In 2008, the registration conditions for customs declaration examinations were tightened.
It is reported that since 2008, the qualification of customs declarers has been upgraded to "college degree (or equivalent) or above. Due to the Sichuan earthquake, the national unified examination time for customs declarers in 2008 was 65438+February 65438+April. Then, in the face of numerous changes, what changes have taken place in this year's customs declaration exam? The author interviewed Chen Lei, a senior special lecturer of Shanghai Independent Education Customs Declaration Class.

Since the implementation of 1997 national unified examination system for customs declarers' qualifications, the qualification conditions for customs declarers' qualifications have been set as "high school (or equivalent) and above". This year's qualification examination for customs declarers is the first year in which candidates' registration conditions are adjusted to have college education or above. According to Chen Lei, the number of applicants for the customs declaration exam reached 500,000 last year, and the number of reference applicants also reached about 200,000. As far as the number of applicants for this year's customs declaration class is concerned, it has not been reduced because of the tightening of registration conditions. It is expected that the number of applicants this year will also be the same as last year. Because, although the academic qualifications have improved, they have also extended from the original "full-time" requirements to RTVU and other academic qualifications.

[Expert Tips]

As we all know, the qualification certificate of customs declarers contains a lot of gold, and there are a lot of references in the customs declarers' examination every year, which can be described as "a thousand troops crossing the wooden bridge", but its passing rate is very low, with an average of about 10% over the years. So, is the exam really that difficult?

Chen Lei said: "The customs declaration exam is the one with the most content in the economic and trade exam. Many candidates will be discouraged by this. In fact, as long as the time arrangement is reasonable and the most important thing is to know how to be willing, it is not difficult to win this certificate in one fell swoop. Generally, I will tell my classmates to grasp the key points reasonably, so as to fully realize the key gains. We usually tell students that the basic concepts in the first, second and eighth chapters belong to basic knowledge, which is relatively easy to master, so we must cover everything. In the third, fourth, fifth and sixth chapters, you should try to get half of the scores, plus a piece of content that you have mastered, and take as much as you can in the seventh chapter, so the exam is very simple. "

When talking about predicting the trend of this year's proposition, Chen Lei said that we should learn to carefully observe the exam questions over the years, where there are the most accurate exam information. The exercises tested in previous years can also be inspected circularly, and the questions in previous years can be used as new review materials to remind candidates to practice repeatedly. In addition, it should not be ignored that the new content added in the textbook every year and the "exception, exception" stated in the textbook are often the focus of the exam. The examination for customs declarers takes a lot of time and energy, and it can't be passed overnight. Therefore, I hope that candidates should have enough patience and perseverance. Of course, interest is the most important thing.

The declarant will evaluate the professional title.

According to the Labor Law of People's Republic of China (PRC), the Ministry of Labor and Social Security and the General Administration of Customs jointly formulated the National Professional Standards for Customs Declarers (Trial). So far, this "trial" method has caused numerous speculations in the industry. As an economic operator, it will be the general trend for customs declarers to evaluate their professional titles according to the professional standards formulated by the state. As the profession of customs declarant belongs to the administrative licensing profession, the practitioners must obtain the qualification of customs administrative licensing and register with the customs before practicing. Therefore, this standard can only be applied to those who are registered by the customs as customs declarers, that is, on-the-job customs declarers. Due to the higher requirements of customs administrative license, the professional level is divided into three levels: assistant declarant, declarant and senior declarant.
