Notice of the Beijing Municipal People's Government on Approving the Provisions of the Municipal Education Bureau on Prohibiting Primary and Secondary Schools from Renting School Buildings and Using School Buildings to Open Hotels First, it is forbidden to rent school buildings and venues in urban and rural primary and secondary schools in this city. It is forbidden to use school buildings to run hotels. Two, the school can allow off-campus units or individuals to borrow school buildings to hold educational undertakings without affecting the normal teaching of the school. Three, off-campus units and individuals to borrow school buildings to hold educational undertakings or borrow school buildings and venues for other special needs, must be approved by the district and county education administrative departments where the school is located. If the loan period exceeds half a year, it must be reported to the Municipal Education Bureau for approval. Four, schools can charge management fees to units or individuals that borrow school buildings and venues. The charging standard shall be strictly implemented according to the provisions of the Municipal Education Bureau, the Adult Education Bureau and the Finance Bureau.

The use of the management fees collected shall be reported by the school to the district and county education bureaus for the record. Five, after the implementation of these provisions, the school premises are rented, and the hotel is operated by the school premises. Once discovered, the district/county education bureau will suspend its lease relationship, stop its operation, confiscate its income from renting school buildings and operating hotels, and investigate the administrative responsibility of the person in charge. Six, the provisions approved by the Municipal People's government since 1 March 9861day.
