In order to implement the spirit of "Implementation Opinions of the State Council on Deepening the Reform of Examination Enrollment System" (Guo Fa [2065438+04] No.35), according to the Opinions of the General Office of the Ministry of Education on Applying for the Pilot Work of Comprehensive Evaluation Enrollment Reform in Some Provincial Universities in Jiangsu Province (Teaching Office Letter [2065 438+05] 14) and the requirements for the construction of the national comprehensive reform pilot area of higher education.

The pilot work of comprehensive evaluation admission reform is an important measure to implement the spirit of the national and provincial long-term education reform and development plan, and it is also an active exploration of the enrollment model of "classified examination, comprehensive evaluation and multiple admission". The purpose of carrying out the pilot reform of comprehensive evaluation of college enrollment in our province is to guide provincial colleges and universities to actively explore the establishment of talent selection standards that meet their own training goals and requirements, and to establish and improve the comprehensive evaluation system of talent selection, that is, to comprehensively consider the characteristics of candidates' college entrance examination results, college assessment results, high school academic level examination results, comprehensive quality evaluation and college self-training requirements, and to comprehensively evaluate and select the candidates who have reached the second batch of provincial control lines. In order to ensure the smooth progress of this work, the relevant requirements are hereby notified as follows.

First, the pilot colleges and enrollment regulations

Pilot colleges and universities should scientifically and carefully formulate comprehensive evaluation and enrollment brochures, which must contain information such as enrollment plan, enrollment specialty, enrollment conditions, enrollment methods, assessment methods, working procedures, rules for determining the selected candidates, admission methods, consultation methods, supervision mechanisms, appeal channels, etc. Colleges and universities must report the enrollment brochure to the Provincial Department of Education and the Provincial Education Examinations Institute for approval and filing, and announce it to the public before March 3 1, and work accordingly. According to the requirements of the general college entrance examination mode in our province, the pilot colleges and universities should also put forward clear requirements for the comprehensive evaluation of the academic level test level of the admitted candidates in the comprehensive evaluation enrollment brochure and enrollment plan. The comprehensive evaluation enrollment plan of pilot colleges and universities shall not exceed 5% of the total number of the first batch of undergraduate enrollment plans in our school.

Second, candidates' registration and college audit

From April 1 day to April 15, candidates who meet the registration requirements for the college entrance examination and comprehensive evaluation reform of colleges and universities in our province can register voluntarily according to the registration time and method determined by the pilot colleges and universities. The main targets of comprehensive evaluation and admission of provincial universities are outstanding students with academic expertise and innovation potential. Colleges and universities are not allowed to allocate places to middle schools. If a middle school recommends candidates to a pilot university, it shall formulate and publicly recommend a work plan in advance, respect candidates' independent choice and recommend them on the basis of merit. The list of all recommended candidates and related materials must be publicized on campus for no less than 10 working days. The applicant and his secondary school shall be responsible for the authenticity of the materials.

Before April 30, the pilot colleges and universities should organize special forces to review the materials submitted by the applicants according to the registration conditions of the school, determine the list of candidates taking the examination of the school, inform the candidates in time, and publicize them on the website of the school. When determining the candidates who intend to take the examination in our school, we should reasonably control the number of students, take into account the quality of students and the rationality of regional distribution, and give appropriate tilt to candidates with outstanding academic achievements, candidates in areas or middle schools and rural areas that have solidly promoted quality education.

Pilot colleges and universities should submit the approved examination list to the Provincial Education Examinations Institute for publicity through the provincial "special type enrollment management" platform. The publicity time shall not be less than 10 working days.

Three, colleges and universities to evaluate and confirm the selected list.

Starting from June 10, the pilot colleges and universities should assess candidates from different disciplines according to their relevant disciplines, professional characteristics and training requirements. In principle, written examination is not allowed, and joint examination or special training is not allowed. It is necessary to give full play to the role of subject experts, actively explore scientific, effective, simple and standardized assessment methods, and abide by the principle of "five randomness" in the assessment, that is, "examiners are randomly determined, examination rooms are randomly assigned, test questions are randomly selected, students are randomly diverted, and examiners take turns randomly". The number of expert judges in each group should be more than 5, and the whole process should be recorded and recorded. Examination is one of the important bases for enrolling students in colleges and universities, and it must be implemented with reference to the relevant provisions of the national education examination. Especially in the proposition, examination and other links, we must strictly implement the relevant provisions of the state on the safety, confidentiality and organization and management of examinations.

