First, formulate the Interim Provisions on Family Access of Xi 'an District into Urban Population (hereinafter referred to as the Interim Provisions) and related laws and regulations, and formulate detailed rules for implementation.

Article 2 The Xi Office for Controlling the Mechanical Growth of Population (hereinafter referred to as the People's Control Office) moves into this city, and is responsible for studying, organizing and coordinating the policies of urban population transfer in this city, printing, distributing and managing the Access Card for Floating Personnel to the Urban Area (hereinafter referred to as the Access Card), and carrying out inspection and supervision.
The article applies for the workers who have moved the Access Card and related materials into cities and towns to move to registered permanent residence, the municipal traffic police department. The approved "access card" shall be promulgated and implemented by the municipal government office in accordance with the principle of unified management and centralized processing by the relevant functional departments of provinces and municipalities directly under the central government. Article 28 These Rules shall come into force as of the date of promulgation.
