In the 1930s, old China was at home and abroad. Chen, who was in charge of Guangdong at that time, actively opened vocational schools in various subjects to develop the economy. 65438-0935, the Provincial Department of Education was ordered to set up a provincial advanced fishery vocational school in Shantou. The school enrolled students for the first time in September of that year, and rented some school buildings of Youlian Middle School as temporary classrooms to carry out teaching, which was the beginning of modern marine fishery education in Guangdong. 1937 War of Resistance against Japanese Aggression broke out, the coastal war raged, and the school was forced to move to Gongping Town, Haifeng County. 194 1 spring and1spring of 945, Gongping was besieged twice by Japanese invaders, and the school avoided Nanling in Zijin County and Kengwei Village in Huang Qiang, Gongping. After the victory of the Anti-Japanese War in August, 1945, in September, the school moved back to Shanwei Town, Haifeng County to continue renting a house to run a school.

The exams were held in Shantou and Guangzhou on August 15 and 16 respectively. There are only 40 students in the advanced group, while there are more than 700 candidates in Guangzhou and more than 400 candidates in Shantou. In addition to junior high school graduates from counties in the province, some candidates are high school graduates or unemployed young people with high school education, and some young people from Hong Kong and Macao come to take the exam. The more candidates there are, the higher the admission scores will be. People with strong body and strong will will be selected from them, so that they can bear heavy homework and technical training and lay a foundation for future navigation and fishing operations. Freshmen are from coastal counties, and the enrollment is only over 20, which is not full yet. It can be seen that the cultural and educational undertakings of coastal fishermen were backward at that time, and few fishermen's children graduated from primary schools.

According to the planning of the education department, in order to train a large number of shipping and aquatic professionals urgently needed to restore and develop the coastal national economy, the school set up a navigation education design team composed of five people, including Yao, Su, Huang, Huang Dingnan and Zhou, in the autumn of 1944 to study the demobilization of the fishing boat industry, and drew up a plan for organizing the provincial navigation college, which Yao personally took to Qujiang.
1945 The Guangdong Provincial Affairs Conference passed the decision to set up a maritime college in Shantou, and appointed Yao as the principal to prepare for the enrollment of the school, but he still served as the principal of Shanwei Senior Fisheries Vocational School. College teachers Lin, Ye Jinghua and Fu Shangrong, academic director, and librarians have also been transferred to the Maritime College to teach and work. Yao split the two factions into two, which made it difficult for him to lead. On February 1946, Huang was appointed as the acting principal and educational director of Shanwei Senior Fisheries Vocational School. On May 8th, 65438, Huang was promoted to be the principal of the school with the approval of the 60th meeting of the 10 Committee of Guangdong Provincial Government. Huang took over on June 1, and appointed Deng as academic director, Xu as discipline director and Huang Dingnan as affairs director.
