Compulsory education in Hong Kong is 12. Since September 2008, technical schools and vocational training committees have implemented 12 free education. From the first class of primary school in the 2009-20 10 school year, small class teaching was implemented in public primary schools by stages.

In 20 16, the government announced that from the school year of 20 17 to 20 18, the policy of free and high-quality kindergarten education will be implemented for non-profit-making kindergartens, which will greatly increase the recurrent expenditure on kindergarten education. Together with three years of free kindergarten education, compulsory education in Hong Kong will be raised from 12 to 15.
