Fully implement the party's educational policy; Constantly improve the party's leadership system for education; Strengthen the Party's overall management of education; Adhere to and improve the principal responsibility system under the leadership of the party organization.

The "Notice" requires that we should earnestly implement the newly revised education law:

1. Improve the system and mechanism of the Party's overall leadership over education. All localities and schools should further improve the organizational system, institutional system and working mechanism of the Party's leadership, and form a working pattern in which the Party's leadership is vertical to the end, horizontal to the edge and full coverage.

2. Fully implement the Party's educational policy. According to Article 5 of the newly revised Education Law, "Education must serve the socialist modernization and the people, and must be combined with productive labor and social practice to cultivate socialist builders and successors with all-round development in morality, intelligence, physique, beauty and labor", the expression of the Party's educational policy should be standardized, so that the Party's educational policy can become a daily norm that educators are familiar with and consciously use.

3. Promote education reform and development according to law. We should consciously transform the newly revised Education Law's latest position on the strategic position of education in the historical process of the great rejuvenation of the Chinese nation into institutional mechanisms and norms to ensure the priority development of education, and implement them in various educational policies, regulations and normative documents such as the "14 th Five-Year Plan" for education.

4. Focus on maintaining education fairness and justice. We should adhere to the principle of promoting fairness as the basic education policy, fully grasp the provisions of the newly revised education law on illegal situations and punishment methods of impersonation, resolutely crack down on impersonation enrollment in accordance with the law, improve the examination enrollment system and norms in accordance with the law, intensify the investigation and punishment of violations, and earnestly safeguard the order of examination enrollment and education fairness and justice.
