(three) responsible for promoting the balanced development of compulsory education in the whole region and promoting educational equity; Responsible for preschool education, compulsory education, ordinary high school education, special education and ethnic education in the whole region; Responsible for the reform of basic education and teaching courses in the whole region, and comprehensively implement quality education.

(four) responsible for the establishment, division, merger, change of name, level, category and termination of private cultural education and training schools, schools run by social forces and private non-academic higher education institutions in the whole region; The establishment and merger approval of schools (public) in compulsory education stage; The examination and approval authority of private schools in compulsory education stage; Permission and management authority of private schools (non-academic qualifications).

(five) responsible for the management of the department's education funds, the preparation of the annual education budget (including special funds) and supplementary education budget, and according to the prescribed procedures; Responsible for raising education funds through multiple channels.
