It takes at least three years for a battalion commander to be promoted to a colonel in peacetime. According to Article 17 of the Law of the People's Republic of China on Officers in Active Service, the minimum term of service for officers who hold positions at platoon, company, battalion, regiment, division (brigade) and corps level is three years respectively.
The PLA's military system has long implemented the division-battalion company system, and gradually piloted the brigade-battalion company system since the 1990s. The former battalion commander is directly responsible to the head of the regiment and the party committee of the regiment, while the later battalion commander is responsible to the brigade commander and the party committee of the brigade. The former battalion-level troops have no power to supply logistics equipment, and the regimental headquarters is responsible for everything, while the latter expands the power of the battalion-level troops, almost the same as the regimental headquarters.
The battalion commander is mainly responsible for the military work of the whole battalion and performs the following duties:

(3) leading the military training of the whole battalion, organizing the implementation of the training plan, and ensuring the completion of the training tasks;
(4) Educate and lead the whole battalion to implement the rules and regulations, strictly manage the administration, abide by the law, strictly keep secrets, and prevent all kinds of accidents and cases;
(five) to master the whole battalion of troops and do a good job in the management of personnel and equipment.
