Fourth, the list of materials

(a) to apply for the establishment of a security service company, the following materials shall be submitted to the security management detachment of the Municipal Bureau:

1. application form and application form for establishment (name, domicile, registered capital, shareholders and contribution, business scope, etc.). The name of the proposed security service company);

2. A capital verification certificate with a registered capital of 6,543,800 yuan or more issued by a legally established and legally qualified capital verification institution, which belongs to state-owned assets, shall be appraised in accordance with the provisions of relevant laws and administrative regulations and provide relevant documents;

3. The valid identity documents and resumes of the legal representative, general manager, deputy general manager and other key management personnel of the proposed security service company, a copy of the qualification certificate of security engineer, more than five years' experience in military, public security, security, trial, procuratorial, judicial administration or public security and public security management, and a certificate issued by the county-level public security organ that he has not been subjected to criminal punishment, reeducation through labor, detention education and compulsory isolation and detoxification;

4. Valid certification documents of the ownership or right to use the office space to be established by the security service company (business space with a building area of not less than 150 square meters, building appearance identification specification), and relevant equipment, transportation and other materials required for providing security services;

5, equipment library and the corresponding training ground;

6, the list of professional and technical personnel and the qualification certificates required by laws and administrative regulations;

7. Articles of association, organization (company legal person, general manager, deputy general manager, business, personnel, finance, logistics and other departments), security service management system, post responsibility system and security management system materials;

8. Notice of pre-approval of enterprise name issued by the administrative department for industry and commerce.

(2) To apply for the establishment of a security service company that provides armed escort services, in addition to the materials specified in the Catalogue of Materials (1), the following materials shall also be submitted to the public security organs of districts and cities:

Valid certification documents with registered capital of 1 and100,000 yuan or more;

2. Valid certification documents that the capital contribution is wholly state-owned or that the state-owned capital accounts for more than 565,438+0% of the total registered capital;

3, in line with the "Regulations on the Administration of the Use of Firearms by Full-time Escorters" escort materials;

4, in line with national or industry standards for special transport vehicles and communication, alarm equipment and materials;

5, gun safety management system and storage facilities.

When the security service company applies for increasing the armed escort service, it is not necessary to submit the materials specified in the material catalogue (1).

(3) To apply for the establishment of a security service company of a Sino-foreign joint venture, Sino-foreign cooperative or foreign-funded enterprise, in addition to the materials specified in Items (1) and (2) of the Materials Catalogue, the following materials shall also be submitted to the public security organ:

1, Sino-foreign joint ventures and Sino-foreign cooperation contracts;

2. Credit certificate and registration documents of the foreign party;

3. If the legal representative, general manager, deputy general manager and other key management personnel of the security service company to be established are foreigners, they must provide proof that they have no criminal punishment record in the country or region where they are located (issued by the public security organ in their original place of residence and notarized by the notary organ), proof of more than 5 years of security management experience, and a copy of the qualification certificate of security engineer obtained in China.

Verb (abbreviation of verb) program The municipal security management agency shall, within 15 working days from the date of receiving the application materials for establishing a security service company, examine the authenticity of the materials submitted by the applicant to confirm whether they are true or not. After examination, if the application materials submitted by the applicant are incomplete or do not conform to the statutory form, the applicant shall be informed of the materials that need to be supplemented at one time; If the application materials submitted by the applicant meet the statutory conditions and standards, the public security organ or the applicant will submit the application materials for the establishment of a security service company and the audit opinions of the public security organs of the districts and cities, and report them to the provincial public security organ for handling after investigation and examination and signing opinions. After receiving the application materials for the establishment of a security service company and the audit opinions of the public security organs of the districts and cities, the provincial public security department makes a decision on examination and approval: (1) If it meets the provisions of Articles 8 and 10 of the Regulations on the Administration of Security Services and Article 12 of the Measures for the Administration of Security Services of Public Security Organs, it decides to issue a security service license or add armed escort services to the existing security service license; (2) If it does not conform to Articles 8 and 10 of the Regulations on the Administration of Security Services and Article 12 of the Measures for the Implementation of the Regulations on the Administration of Security Services of Public Security Organs, it shall make a decision of disapproval, notify the applicant in writing and explain the reasons. The applicant who has obtained the security service license shall submit a copy of the business license to the Municipal Public Security Bureau and the Provincial Public Security Bureau within 30 working days after handling the industrial and commercial registration. If the industrial and commercial registration has not been completed for more than 6 months after obtaining the security service license, the security service license will be invalid, and the provincial public security department will take back the security service license. Where a security service company changes its legal representative, the applicant shall fill in the Application for Registration of Change of Legal Person of Security Service Company and report to the local public security bureau. The municipal public security organ with districts shall review and sign opinions within 15 working days after receiving the application for registration of change of legal person of security service company, and the public security organ or the applicant shall report the application for registration of change of legal person of security service company to the public security department.

6. The time limit for handling shall be reviewed and approved by the Provincial Public Security Department within 15 working days.
