The Plan for Popularizing Senior High School Education proposes that by 2020, senior high school education will be popularized throughout the country to meet the needs of junior high school graduates to receive good senior high school education.

Popularizing high school refers to "twelve-year compulsory education", and also refers to bringing high school education or preschool education into the scope of compulsory education, thus implementing twelve-year compulsory education.
