Educational land is generally acquired by allocation. If you lease for one year and change your use, you need to go through the lease procedures with the local land and resources department. If it becomes commercial land, the planning department needs to reset the planning conditions and pay the land transfer fee. If there is no property, it needs to be returned to the government for re-listing.
