Three. Admission conditions
(a) with the city's household registration of school-age children and adolescents admission conditions
1. Primary school entrance conditions. All school-age children who have reached the age of 6 (3 1, 2065438) and meet one of the following conditions:
(1) has a household registration in Shunyi District;
(2) Have household registration in other districts of this city, and parents hold Shunyi District real estate license;
(3) Houseless families registered in other districts of this city, whose parents have been working and living in Shunyi District for a long time, meet the conditions of continuous single lease in Shunyi District and actual residence for more than 3 years, registration on the housing lease supervision platform, and legal and stable employment of one parent in Shunyi District for more than 3 years.
2. Junior high school entrance conditions. Students who have completed primary education and meet one of the following conditions:
(1) has a household registration in Shunyi District;
(2) Have household registration in other districts of this city and complete primary education in Shunyi District;
(3) Have household registration in other districts of this city, and parents hold Shunyi District real estate license.
(two) the requirements for school-age children and adolescents who are not registered in this Municipality.
1. The following school-age children who are not registered in this city shall be regarded as registered in this city: children of Taiwan Province compatriots recognized by the Taiwan Affairs Office of the District, children of overseas Chinese recognized by the overseas Chinese affairs department of the District, children of postdoctoral researchers in Beijing recognized by the state or the Beijing postdoctoral management department, children of active servicemen who meet the requirements for settling in the army and are going through the enlistment procedures, and school-age children whose parents have permanent residence in this city or hold a work residence permit in Beijing.
2. Primary school entrance requirements: All school-age children and adolescents who have reached the age of 6 (3 1, born before August 2065438) and whose parents work or live in Shunyi District need to receive primary education in Shunyi District, and they will be brought by their parents within the specified time according to the provisions of 20021Detailed Rules for the Examination and Implementation of Compulsory Education Textbooks for School-age Children and Adolescents without Household Registration in Shunyi District.
3. Junior high school entrance requirements: Non-local registered students who have completed primary education in Shunyi District or other provinces and cities need to receive junior high school education in Shunyi District. According to 202 1 Shunyi District Implementation Rules for Examination and Approval of Admission Materials for School-age Children and Adolescents with Non-local Household Registration, parents should take relevant materials to the neighborhood office or the town people's government of their place of residence to participate in the examination and approval of admission qualification, and then enter the admission procedure.
Fourth, the rules and methods of admission
(1) All school-age children and adolescents who meet the admission requirements should go to Shunyi District Port of Beijing Compulsory Education Admission Service Platform to participate in the information collection of school-age population and junior high school entrance, and go through the registration procedures within the specified time.
(2) The District Education Committee, together with Zhenjie, actively and steadily promotes the admission mode based on multi-school scribing, and adopts a combination of single-school scribing and multi-school scribing according to the degree supply situation and household registration, real estate and residence years. Schools with fewer students enrolled directly receive school-age children and adolescents; Schools with more applicants than enrolled students take multi-school dicing admission to ensure that school-age children and adolescents who meet the admission requirements in Shunyi District receive compulsory education on time.

2. Take September 1, 20265438 as the time node. After this time, family-age children and adolescents who buy real estate in Shunyi District will enter school and implement multi-school scribing, which no longer corresponds to one school.
From 3.202 1 May1day, the property right of school-age children and adolescents must be 100% of the property right of their parents (except government-owned property rights), and children and adolescents with household registration in this area can be relaxed to "four old" (grandparents) property. Housing property rights are shared by parents, or the "four seniors" of registered children and adolescents in this area are shared by parents, which shall be calculated according to the sum of their property rights. From 2022 onwards, if you want to use the "four old" properties, it is required that three generations of grandparents and grandchildren must be in the same household registration book (in rural areas, because agriculture and non-agriculture are not in the same household registration book, they need to be in the same address).
4.202 1 May1Since then, towns and streets have strengthened the supervision over the enrollment of children of families who have not moved back, and audited the actual rental situation of relevant families. The District Education Committee and the towns and streets have coordinated enrollment in the surrounding areas of their household registration or rental places.
(3) Admission of children of talents introduced at or above the district level shall be handled in accordance with relevant regulations. Children of martyrs, Taiwan Province students, children of overseas Chinese, children of servicemen and children of national model workers shall be taken care of under the same conditions according to relevant regulations.
(four) under the same conditions, give priority to ensuring that qualified disabled children and adolescents can attend school nearby. Parents of school-age children with mental retardation or physical disability may apply for admission to special education schools according to the degree of disability of school-age children. Schools need to guide parents to complete information collection and confirm enrollment within the specified time to ensure that they complete compulsory education.

During the period of compulsory education enrollment, the towns and streets set up a leading group for compulsory education enrollment, with the mayor or director of the office as the leader, and the deputy head in charge of education, the school principal and the town and street education assistants as members. Establish a special case consultation mechanism and an emergency reporting system to smoothly promote enrollment.
(two) the implementation of epidemic prevention responsibility. All units and departments should incorporate compulsory education enrollment into the main task of epidemic prevention and control, carefully study enrollment arrangements, make timely adjustments according to epidemic prevention and control, and put people's life safety in the first place.
(3) Implement planned management. Admission to compulsory education is planned and managed. Schools should strengthen the forward-looking prediction of enrollment demand, formulate enrollment plans for primary and junior high schools according to the number of school-age population, the number of graduates and the scale of running primary and secondary schools, and report to the Municipal Education Commission for the record. Without approval, the school shall not adjust the plan.
(four) public boarding schools can accept boarding students outside the service area according to the boarding conditions. Public boarding enrollment will continue to be randomly admitted by computer and distributed according to students' wishes. (5) Synchronous registration, enrollment and registration of private schools and public schools; If the number of applicants exceeds the enrollment plan, random computer admission will be implemented. Private schools are strictly required to implement the filing system of advertisements and enrollment brochures, and publicize the enrollment plan, enrollment scope, enrollment methods and charging standards, mainly for the areas where their examination and approval authorities are located.
(6) Strict student status management. Shunyi District uses a unified primary and junior high school entrance service system to record the entrance methods and methods of every school-age child and teenager. Beijing primary and secondary school student status management information system will establish a new student status according to the primary and junior high school entrance service system. Strengthen the supervision of private schools, and may not recruit unqualified students to study at school.

(8) Increase publicity. According to the unified requirements of the Municipal Education Commission, the District Education Commission announced the compulsory education admission policy to the public in a timely manner through the "Beijing Compulsory Education Admission Service Platform"; Schools should post enrollment announcements in prominent positions in service films, such as communities (natural villages), kindergartens, primary schools, junior high schools, etc., and publicize the nature of schools, school scale, sources of funds, service scope and enrollment plan in prominent positions on campus. Make a comprehensive and accurate publicity on the admission policy, so that parents of students can fully understand the admission quota and other policies.
