Regulations of Xinjiang Uygur Autonomous Region on National Unity Education
Chapter I General Provisions Article 1 In order to consolidate and develop socialist ethnic relations of equality, unity, mutual assistance and harmony, and promote the common unity, struggle and common prosperity and development of all ethnic groups, these Regulations are formulated in accordance with the Constitution of People's Republic of China (PRC), the Law on Regional National Autonomy of People's Republic of China (PRC) and other relevant laws and regulations, and in light of the actual situation of the autonomous region. Article 2 These Regulations shall apply to state organs, social organizations, enterprises and institutions, urban and rural grass-roots organizations, communities and other organizations and citizens within the administrative area of the autonomous region to carry out national unity education activities and receive national unity education. Article 3 National unity education is an education for citizens to learn national theories, master national policies, popularize common sense of national unity, establish a sense of national unity, fulfill their obligations to safeguard national unity, and enhance their responsibilities to safeguard national unity. Article 4 To carry out national unity education activities, we should adhere to the principles of teaching students in accordance with their aptitude, positive education, paying attention to practical results and keeping pace with the times, so that safeguarding national unity, social stability and the reunification of the motherland will become the common will and conscious action of the people of all ethnic groups. Article 5 Xinjiang is an inalienable part of the motherland and a place where many ethnic groups live in compact communities. The main danger affecting social stability in Xinjiang is national separatism. Opposing ethnic division, strengthening national unity and safeguarding the reunification of the motherland are the sacred duties and glorious obligations of citizens.

National unity is the lifeline of people of all ethnic groups. People of all ethnic groups should firmly establish the idea that "Han people can't live without ethnic minorities, ethnic minorities can't live without Han people and ethnic minorities can't live without each other", respect each other, trust each other, learn from each other, help each other, cooperate with each other, live in harmony, and share the same breath, destiny and heart-to-heart forever. Article 6 It is the common responsibility of the whole society to carry out national unity education. It is the right and obligation of citizens to receive education on national unity according to law. Article 7 The people's governments at or above the county level shall strengthen their leadership in the education of national unity, and incorporate the education of national unity into the overall planning of social development, into the whole process of spiritual civilization construction and civic morality construction, and take it as an important content of the examination and acceptance of the establishment of spiritual civilization units.

The people's governments at or above the county level should promote the cause of national unity and progress, highlight the practicality and the times of the cause of national unity and progress, adapt to the development and changes of the interests of people of all ethnic groups, enrich the connotation of the cause of national unity and progress, innovate the activities of the cause of national unity and progress, and enhance its attraction, affinity and influence. Eighth national unity education leading institutions at or above the county level shall commend and reward the units and individuals that have made remarkable achievements and outstanding contributions in national unity education activities. Article 9. No unit or individual may spread statements that are not conducive to national unity, collect, provide, produce, publish or disseminate information that is not conducive to national unity, or commit acts that undermine national unity or incite ethnic division. Chapter II Institutions and Responsibilities Article 10 The main responsibilities of the leading institutions for national unity education at or above the county level are:

(a) to publicize and implement the party's ethnic policies and national laws and regulations;

(two) to formulate and organize the implementation of national unity education plan;

(3) Organizing, guiding, supervising and inspecting national unity education;

(four) coordinate and solve major problems in the education of national unity;

(five) summarize and popularize the experience of national unity education, and commend the advanced units and individuals of national unity education;

(six) other matters of national unity education. Eleventh state organs and social organizations are responsible for the education of national unity in their own units, departments and systems.

Enterprises and institutions shall, in combination with the characteristics of their own units, organize and carry out national unity education activities through flexible and diverse forms.

Villages (towns), streets, village (neighborhood) committees and communities should proceed from reality, strengthen the education of national unity for the village (neighborhood) people and floating population in their respective areas, make full use of the effective platforms of urban and rural grassroots organizations and communities, and make the education of national unity go deep into thousands of households. Twelfth education administrative departments should incorporate the content of national unity education into education planning, and organize the compilation of national unity education textbooks suitable for colleges and universities, primary and secondary schools. Strengthen national unity education and teacher training, clarify the responsibilities of teachers in national unity education, and give play to the leading, demonstrating and exemplary role of teachers in national unity education in schools.

Schools should strengthen the education of ethnic unity for students, and bring it into the education and teaching plan, into the whole process of ethnic education, and run through all stages of students' growth and success, so as to promote the party's ethnic theory, policies and regulations into the classroom, textbooks and minds.

Kindergartens should carry out national unity education suitable for preschool children's characteristics.

It is forbidden for anyone to use school platforms, forums and other positions to spread statements that are not conducive to the reunification of the motherland, national unity and social stability; It is forbidden for anyone to spread rumors that endanger national unity, social harmony and disturb the public's audio and video. Article 13 The cultural administrative department shall strengthen the supervision and management of the cultural market, make full use of literary and artistic creation and performance, museum cultural relics exhibition, intangible cultural heritage display, mass cultural activities, cultural information resource sharing and book reading, and extensively carry out cultural activities with the theme of national unity education.

Literary and art groups and institutions of higher learning should create literary and artistic works that embody the spirit of the times and show equality, unity and mutual assistance, harmonious coexistence and common development and progress of all ethnic groups.
