Article 7 Self-funded students' registration shall be uniformly organized by the National Admissions Office of ordinary colleges and universities.
All departments and institutions of higher learning shall, before April 30 of that year, report the number of professional and self-funded students and the amount of fees to the admissions offices of ordinary colleges and universities in relevant provinces, autonomous regions and municipalities directly under the Central Government, which shall summarize and announce them to the public. Schools and majors that have not been announced to the public may not enroll students. Eighth students at their own expense are generally admitted after the national task and the same batch or the same school entrusts training and enrollment.
The admission committees of colleges and universities in all provinces, autonomous regions and municipalities directly under the Central Government determine the control scores of self-funded students according to the unified examination results and enrollment plans. However, the minimum control line for self-funded students shall not be less than 20 points for the admission control score of the same batch of national tasks. Colleges and universities should reduce the number of enrollment plans when the number of students enrolled above the prescribed control score line is less than the number of enrollment plans. Article 9 The system and measures for colleges and universities to recruit students at their own expense shall be determined by the admissions offices of provinces, autonomous regions and municipalities directly under the Central Government according to specific conditions.
Schools that implement the admission system of "school recruitment and supervision" must put forward the adjustment ratio to provinces, autonomous regions and municipalities directly under the central government before the admission work begins. After the transmission ratio is determined, no individual may change it at will. Colleges and universities recruit new students in accordance with the relevant provisions of the state and are responsible for handling the remaining problems; The admissions offices of all provinces, autonomous regions and municipalities directly under the Central Government provide necessary services for the admission of new students to schools, and implement supervision according to relevant laws and regulations.
If there are no conditions to implement the admission system of "the school is responsible for supervising the recruitment", the admissions offices of ordinary colleges and universities in all provinces, autonomous regions and municipalities directly under the Central Government will provide files to the school according to a certain proportion of the number of enrollment plans of the school according to the candidates' voluntary and unified examination results, and the school will select the best candidates according to their moral, intellectual and physical conditions. Article 10 The admission list of self-funded students shall be submitted to the admissions offices of ordinary colleges and universities in provinces, autonomous regions and municipalities directly under the Central Government for examination and approval, and shall be submitted to the personnel departments of the governments of provinces, autonomous regions and municipalities directly under the Central Government for the record. Article 15 Self-funded students will be employed in various ownership systems according to the needs of the country after graduation. The competent department of graduate deployment should actively guide and encourage self-funded graduates to work in places where people are most needed in the country, such as grassroots, remote and hard areas, collective ownership units and township enterprises. Self-funded graduates admitted to units owned by the whole people should be carried out in the plan to increase the number of graduates issued by the state in the same year. The graduate deployment department must issue a "self-paid graduate registration certificate for ordinary colleges and universities" issued by the employer and approved by the competent department. Students who graduate at their own expense shall report with the registration card after graduation at their own expense in ordinary colleges and universities, and their treatment shall be determined according to the relevant provisions of the state.
# Chapter VI Migration of Household Registration and Grain Registration Article 16 Self-funded students enrolled by ordinary colleges and universities in accordance with regulations are not rationed in agricultural registered permanent residence and towns, and their household registration is transferred to the public security department where the school is located by the self-funded student admission notice issued by colleges and universities; With the admission notice of self-funded students and the settlement certificate of the public security department, the food supply relationship is established in the food department where the school is located, and the grain and oil are supplied according to the quantitative standard of college students' rations. Is agricultural registered permanent residence, do not move the relationship between household registration and food supply, handle temporary household registration in cities and towns, and take care of rations and cooking oil. In order to facilitate students to have meals at school, the food department exchanges food stamps within the college students' ration quota or sells the rations to the food department at its own expense, and the food department handles meals in different places. Self-funded students in agricultural registered permanent residence study across provinces and do not apply for meals in different places.
