A few days ago, the Ministry of Education and other eight departments issued the Opinions on Accelerating the Opening-up of Education in the New Era (hereinafter referred to as the Opinions). The "Opinions" pointed out that we should persist in opening education to the outside world, actively strengthen mutual learning, tolerance and exchanges with countries around the world, and form a more all-round, wider field, more levels and more active situation of opening education to the outside world.
First, intensify the reform of Sino-foreign cooperative education, improve the overseas education of colleges and universities, reform the foreign affairs examination and approval policy of schools, and continue to promote the reform involving international students, students studying in China, foreign experts and foreign teachers.
The second is to enhance the international competitiveness of China's higher education personnel training and accelerate the training of high-level international talents with global vision. Improve the level of opening up of basic education to the outside world, and cultivate young people in the new era with all-round development of morality, intelligence, physique, beauty and labor and international vision.
Third, optimize the layout of studying abroad, strengthen the brand of "Studying in China", deepen international cooperation in education, encourage mutual recognition of Chinese and foreign credits, jointly award degrees, and expand the international radiation of online education. At the same time, through the "internet plus" and "Smart Plus", we will enrich the supply of foreign high-quality educational resources for weak schools in the central and western regions.
The fourth is to create an upgraded version of the "Belt and Road" educational action, expand the supply of international public goods for education, deepen cooperation with important international organizations, and promote the implementation of the educational goals of the United Nations 2030 Agenda for Sustainable Development; Establish an international curriculum development and promotion system with China characteristics, optimize the international spread of Chinese, and support more countries to carry out Chinese teaching.
