Without approval, it is forbidden to change the training address and place. This is one of the five provisions on the qualifications for running a school in the Negative List of Prohibited Matters of Off-campus Training Institutions of Compulsory Education in Hebei Province (referred to as the negative list) formulated by the Education Department of Hebei Province. The remaining four provisions are as follows:

1, it is strictly forbidden to conduct discipline training without obtaining a school license.

2. It is strictly forbidden to use places with potential safety hazards for training.

3. It is strictly forbidden to set up branches or training points of training institutions without approval.

4. It is strictly forbidden to run schools jointly with primary and secondary schools.

Negative List of Prohibited Matters in Off-campus Training Institutions of Compulsory Education in Hebei Province

Including 25 "no's" and 20 "no's", a total of 45 prohibited items were released in the form of notices. The "negative list" is an important basis for educational administrative departments at all levels to standardize the school-running behavior of off-campus training institutions in the compulsory education stage in the future.

The education administrative departments at all levels should constantly intensify the inspection of off-campus training institutions, and find, investigate and report the behaviors and institutions that violate the negative list together, and put them into the "blacklist" of local training institutions in time to ensure the effectiveness of off-campus training governance in the compulsory education stage.
