Training and education institutions do not refund fees and complain to the Consumers Association.

Students have the right to give up their studies. The training and education institutions stipulate in the contract that the fees shall not be refunded as "standard clauses" and "overlord clauses". There can be an agreement between the training institution and the trainees, but the agreement cannot violate the relevant laws and regulations. Students or parents can provide payment basis and written materials to coordinate the refund.

The main responsibilities of the consumer association:

Reflect, inquire and make suggestions to the relevant departments on issues related to the legitimate rights and interests of consumers; Accepting consumer complaints, and investigating and mediating the complaints; If the complaint involves the quality of goods and services, it may entrust a qualified appraiser to conduct appraisal and inform the appraisal opinions.

Provide consumers with consumption information and consulting services, improve consumers' ability to safeguard legitimate rights and interests, and guide civilized, healthy, resource-saving and environment-friendly consumption patterns; Participate in the formulation of laws, regulations, rules and mandatory standards related to consumer rights and interests; Participate in the supervision and inspection of goods and services by relevant administrative departments.

Support the injured consumers to file a lawsuit against acts that harm the legitimate rights and interests of consumers or file a lawsuit in accordance with this law; Expose and criticize behaviors that harm consumers' legitimate rights and interests through mass media. People's governments at all levels shall provide necessary funds and other support for consumer associations to perform their duties. Consumers' associations should conscientiously perform their duties of protecting the legitimate rights and interests of consumers and accept social supervision.
