2. Health education

Object: Permanent residents in the jurisdiction.

Items and contents: provide health education materials, set up health education publicity columns, carry out public health consulting services, hold health knowledge lectures and carry out personalized health education.

Target group: key groups such as children aged 0-6 years in the jurisdiction.

Items and contents: vaccination management, vaccination, and treatment of suspected abnormal reactions to vaccination.

4. Child health management

Object: Children aged 0-6 years who live in the area.

Project and content: family visit of newborns and full moon health management, health management of infants and preschool children.

5, maternal health management

Object: Pregnant women living in this area.

Items and contents: health management in the first, second and third trimesters, postpartum visit and 42-day postpartum health examination.

6. Health management of the elderly

Object: Permanent population over 65 years old in the jurisdiction.

Items and contents: lifestyle and health assessment, physical examination, auxiliary examination and health guidance.

7. Health management of patients with chronic diseases

Subjects: Patients with essential hypertension and type 2 diabetes among permanent residents over 35 years old in the jurisdiction.

Items and contents: inspection and discovery, follow-up evaluation, classified intervention and physical examination.

8. Management of patients with severe mental disorders

Object: Patients with severe mental disorders who are definitely diagnosed and live at home among the permanent population in the jurisdiction.

Items and contents: patient information management, follow-up evaluation (at least 4 times a year), classified intervention and health examination (every year/kloc-0 times)

9. Health management of tuberculosis patients

Object: Patients with permanent pulmonary tuberculosis diagnosed in the jurisdiction.

Items and contents: screening and referral, first family follow-up, medication supervision and follow-up management, and final evaluation.

10, TCM health management

Target: permanent population aged 65 and above and permanent children aged 0-36 months in the jurisdiction.

Project and content: TCM constitution identification for the elderly and TCM recuperation for children.

Target group: service population within the jurisdiction.

Project and content: risk management of infectious diseases and public health emergencies, discovery and registration of infectious diseases and public health emergencies, and related information reporting and processing.

12, Health and Family Planning Supervision and Co-management

Object: residents within the jurisdiction

Items and contents: food-borne diseases and related information report, drinking water hygiene and safety inspection, school health service, illegal medical practice and illegal blood collection and supply information report, family planning related information report.

13, free contraceptives.

Object: Pregnant residents in this area.

Project and content: Provincial health and family planning departments, as the main body of free contraceptive procurement in this region, implement contraceptive procurement according to law. Provincial, municipal and county-level family planning contraceptive management institutions are responsible for the storage and distribution of free contraceptives.

14, Health Literacy Promotion Action

Object: residents within the jurisdiction

Project and content: health promotion county (district) construction, health science popularization, health promotion hospital and smoking cessation clinic construction, health literacy and tobacco epidemic detection, 12320 hotline consultation service, health education for key diseases, key fields and key populations.

The national basic public health service project is an important content to promote the gradual equalization of basic public health services and an important work to deepen the reform of the medical and health system. It is the most basic public health service provided by our government to all residents free of charge, focusing on children, pregnant women, the elderly and patients with chronic diseases. The funds needed to carry out service projects are mainly borne by the government, and urban and rural residents can directly benefit. Basic public health services cover the population of China1300 million, which is closely related to people's lives and health. The implementation of the project can promote the improvement of residents' health awareness and the change of unhealthy lifestyle, and gradually establish the concept of self-health management; Can reduce the main health risk factors, prevent and control the occurrence and prevalence of infectious diseases and chronic diseases; It can improve the ability of public health service and emergency handling of public health emergencies, establish the first barrier to maintain residents' health, and play an important role in improving residents' health quality.

Article 1 This Law is formulated for the purpose of preventing infectious diseases from entering or leaving abroad, carrying out frontier health quarantine and protecting human health.

Article 15 Basic medical and health services refer to services such as disease prevention, diagnosis, treatment, nursing and rehabilitation that are necessary for maintaining human health, are compatible with the level of economic and social development, are accessible to citizens, and are provided through appropriate drugs, technologies and equipment. Basic medical and health services include basic public health services and basic medical services. The state provides basic public health services free of charge.

Article 16 The state shall take measures to ensure that citizens enjoy safe and effective basic public health services, control risk factors affecting health and improve the level of disease prevention and control. The national basic public health service items are jointly determined by the health department of the State Council in conjunction with the financial department of the State Council and the competent department of traditional Chinese medicine. The people's governments of provinces, autonomous regions and municipalities directly under the Central Government may, on the basis of the national basic public health service items, supplement and determine the basic public health service items in their respective administrative areas, and report them to the health authorities in the State Council for the record.
