Article 2 Applicable objects.
All kinds of high-level talents (hereinafter referred to as high-level talents) and full-time undergraduate graduates (hereinafter referred to as undergraduate graduates) who are under 45 years old or employed in Laiji (Lixia District, Shizhong District, Huaiyin District, tianqiao district, Licheng District, Changqing District, Zhangqiu District and Jinan High-tech Zone) that meet the requirements of the Catalogue of High-level Talents in Jinan City.
Article 3 Organize the implementation.
The relevant public security bureaus and police stations shall, in accordance with the relevant provisions of the Regulations on Household Registration in People's Republic of China (PRC) and the Regulations on Household Management in Shandong Province (for Trial Implementation), guide collective household units and coordinators to perform their reporting and coordination duties. The Municipal Bureau of Talent Service is responsible for assisting the resident public security organs to jointly do a good job in the daily service management of talent collective households.
Establish a green channel for talents to settle down, and the public security department arranges special personnel to handle talents' settlement, policy consultation, and communication and docking with employers to ensure that talents are given priority.
Article 4 Settlement channels.
(a) high-level talents and their spouses, unmarried children, who have a legally stable residence can get married and settle down; If there is no legally stable residence, you can settle in the unit collective household; Others can be settled in the talent collective households of the Municipal Talent Service Bureau.
(two) undergraduate graduates who have no legal and stable residence and no collective households can settle in the collective households of talents in the Municipal Talent Service Bureau.
Article 5 Application materials.
(a) high-level talents should have:
1. Residence booklet and ID card;
2 high-level talent certificate issued by the office of the leading group for talent work in the city;
3. The household registration marriage certificate (if the spouse moves with him), the proof of the relationship between parents and children (if the children move with him) and the unmarried statement of the children (if the unmarried children who have reached the legal age of marriage move with him);
4 to apply for the establishment of a family, provide proof of legal and stable residence; To apply for the unit collective household, provide the certificate of receipt of the unit collective household; To apply for the talent collective household of the Talent Service Bureau, the provider does not have the certificate of collective household, the certificate of acceptance of the talent collective household of the Talent Service Bureau, and the application form for the settlement of the talent collective household (high-level talents) (annex 1).
(two) undergraduate graduates should provide:
1. Household registration book, ID card, graduation certificate and unit without collective household certificate;
2. Acceptance certificate of talent collective households of the Municipal Talent Service Bureau, and Application Form for Settlement of Talent Collective Households (Undergraduate Graduates) (Annex 2);
3. Employment contracts signed with registered employers in Lixia District, Shizhong District, Huaiyin District, tianqiao district, Licheng District, Changqing District, Zhangqiu District and Jinan High-tech Zone of this Municipality, or work in the above areas.
(2) Business licenses obtained by legally registering the secondary and tertiary industries;
4. Proof of payment of endowment insurance for urban workers in the above-mentioned areas issued by the human and social departments.
Article 6 procedures.
(1) High-level talents who apply for family households or unit collective households apply to the local police station with application materials, and it takes 10 working days from the date of acceptance.
(two) to apply for the talent collective households of the Municipal Talent Service Bureau to settle down, the following procedures shall be followed:
1. Home applicants apply through the "Talent Collective Home Application System" of the College Entrance Examination Network of Jinan University (www.cn-jnrc.com) in China, upload the original scanned copies of relevant materials, and submit them after approval by the unit. After the approval of the Municipal Talent Service Bureau, print the "Certificate of Acceptance of Collective Talents Households" and "Application Form for Settlement of Collective Talents Households";
2. The applicant's unit will submit the application materials to the Public Security Bureau for examination and approval. If the materials are complete and meet the statutory forms and requirements, they shall be settled within 10 working days from the date of acceptance;
3. After the examination and approval by the Public Security Bureau, the household applicant will go through the settlement formalities at the local police station with his valid identity document.
Seventh of the city's key enterprises, major projects, the introduction of urgently needed talents and teams, after the city's talent office to co-ordinate and audit, can be settled.
Article 8 Service management.
Strengthen the dynamic management of settlement registration. At the same time, the police station registers the actual residential address and contact telephone number, and establishes a registration form for permanent residents. In the talent collective household of the Municipal Talent Service Bureau, the unit where the talent belongs should strengthen communication with the Municipal Talent Service Bureau, and inform and maintain relevant information in a timely manner if the account situation changes. City talent service bureau should improve the supporting management measures of talent collective households in a timely manner.
If the household registration items change, the householder shall go through the relevant formalities at the local police station in time in accordance with the following provisions:
(1) Members of collective households who have obtained legally stable residences in the economy shall move their household registration into their actual residence according to the regulations on household registration management;
(two) a married person whose spouse's permanent residence is qualified to settle down, should move into the location of his spouse's permanent residence;
(three) there are close relatives in the economy, with the consent of the close relatives and property owners (except in frozen areas and rural areas), the household registration can be moved to the location of the close relatives' household registration;
(four) people who have settled abroad and enlisted in the army shall go through the formalities of canceling their accounts with relevant certificates;
(five) do not have the conditions to move out of the account, the actual residential address, contact telephone number and dynamic account matters change, should be promptly registered for change.
Article 9 The Municipal Public Security Bureau and the Municipal Human Resources and Social Security Bureau shall be responsible for the interpretation of these Provisions.
Article 10 These Rules shall come into force as of the date of promulgation.
Classification catalogue of high-level talents in Jinan city
According to the relevant national documents, referring to the talent classification standards of other cities in China, combined with the actual situation of our city, the high-level talent classification catalogue is divided into five levels, namely: top talents at home and abroad (Class A), national leading talents (Class B), provincial leading talents (Class C), municipal leading talents (Class D) and senior talents (Class E).
Class A: Top talents at home and abroad
Mainly includes:
Nobel Prize winner;
Winner of the highest national science and technology award;
Academician of China Academy of Sciences;
Academician of China Academy of Engineering; Academician of China Academy of Social Sciences;
Excellent talents of the national "ten thousand people plan";
Academician of the Academy of Sciences or the Academy of Engineering in developed countries such as the United States, Britain, Canada and Australia;
Equivalent to the top talents at or above the level.
Class b: national leading talents
Mainly includes:
National candidates, candidates other than the outstanding talents of the "Ten Thousand Talents Program";
Distinguished professor, "Changjiang Scholar Award Program" of the Ministry of Education; Winner of National Science Fund for Distinguished Young Scholars;
Top 2 finishers of National Natural Science Award, Technological Invention Award, Scientific and Technological Progress Award and First Prize;
Expert of "Friendship Award" of China Government;
It is equivalent to the leading talents at or above the level.
Class c: provincial leading talents
Mainly includes:
Winner of the highest science and technology award in the province;
Taishan scholars and leading talents in Taishan industry;
Millions of talents project national candidates; The Chinese Academy of Sciences takes the lead in the action of winners of the Hundred Talents Program;
Candidates for the Innovative Talents Promotion Program of the Ministry of Science and Technology;
Winner of China Skills Award, national technical expert, and leader of national skills master studio; "four groups" talents of the national propaganda and cultural system;
Winner of the "New Century Excellent Talents Support Program" of the Ministry of Education;
State-level teaching teachers, national outstanding teachers, provincial special-grade teachers;
Young and middle-aged experts who have made outstanding contributions to the national health and family planning cause; Director of State Key Laboratory, State Engineering Laboratory, State Engineering (Technology) Research Center and State-recognized Enterprise Technology Center;
Master of Qilu culture; Winner of "Double Hundred Talents Program for International Students" and expert of "Qilu Friendship Award";

