You belong to a low caste, don't struggle in life, because you came to this world to be a cow and a horse.

This makes the people of India live and work in peace and contentment, in other words, they are not enterprising. The whole state of life is not enterprising. In basic education, India has adopted a low level of free education, which is also the reason why they can achieve universal education.
