Second, go deep into colleges and universities to carry out recruitment publicity activities. Conscription offices at all levels should focus on the development and changes of the situation and tasks, focus on adjusting the main body of conscription, implement the requirements of "two priorities", and carry out conscription publicity and national defense education activities in colleges and universities at all levels. It is necessary to integrate military service laws and regulations, national defense knowledge and the traditional international and domestic situation of our army into students' ideological and political work and classroom teaching, effectively enhance students' national defense concept and sense of glory in dedicating themselves to national defense, and encourage outstanding students to join military camps and make contributions. Military service organs and institutions of higher learning should take the initiative to invite the heroes of the troops to give a report to the school, and the troops should participate enthusiastically and actively cooperate.
Third, do a solid job in determining the target of new graduates. At present, as the fresh graduates finish their studies and prepare for graduation and employment, all levels should seize the opportunity to determine the military service registration and pre-requisition targets of fresh college graduates. In conjunction with education, public security, health and school staff, organize the registration and preliminary examination of fresh graduates, and carry out basic physical examination items such as height, weight, vision and liver function in conditional areas. Students with high ideological awareness, good physical condition, excellent academic performance and active enlistment are identified as pre-recruited objects, and the Registration Form for Pre-recruited Objects of Fresh Graduates is filled out and sent to the students themselves as a voucher for priority recruitment. The county-level conscription office shall, in accordance with the relevant requirements, designate a person to be responsible for the management, review and remote notification of the recruitment objects of fresh graduates, timely input the information of the recruitment objects into the conscription management system, establish a special roster file, and comprehensively and meticulously manage the recruitment objects. The determination of the pre-requisition object of fresh graduates should be completed before the end of June. It is necessary to further reduce the number of junior high school cultural youth recruitment by determining more pre-recruitment targets for fresh graduates.
