1. No-burning and No-emission areas: Ermayina Community, Yulong Community, muxi Community, Xinchuan Community, Narun Community and Nuoxi Community in Yongchang Town. From the date of announcement, fireworks and firecrackers are prohibited throughout the year.

2. Time-limited forbidden area: Yongchang Town, which is a built-up area. Fireworks and firecrackers are prohibited during the Spring Festival and Lantern Festival.

Discharge management:

According to Article 10 of the Regulations on the Administration of Urban Fireworks and Firecrackers in Sichuan Province, if fireworks and firecrackers are set off in prohibited areas, the public security organ shall order them to stop, confiscate them and impose a fine. Units that set off fireworks and firecrackers in violation of regulations shall be fined above 500 yuan 1000 yuan, and the person directly responsible or the person in charge of the unit shall be fined above 500 yuan 2000 yuan; Individuals who set off fireworks in violation of regulations shall be fined above 500 yuan 100 yuan.

Because of the fireworks in violation of public security management, in accordance with the provisions of the "People's Republic of China (PRC) Public Security Management Punishment Law", the public security organs shall give public security punishment.

Any mobile stalls and unapproved shops selling fireworks and firecrackers in the forbidden area shall be investigated and dealt with according to law by emergency management, public security, market supervision and management, comprehensive administrative law enforcement and other departments.

According to the provisions of Article 42 of the Regulations on the Safety Management of Fireworks and Firecrackers, if the business units and workers who hold large-scale fireworks display activities such as fireworks evening without permission, or violate the fireworks display safety regulations and the discharge operation plan, the public security organs shall order them to stop the discharge, and impose a fine of 1 10,000 yuan to 50,000 yuan on the responsible units.

Refusing or obstructing law enforcement officers from performing official duties according to law, which constitutes a violation of public security administration, shall be punished in accordance with the Law of People's Republic of China (PRC) on Public Security Administration Punishment; If the circumstances are serious, they shall be detained for more than five days and less than ten days; If the case constitutes a crime, criminal responsibility shall be investigated according to law; If property losses or personal injuries are caused to the state, collectives or individuals, they shall be liable for compensation according to law.

Those who illegally produce, sell or store fireworks and firecrackers in the forbidden zone or transport fireworks and firecrackers to the forbidden zone without permission shall be confiscated by the public security organs according to law, and those who refuse to cooperate shall be punished in accordance with the provisions of Articles 30 and 50 of the People's Republic of China (PRC) Public Security Management Punishment Law.

If the guardian fails to perform the management and education responsibilities, causing the ward to violate these provisions, the guardian shall be ordered to educate the ward; If property losses are caused to the state, collective or individual or personal injuries are caused to others, his guardian shall bear civil liability for compensation according to law.

Party member cadres who discharge, store and transport fireworks and firecrackers in violation of regulations shall be handed over to the County Commission for Discipline Inspection and Supervision in accordance with the law, except for public security punishment.

Any unit or individual has the right to discourage, stop and report violations of these provisions. The public security organ shall, according to the acts and consequences of stopping or reporting, investigate the legal responsibility of taking revenge.
