During the period of 1998, the major of administrative management was renamed as administrative management, and it was listed as the first-class discipline of public management in two disciplines. Many non-comprehensive colleges, including traditional financial colleges, have also begun to try out administrative management majors. Up to now, most well-known financial and economic colleges in China have basically set up administrative management majors, and most of them have master's degree in administrative management and master's degree in public administration based on administration. On the whole, although the major of administrative management offered by financial institutions has achieved rapid development in a short period of time, it still lags far behind the famous comprehensive institutions in terms of specialty construction, teaching characteristics and teaching methods, and has not yet formed a professional development model suitable for financial institutions. This is not only not conducive to the balanced development of various disciplines in financial institutions, but also restricts the realization of the overall development goals of financial institutions, and will seriously affect the institutionalization level, professional attribution, theoretical framework and personnel training of administrative knowledge production in China. Therefore, this paper will discuss the goal, mode and path of the construction of administrative management specialty in financial colleges based on its own characteristics, with a view to promoting the leap-forward innovative development of administrative management specialty in financial colleges and accumulating experience for the construction of non-financial specialty in financial colleges. First, the main problems existing in the construction of administrative management specialty in financial colleges and universities compared with those in finance and economics, business administration and other majors. The administrative management major in financial colleges was established for a short time and belongs to the "post-hairstyle" major. First of all, judging from the development of domestic higher education majors, the major of administrative management didn't recover until 1987, and it has only a short development period of 20 years, far from the solid foundation and strength of other disciplines. The level of institutionalization of knowledge production in this major is low, and a mature model has not yet been formed in terms of specialty ownership, development orientation and methodology framework. Secondly, from the perspective of the development of various majors in financial and economic colleges, the administrative management major in many colleges was not established until the end of the 1990s, and the development time was short, far from reaching the degree of specialization and academic foundation of strong disciplines such as finance, finance, accounting and industry and commerce, with little academic influence and weak academic foundation. 1, professional construction lags behind social needs. With the establishment and development of market economy and the reform of the distribution system for college graduates, the relationship and path of talent supply and demand in China have undergone major changes. In the past, most graduates of political science and administration went to party and government organs to engage in administrative management and ideological and political work. With the deepening of the reform of the economic system and administrative management system, especially the streamlining of government agencies and the implementation of the civil service system, China's party and government organs have a wider range of talents, but fewer people are recruited, and the requirements for the quality of talents are higher, which increases the difficulty of employment for graduates majoring in administrative management. At the same time, many universities, including the School of Finance, are slow to respond to this change in talent demand, and often stick to the traditional concept of unequal relationship between administrative subjects and the public, ignoring the public's right to participate in public affairs management and the service nature of administrative management. This will inevitably affect the education and training of students majoring in administrative management, which does not meet the needs of the development of market economy and China's reform and opening up, and is also not conducive to the social identity of administrative management. 2, the professional discipline foundation is not clear. From the perspective of historical evolution, the emergence of administrative science is the inevitable product of the institutionalization of knowledge production in modern social sciences. "A basic aspect of discipline institutionalization is that each discipline tries to define its differences from other disciplines, especially to explain its differences from those disciplines with the closest content in social reality research." (1) In this process, Wilson and Goodnow made clear the research objects and methods of administrative science through the comparative analysis of the state and the government, and the functions of the state and the government, thus realizing the separation of administrative science and political science. At the same time, Taylor and Fa Yueer actively advocated the application of scientific management theory to promote the scientificity of government administration, and advocated that bureaucratic organization and administrative efficiency should be the focus of administrative research, economy and efficiency should be the main goals of administrative management, and "scientificity" should be the fundamental means to achieve government goals. Therefore, from the early stage of development, administration has formed two research traditions, namely, political science and management science, which serve as the disciplinary basis of administration respectively. Obviously, the reality of China's administrative science is highly consistent with this theoretical tradition, that is, administrative science was originally a branch of political science and was later classified as a management discipline. Because of the path dependence, many financial colleges often do not seriously consider how to develop their own administrative specialty with their own advantages, but copy the construction mode of administrative specialty in some comprehensive universities, which is vague or even chaotic on the basis of administrative specialty. 3. The professional curriculum is unreasonable. Because of the unclear definition of the subject foundation, it will inevitably lead to problems in curriculum and teacher composition. Mainly in three aspects: (1) The courses offered by various institutions are similar. Many financial colleges mostly copy the school-running mode of comprehensive colleges. Therefore, although they have different resources and conditions, their courses of administrative management are basically the same; And once set, the update is very slow. (2) The level of teachers is relatively weak. Because most of the teaching staff of administrative management major in financial colleges come from economics or other financial majors, there are many shortcomings in grasping the development course and core issues of administrative science. At the same time, it is difficult for teachers majoring in politics, law and administration introduced from some comprehensive universities to conduct teaching research according to the inherent characteristics of financial colleges. In this way, it is difficult to reflect the overall teacher level of administrative management major in financial colleges. (3) Pay more attention to basic knowledge than intelligent teaching. From the perspective of social development trend, the practice of administrative management in management technology and policy analysis will continue to strengthen, so the construction of administrative management specialty in colleges and universities should adapt to this development trend. However, judging from the current curriculum of undergraduate education in administration in China, the proportion of courses in basic principles is still 50% ~ 60%, which is obviously too large, while the courses in cultivating students' administrative ability and technical methods are less than 20%, which is obviously too small. This "post-hair" feature of administrative management major in financial and economic colleges not only leads to many problems such as weak discipline foundation, unclear target orientation, unclear professional characteristics, unreasonable curriculum setting and so on. It also means that its construction faces many opportunities. For example, we can learn from the beneficial experience of other colleges, disciplines and majors, and creatively develop the administrative management major with the help of the existing achievements of the development of superior disciplines and majors. Therefore, it should be an important way to make effective use of the "late-comer advantage" of this major and the dominant position of the mainstream discipline of finance and economics in financial colleges and universities to rapidly promote the development of administrative management major. In this regard, we put forward the idea of the construction of administrative management specialty in financial colleges. 1, define the discipline basis of professional development. Although administration was originally a branch of political science, the two disciplines are now the first-level disciplines of public management and the disciplines and foundations of public management. From the development of foreign administrative management, since the 1960s and 1970s, many disciplines and research methods such as economics, business administration, behavior analysis and system analysis have entered the research field of traditional administrative management, thus forming many interdisciplinary disciplines and research fields. Therefore, the major of administrative management should firmly grasp the orientation of "public issues", actively learn from and introduce the theoretical and analytical framework of economics, management, political science and other disciplines, and take the road of integration and intersection of disciplines. Based on this, the construction of administrative specialty should break through the traditional construction mode of administrative science, fully integrate and give play to the superior academic resources of financial institutions, thus laying the foundation for the construction of administrative specialty in economics, management and other disciplines. 2, accurate positioning of professional construction goals. Strive to form the characteristics of professional construction. Characteristic construction is the lifeline of professional development. From the opinions of the Ministry of Education and the Ministry of Finance on the implementation of undergraduate teaching quality and teaching reform project in colleges and universities, it can be seen that giving full play to one's own advantages, integrating academic resources and forming a specialty with higher education characteristics that conforms to the characteristics and advantages of colleges and universities will become the major construction direction that the Ministry of Education will focus on encouraging and supporting in the future.
