Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of relevant laws and administrative regulations and in the light of the actual situation of the autonomous region in order to reward and protect the courageous people, promote social integrity and cultivate and practice socialist core values. Article 2 These Regulations shall apply to the reward and protection of courageous people within the administrative area of the autonomous region. Article 3 Reward and protection for courageous acts should be open, fair, just and timely, and adhere to the principles of party leadership, government leadership, social coordination, public participation, the combination of spiritual and material rewards, and the combination of pension and preferential treatment and social security. Article 4 The people's governments at or above the county level shall be responsible for rewarding and protecting the courageous people, and the specific work shall be carried out by the working institutions determined by them (hereinafter referred to as the courageous working institutions).

Public security, civil affairs, judicial administration, finance, education, human resources and social security, housing and urban and rural construction, health and health, medical security, retired military affairs, emergency management and other departments and institutions shall, within the scope of their respective functions and duties, carry out relevant work of rewarding and protecting courageous people.

Trade unions, the Communist Youth League, women's federations, disabled federations and other people's organizations and grassroots mass autonomous organizations shall carry out the work of rewarding and protecting courageous people. Article 5. Under the guidance of the courageous work organization, the foundation and association shall, in accordance with laws, regulations and articles of association, carry out related work such as condolences and assistance to courageous people. Article 6 The whole society should support the courageous people and respect and protect them.

Radio, television, newspapers, internet and other media should publicize and report the advanced deeds of doing good, and create a good atmosphere of advocating and supporting doing good.

Encourage adults to take effective measures to be brave and protect their personal and property safety. Chapter II Application for Confirmation Article 7 If a person who has no statutory duties, specific obligations or agreed obligations commits the following acts in order to protect national interests, public interests or the personal and property safety of others, it shall be deemed as a courageous act:

(a) to stop illegal and criminal acts that endanger national security, public safety or disrupt social management order;

(two) to stop the ongoing illegal and criminal acts that endanger state property, collective property or the personal and property safety of others;

(3) Capturing or actively assisting relevant authorities in capturing criminal suspects and criminals;

(4) Emergency rescue, disaster relief and rescue;

(5) Other courageous acts confirmed according to law. Article 8 The perpetrator or his close relatives may apply to the county (city, district) where the courageous act occurred to confirm the courageous person, and other units, organizations and individuals may recommend the courageous person.

Courageous work institutions should take the initiative to investigate and verify and confirm the courageous staff. Article 9 The application confirmation and recommendation of a courageous person shall be submitted within two years from the date of occurrence. If there are special reasons for the overdue application and recommendation, the county (city, district) courageous work organization shall report to the higher level courageous work organization to decide whether to accept it or not. Article 10 A courageous work organization shall, within 20 working days from the date of receiving the application and recommendation materials, make a decision on whether to confirm the courageous staff, and inform the applicant and recommender in writing. If the situation is complicated and it is impossible to make a confirmation decision within the prescribed time limit, it may be extended for ten working days, and the applicant and recommender shall be informed.

If it is necessary to take the processing and appraisal conclusions of relevant departments as the basis for confirmation, the time required shall not be included in the confirmation period. Eleventh county (city, district) courageous work institutions after accepting the application and recommendation, it shall promptly investigate and verify. If the situation is complicated and controversial, the county (city, district) courageous work organization may organize relevant units or experts and representatives of the masses to make comments. Beneficiaries, insiders and relevant units of courageous acts shall provide objective and true proof materials, and shall not conceal or distort the facts. Twelfth courageous work institutions shall publicize the confirmed courageous people and their main deeds to the public for five working days. In order to protect the safety of courageous people and their close relatives, or for other reasons, it is necessary to keep it confidential, and it may not be made public.

If there is any objection after the publicity, the courageous work institution shall re-investigate and verify and make a decision within ten working days. Thirteenth for those who are not recognized as courageous people, the courageous work agency shall inform the applicant and the referee in writing, and explain the reasons.

If the applicant or recommender has any objection to the decision not to confirm, he may, within 30 working days from the date of receiving the decision not to confirm, apply to the higher-level courageous work organization for review. The higher-level courageous work institution shall make a decision within 20 working days from the date of receiving the application for review, and inform the applicant for review and the original confirmation institution in writing. Chapter III Commendation and Rewards Article 14 The people's governments at or above the county level shall give the following commendation and rewards to the courageous people:

(a) the bid-winning notice;

(2) conferring honorary titles and issuing honorary certificates;

(3) issuing bonuses;

(4) Other commendation and awards. Fifteenth honorary titles are divided into "courageous advanced individual", "courageous model" and "courageous hero", and rewards are given according to the deeds and contributions of courageous people:

(a) courageous deeds more prominent, in the county (city, district) has a greater impact, the county (city, district) people's government awarded the title of "courageous advanced individual", awarded honorary certificates, and give more than 20000 yuan bonus;

(2) If the courageous deeds are outstanding and have great influence in the city divided into districts, the municipal people's government divided into districts will award the title of "model of courageous deeds", issue honorary certificates and give a bonus of more than 50,000 yuan;

(three) the courageous deeds are particularly prominent and have great influence in the autonomous region. The people's government of the autonomous region will award the title of "Courageous Hero", issue a certificate of honor and give a bonus of more than100,000 yuan.

Bonuses earned by courageous people can be enjoyed cumulatively, and personal income tax is exempted according to the provisions of the state.

The specific standards for the identification of courageous people and their deeds and contributions shall be formulated by the autonomous region's courageous work institutions.
