On August 17, "Beijing Measures on Further Reducing the Students' Homework Burden and Off-campus Training Burden in Compulsory Education" was released. Yi Lee, deputy secretary of the Education Working Committee of Beijing Municipal Committee and spokesman of Beijing Municipal Education Commission, pointed out that Beijing will exert its efforts from both inside and outside the school, steadily push forward and implement it step by step, so as to ensure that before the end of 2002/KLOC-0, students' excessive homework burden, off-campus training burden, family education expenditure and parents' corresponding energy burden will be effectively reduced, and the results will be remarkable within two years, and the people's education satisfaction will be obviously improved.
In deepening the governance of off-campus training institutions, Beijing proposed that it would no longer approve new discipline training institutions for students in compulsory education. Re-examine and register the existing discipline training institutions. Off-campus training institutions shall not occupy national statutory holidays, rest days and organize discipline training in winter and summer vacations. It is strictly forbidden to carry out advanced training beyond the standard, engage in discipline training in non-discipline training institutions, and provide overseas education courses.
