According to the regulations of People's Republic of China (PRC) Organizational Establishment Committee. The Ministry of Education is the government department in charge of education and language work. Responsible for the national basic education (including preschool education), special education, vocational and technical education, after-school education, adult education and higher education (including running schools by social forces), and coordinate, guide and supervise the education work of all districts, counties (countries) and relevant departments.

Responsible for the construction of the national team of teachers and education administrative cadres, and responsible for the qualification certification of primary and secondary school principals; Participate in the formulation of relevant policies and rules and regulations on personnel management in the national education system; Guide the reform of education and personnel system, and organize the implementation of employment distribution for graduates of normal universities.

Responsibilities of the internal organs of the Education Bureau:

Responsible for the comprehensive coordination of important party affairs, government affairs and bureau affairs; Responsible for drafting the work plan of the Education Bureau, summarizing and synthesizing relevant written materials; Responsible for the organization and arrangement of Party committees, executive meetings, director's office meetings, bureau-level important meetings and the supervision of matters agreed at the meetings; Responsible for the supervision of important matters assigned by superior departments and bureau leaders.

Policy and regulation research management office: responsible for the research on the comprehensive reform and development strategy of national education and carrying out policy research on major issues; Planning and drafting local education laws, regulations and policies; Responsible for the legal publicity, education administrative law enforcement supervision and administrative reconsideration of the national education department. The Office of the National Leading Group for Educational Science Planning is located in the Policy and Regulation Research Management Office, which is in charge of the national educational science research; Responsible for learning management.
