The Ministry of Justice, the Ministry of Education, the Ministry of Science and Technology, the State-owned Assets Supervision and Administration Commission of the State Council, the All-China Federation of Industry and Commerce, and the China Council for the Promotion of International Trade jointly issued the Notice on Doing a Good Job in Training Foreign Arbitrators, establishing a foreign-related arbitration talent training system that is compatible with the internationally accepted arbitration system, selecting high-end leading talents 1000, and training senior professionals 1000.

The purpose of this move is to thoroughly implement the spirit of the important instructions on strengthening the cultivation of foreign-related talents under the rule of law, conscientiously implement the the Central Committee of the Communist Party of China's "Construction Plan for China under the Rule of Law" and the task requirements of the Central Talent Work Conference on cultivating foreign-related arbitration talents, and strengthen the construction of foreign-related arbitration talents.

The notice proposes to set up an expert committee for training foreign-related arbitration talents. The Expert Committee for Training Foreign-related Arbitrators is an expert consultation and coordination body, which undertakes the research, consultation, guidance and service of training foreign-related arbitrators. The expert committee consists of experts and scholars from government departments, arbitration committees, institutions of higher learning and other units. It makes plans and policies for the government and plays the role of expert "outside brain" and think tank.

Establish a training base for foreign arbitration talents. The Ministry of Justice and the Ministry of Education have selected 10 universities with comprehensive advantages in related disciplines and perfect professional teachers nationwide according to the actual needs of the country to train foreign-related arbitration talents and carry out practical training, and established multilingual and distinctive foreign-related arbitration talent training bases.

Establish a high-end talent pool for foreign-related arbitration. The Ministry of Justice is responsible for leading the establishment of a high-end talent pool for foreign-related arbitration. In the first phase, 300 foreign-related arbitration high-end talents will be put in storage, and it is planned to put in storage 1000, and gradually select a group of high-quality, high-level and high-quality foreign-related arbitration high-end talents who are familiar with international rules and have a world vision.

Carry out certificate education of foreign-related arbitration projects. The Ministry of Justice, together with the Ministry of Education, the Ministry of Science and Technology, the State-owned Assets Supervision and Administration Commission of the State Council, the All-China Federation of Industry and Commerce, the China Council for the Promotion of International Trade and other units, will carry out the certificate education of foreign-related arbitration projects based on the training base for foreign-related arbitration talents, and plans to complete the training of 1000 senior foreign-related arbitration talents.

Implement the international arbitration postgraduate training program. The Ministry of Education and the Ministry of Justice implement the Master of Laws (International Arbitration) postgraduate training program. Led by the Ministry of Justice, the organization of arbitration committees, law firms and other foreign-related arbitration practice units signed a joint training agreement with universities, jointly run schools, develop high-quality courses, and strengthen practical teaching. Complete the recruitment and training of 1000 foreign-related arbitration youth reserve talents.

Organize special education. Encourage well-known domestic arbitration institutions to work with foreign-related arbitration talent training bases to increase the training of foreign-related arbitration talents through regular seminars, series of lectures and short-term training. Support internationally influential arbitration institutions to hold large-scale foreign-related arbitration simulation competitions and build a brand for training foreign-related arbitration talents.

The circular also requires that the training of foreign-related arbitration talents should be incorporated into national and local talent development plans and major talent projects, and the Ministry of Justice, the Ministry of Education, the Ministry of Science and Technology, the State-owned Assets Supervision and Administration Commission of the State Council, the All-China Federation of Industry and Commerce, the China Council for the Promotion of International Trade and other units should strengthen communication and coordination, promote the improvement of corresponding supporting policies and safeguard measures, and jointly promote the training of foreign-related arbitration talents. Improve the investment mechanism for training foreign-related arbitration talents, encourage and support training bases to promote the development of project certificate education through market mechanisms, encourage arbitration committees, enterprises and institutions to invest funds, and increase support for training foreign-related arbitration talents.
