(1) overseas students who have obtained a bachelor's degree or above outside the country and obtained academic degree certification from the Ministry of Education;
(2) Full-time undergraduate and above;
(3) personnel with senior professional and technical titles.
Among the above-mentioned personnel, the age of doctoral students and senior professional titles is not more than 55 years old, the age of master students and deputy senior professional titles is not more than 50 years old, and the age of undergraduate education is not more than 45 years old.
2. The following persons who are employed in the Soviet Union and pay social insurance according to regulations may apply for settlement after the transfer of personnel files:
(1) Persons with master's degree or above (including overseas students), senior professional and technical titles, and one of the first-class conditions of national vocational qualification (vocational skill level);
(2) Persons with a bachelor's degree (including overseas students), intermediate professional titles and national vocational qualifications (vocational skill level) are under 45 years of age.
If the above-mentioned personnel meet the conditions stipulated in Article 1 of this notice, they may apply for settlement according to these conditions.
3. Persons with college education or national vocational qualification (vocational skill level) level 3, no more than 35 years of age, stable employment in the Soviet Union and continuous payment (excluding supplementary payment) of social insurance in the reporting unit for more than 6 months may apply for settlement after the transfer of personnel files.
Legal basis: Article 13 of the Regulations on Household Registration in People's Republic of China (PRC) (hereinafter referred to as "Regulations") stipulates that citizens who move shall report to the household registration authority for moving in within three days in cities and ten days in rural areas from the date of arrival at the place of movement, and submit their mobility certificates.
Citizens who have no migration documents shall report to the household registration authority where they move in with the following documents:
(a) demobilized soldiers, the county and city military service organs or military service organs at or above the regimental level issued documents;
(2) Overseas Chinese and returned students shall show their passports or entry certificates of the People's Republic of China;
(3) A person released by a people's court, a people's procuratorate or a public security organ shall issue a certificate from the releasing organ.