Persons enjoying special allowances from the State Council; National outstanding scientific and technological workers and winners of China Youth Science and Technology Award;
Young and middle-aged experts with outstanding contributions in the province;
Chief technician of Qilu, technician with outstanding contributions in the province, technical expert in the province, and leader of master workstation in the province;
Qilu country star;
Qilu cultural talents and cultural stars; Qilu harmonious messenger; Qilu financial star;
Qilu famous teacher and principal;
Provincial outstanding scientific and technological workers and winners of provincial youth science and technology awards;

Class e: senior talents
Mainly includes: Jinan young academic and technical leaders;
Ji 'nan outstanding contribution technician, Ji 'nan outstanding technical expert, and leader of municipal skill master studio;
Quancheng country star; Quancheng Harmony Messenger; Quancheng cultural talents and cultural stars;
Winner of outstanding scientific and technological workers and winner of Municipal Youth Science and Technology Award;
Other professional and technical personnel with full and senior professional and technical post qualifications;
Professional and technical personnel, high-skilled talents, rural practical talents and social work talents with the qualifications of deputy senior professional and technical posts, professional qualification certificates of senior technicians and professional qualification certificates of senior social workers, undertake research projects or win awards at or above the municipal level as main members;
The main management talents or professional managers of enterprises above designated size in Jinan who have won awards at or above the municipal level;
Talents with full-time doctoral and master's degrees at home and abroad;
Equivalent to the above-mentioned level of senior talents.
All kinds of talents in urgent need of industrial development in Jinan, who have made great social contributions and are difficult to define in the current talent catalogue, enjoy the corresponding talent policy after being recognized by the Municipal Talent Office. The Classified Catalogue of High-level Talents in Jinan shall be adjusted as needed.

Article 27 of the Regulations on Promoting Talent Development in Shandong Province, the introduction and flow of talents should give full play to the decisive role of the market in the allocation of talent resources, break the restrictions of household registration, ownership, region, identity, education and personnel relations, enhance and release the vitality of talents, pay attention to flexible and targeted talent introduction, and give priority to the introduction of high-level innovative and entrepreneurial talents and talents in urgent need.
