Article 3 The development and application of big data shall adhere to the principles of overall planning, innovation leading, government leading, market leading, sharing and openness, and ensuring security. Article 4 The provincial people's government adheres to the application and service orientation and promotes the development and application of big data; Actively introduce and cultivate superior enterprises, high-quality resources and outstanding talents, and promote the coordinated development of core formats, related formats and derivative formats of the big data industry; Accelerate the construction and development of national big data comprehensive experimental zone and big data industry development cluster zone, big data industry technological innovation experimental zone, big data strategy key laboratory, big data security and management project, cross-border data free port, etc. And form a big data resource collection center, enterprise gathering base, industrial development base, talent entrepreneurship base, technological innovation base and application service demonstration base. Fifth provincial people's government unified leadership of the province's big data development and application, city, state and county people's governments are responsible for the development and application of big data within their respective administrative areas.
The people's governments at or above the county level shall incorporate the development and application of big data into the national economic and social development plan of their respective administrative regions, and coordinate and solve major problems in the development and application of big data.
The information department of the people's government at or above the county level is responsible for the specific work of big data development and application, and other departments of the people's government at or above the county level shall do a good job in the development and application of big data according to their respective responsibilities. Article 6 The competent information department of the provincial people's government shall, jointly with the relevant departments, formulate the overall plan for the development and application of big data in this province in accordance with the principles of moderate advance, rational layout, green intensification and resource sharing, and submit it to the provincial people's government for approval before promulgation and implementation.
The relevant administrative departments of the people's governments of cities, counties and provinces shall prepare special plans for the development and application of big data in their own regions, departments and industries, and link them with the overall plan for the development and application of big data in the province, and report them to the competent information department of the provincial people's government for the record. Tenth people's governments at or above the county level shall, according to the overall land use planning and the overall planning and special planning for the development and application of big data, guarantee the land for the construction of big data projects; For new big data project construction land, give priority to urban and rural planning and land use recent annual plans; New construction land was added during the year, giving priority to big data construction projects. Article 11 Big data enterprises that meet the requirements of national preferential tax policies enjoy preferential tax policies.
If the high-level talents of big data or employees of big data enterprises pay personal income tax to the specified amount, they will be rewarded in accordance with relevant regulations; Specific measures shall be formulated by the provincial people's government. Article 12 Colleges and universities, teaching and scientific research institutions, enterprises and institutions are encouraged to actively utilize domestic and foreign big data talent resources by setting up R&D centers, holding technology shares, option incentives, academic exchanges, service outsourcing, industrial cooperation, etc.
Encourage institutions of higher learning, scientific research institutions, vocational schools to cooperate with enterprises, carry out research on the development and application of big data, and establish big data education practice, innovation and entrepreneurship and training bases.
Support the construction of big data disciplines in colleges and universities and offer big data-related courses. Article 13 The provincial people's government should integrate resources, increase investment, speed up the construction of information infrastructure, promote the interconnection of communication networks in the province, improve the coverage and access capacity of urban and rural broadband and mobile Internet, promote the expansion and upgrading of communication backbone networks in the province, and enhance the bandwidth capacity of Internet outside the province.
Encourage and support network communication operators to speed up the construction, transformation and upgrading of backbone transmission networks, wireless broadband networks and new-generation mobile Internet, optimize the layout of network communication infrastructure, improve the quality of network communication and reduce network communication charges.
