combination with the actual situation.

(6) Children of Hong Kong and Macao residents attend the school.

Children (or school-age children with certificates) of Hong Kong and Macao residents (guardians) who hold the residence permit of Hong Kong and Macao residents 1 year shall make overall arrangements for the initial grade degree with reference to the points admission method for children of Guangzhou residents in our district. Specifically: from May 16 to May 18, Hong Kong and Macao residents will apply for admission with their ID cards, residence permits, school-age children's ID cards, and residence materials (legally recognized) until the education department (the basic education department of the district education bureau for those living in the urban area and the corresponding education guidance center for those living in the town street) makes overall arrangements for admission.

Do a good job in enrollment planning, rationally divide the enrollment areas of primary and junior high schools, enrollment procedures, organize enrollment, check data, enroll students, register students, and establish student status. According to the requirements of the enrollment progress in the whole region, we will refine the work measures, optimize the workflow, and especially do a good job in reviewing the on-site information of new parents during the epidemic prevention and control period to ensure the smooth and smooth enrollment work.

(2) Vigorously publicize and guide correctly.

According to the unified time requirement of Guangzhou, the enrollment rules for compulsory education in Conghua District in 2020 will be announced to the public on the website of Conghua District People's Government, Conghua TV Station, Conghua Today, the official account of WeChat of Education Bureau, Conghua Publishing in Guangzhou, primary and secondary schools, kindergartens and other media places, and the addresses and telephone numbers of district, town and street enrollment consultation will be announced for parents' convenience. All districts and schools should hold an enrollment policy consultation meeting in time, accept parents' consultation and questions on the spot, correctly guide parents of compulsory school-age children and adolescents to send their children to school on time, and accept and complete compulsory education according to law.

(3) Standardize enrollment and strengthen supervision.

1. Strengthen enrollment management and implement work requirements. All units and schools should strictly implement the disciplinary requirements of the "Ten Prohibitions" of the Ministry of Education. Any public or private school shall not take examinations, competitions, training results or certificates as the basis for enrollment, shall not select students in the name of interview, interview, evaluation, man-machine dialogue, expansion activities, winter and summer vacations, and shall not jointly enroll students with social training institutions or any third-party institutions. To implement a balanced class arrangement, we must strictly implement the requirements of "one person, one nationality, the same nationality, and nationality with others", and "separation of nationalities" and "double registration" are strictly prohibited. All private compulsory education schools should enroll students according to the enrollment plan and scope approved by the District Education Bureau. Private schools enroll students in Conghua District in principle, and private schools that do not have boarding conditions may not enroll students across regions; Private schools that have boarding conditions and do have cross-regional enrollment needs, the cross-regional enrollment plan shall be reported to the Municipal Education Bureau for approval after the preliminary examination by the District Education Bureau, and the cross-regional enrollment plan shall not exceed 50% of the total plan. The definition of students in Conghua District is based on: their household registration or their primary school graduation; Non-Guangzhou students are defined by their own or their parents' Guangdong residence permit (or other valid documents with the same function and effect). Computer allocation in private schools invites NPC deputies, CPPCC members, discipline inspectors, media reporters or parents' representatives to participate in the supervision of computer allocation, and records the whole process to ensure the fairness and justice of computer allocation. 3. Strengthen the enrollment in good faith and implement the supervision mechanism. Standardize donation behavior, and prohibit any school from collecting donations linked to admission degrees. In all aspects of enrollment, remind schools and relevant responsible personnel of the risks of clean government and do a good job in clean government education. The District Education Steering Committee and the Supervision Office of the District Education Bureau will improve the enrollment supervision mechanism, supervise the implementation of enrollment-related policies and work requirements, and investigate and deal with violations in the enrollment process according to law and discipline.

If these rules are inconsistent with Guangzhou's enrollment policy, Guangzhou's enrollment policy shall prevail.
