Through the platform construction, higher vocational colleges constantly improve the teaching quality guarantee system and further promote the institutionalization, standardization and standardization of management, thus improving the management level, improving management efficiency and deepening the connotation construction.
2. Realize the "four satisfactions"
Through the construction and operation of the platform, a three-level information network from schools to provincial offices to the Ministry of Education will be formed throughout the country to achieve "four satisfactions";
The first is to meet the needs of higher vocational colleges. Through the platform, schools can know their strengths and weaknesses, successful practices and challenges at any time, thus stimulating their inherent potential and creativity and promoting the reform and construction of education and teaching.
The second is to meet the needs of the education administrative department. They can quickly understand the real-time situation of higher vocational colleges they are concerned about by clicking on relevant links on the Internet. Director Fan Wei of the Higher Vocational and Technical Education Department of the Ministry of Education repeatedly stressed the need to use this platform at relevant meetings. At the Chengdu meeting in April, 2008, Xu Tao, deputy director of the Higher Education Department of the Shanghai Municipal Education Commission, made a speech from the perspective of ministries and agencies. At the Beijing meeting in April 2009, Tianjin, Henan, Shanxi, Tibet and other four provinces and cities reported the trial evaluation in 2008, and also exchanged views on the construction and use of the platform.
The third is to meet the needs of evaluation work. The fields of the platform contain the important information needed for the new evaluation scheme, including the main information reflecting the quality of school personnel training, which can meet the needs of the new scheme evaluation and related review.
The fourth is to meet the needs of all sectors of society. Document No.5 stipulates that 30 days before the expert group enters the school, the latest raw data of the "data collection platform for talent training in higher vocational colleges" will be published to the public on the campus network. On March 3, 2009, the General Office of the Ministry of Education issued a notice to solicit opinions on the Implementation Measures for Information Disclosure in Colleges and Universities (Draft for Comment). Once the platform is announced to the public, employers and parents can learn all kinds of public data and information of the school from the internet, so as to make an objective evaluation of the school's running level and talent training quality.
3. Create a harmonious atmosphere
An important aspect of implementing Scientific Outlook on Development is to form a situation in which everyone promotes harmony. I call the evaluation of the new scheme "harmonious evaluation", which was put forward at the meeting of presidents of higher vocational colleges held in Fuzhou in March 2008. After that, I participated in the trial evaluation of some provinces and cities, which strengthened this view. Through the evaluation of the new scheme, we can better unite the strength of multi-disciplines and evaluate it.
Strengthen the performance of on-site evaluation, expand the influence of positive evaluation, form an evaluation culture with higher vocational characteristics, and promote the harmonious development of higher vocational colleges. I think the evaluation culture of higher vocational education is realistic. Seek truth from facts. Tell the truth and present the facts. In the evaluation, it is reflected as follows: ① the data is true; (2) the authenticity of the event; ③ Practical style; 4 honest attitude; ⑤ In-depth interview and telling the truth; ⑥ The school construction has a solid foundation and rich connotations, thus making the evaluation more effective.
Two. Design basis of acquisition platform 1. Main basis
1. Opinions of the Ministry of Education on Comprehensively Improving the Teaching Quality of Higher Vocational Education (Jiaogao [2006] 16). The spirit of this document is the guiding ideology and principle basis of our platform construction, including the design of some fields, such as "on-the-job training", "on-the-job practice" and "industry-university cooperation", all of which come from document 16.
Second, the Notice of the Ministry of Education on Printing and Distributing Confucian Scholars (J.F. [2004] No.2). The new scheme regards the relevant requirements of this article as "the basic conditions for applying for evaluation". This file is an important basis for some structured data collection and comparison standards in the platform.
The third is the Notice of the Ministry of Education on Printing and Distributing (Jiao Gao [2008] No.5). This document is an important basis for the platform frame structure and site design.
2. Reference basis
The reference basis for the platform design comes from two aspects: First, the Opinions of the Ministry of Education and the Ministry of Finance on Implementing the Construction Plan of National Model Higher Vocational Colleges to Accelerate the Reform and Development of Higher Vocational Education (Guo Ban Fa [2006] 14) and the Notice of the General Office of the Ministry of Education and the General Office of the Ministry of Finance on Doing a Good Job in Reporting the Construction Plan of National Model Higher Vocational Colleges in 2006 (Guo Ban Fa [2006] No.44) Model colleges and universities play a leading and demonstrative role, and the selection conditions and pre-trial standards in these documents are important reference contents for building a platform. For example, Jiaogao [2006] 14 pointed out: "Specific tasks: support the construction of 100 high-level demonstration colleges, directly benefiting more than 600,000 students and providing 2 million people with various trainings for the society; Focus on the construction of about 500 characteristic professional groups with wide industry coverage, good school conditions, close integration of production and learning and high quality of personnel training, and "build about 4,000 high-quality professional core courses and 1500 kinds of characteristic teaching materials and teaching courseware". The average running level of these indicators (see table 1) is of reference significance to non-demonstration higher vocational colleges.