Before June 22nd, after collective research by the school enrollment leading group, the list of selected candidates was determined by the pilot universities within the scope of no more than twice the number of comprehensive evaluation admission plans, and the candidates were informed of their secondary schools. At the same time, the database of selected candidates will be reported to the Provincial Education Examinations Institute for publicity through the provincial "special type enrollment management" platform. Candidates' information to be publicized should include name, gender, secondary school (or unit), education background, examination items, examination results, eligibility criteria, universities and majors to be admitted, etc. Candidates' secondary schools and pilot universities should publicize their websites for no less than 10 working days respectively. Candidates' information publicized in middle schools must be kept until the end of August of that year, and information publicized in colleges and universities must be kept until the end of that year.

4. Selected candidates volunteer to fill in the report.

Candidates who have no objection after publicity must log in to the college entrance examination of the Provincial Education Examinations Institute with a dynamic password card from June 27 to 29, fill in the comprehensive evaluation and report it to colleges and universities for admission. It is not necessary to print a voluntary confirmation form. Professional volunteering must be selected from the announced majors to be admitted, otherwise it will be regarded as invalid volunteering. Candidates who fail to fill in the comprehensive evaluation admission volunteer within the specified time shall be deemed to have given up the comprehensive evaluation admission qualification.

Our province has set up a volunteer column when volunteering, which is used for qualified candidates to fill in the comprehensive evaluation admission, independent enrollment or pilot college enrollment volunteers. If the candidates meet the requirements of the enrollment forms of the above-mentioned universities at the same time, they can only choose one university to fill in the form.

Verb (abbreviation for verb) filing and recognition

The college entrance examination of arts and sciences in our province voluntarily implements parallel volunteer's reporting method. Candidates who have no objection to the publicity of the Provincial Education Examinations Institute and fill in the comprehensive evaluation of colleges and universities will be admitted according to the following provisions:

1. Candidates' academic level test level must meet the level requirements put forward in the enrollment brochure or enrollment plan of pilot universities. If there is no specific explanation in colleges and universities, candidates' academic level test scores must meet the school's requirements for general candidates in their respective disciplines.

2. For the candidates whose academic level test level meets the above requirements, and whose total score of college entrance examination is in the lowest control line of the second batch of provincial enrollment, the Provincial Education Examinations Institute will file in the pilot universities before the first batch of undergraduate enrollment, and the universities will adopt the "other classes" plan to select the best candidates according to the published admission rules.

Pilot colleges and universities should comprehensively evaluate qualified candidates according to their own college entrance examination results, college evaluation conclusions, high school academic level test results, comprehensive quality evaluation and self-cultivation requirements, and select the best candidates. When the pilot colleges and universities submit the data of the candidates to be enrolled in the comprehensive evaluation to the provincial education examinations institute, they must mark the "comprehensive evaluation" admission type for the corresponding candidates.

3. For candidates who do not meet the comprehensive evaluation admission criteria, the pilot colleges and universities should withdraw their files within the specified time, and the undergraduate students of the Provincial Education Examinations Institute will file in batches. Candidates who meet the conditions for filing will file according to their parallel volunteer, and the relevant colleges and universities will be admitted on the basis of merit.

4. The list of candidates admitted by comprehensive evaluation and related information will be publicized in the admissions colleges and provincial education examination institutes respectively. The candidate information to be publicized should include name, gender, middle school (or unit), university, major, etc.

Intransitive verbs strengthen supervision and inspection to ensure fairness and justice.

Comprehensive evaluation admission is an important part of college entrance examination. Admissions institutions should strictly implement the relevant provisions of the enrollment work of ordinary colleges and universities, fully implement the "sunshine project", strictly standardize management, adhere to the principles of fairness, justice, openness and merit, and implement the responsibility system and accountability system for enrollment work in colleges and universities in accordance with the requirements of "who is in charge is responsible". It is necessary to unblock the channels for accepting complaints about examination admission results, promptly respond to candidates' queries and questions, and widely accept social supervision. It is necessary to strengthen the supervision of all work links to ensure the safe, stable and smooth implementation of testing and admission.

Pilot colleges and universities should strictly implement enrollment policies and disciplines, and may not issue comprehensive evaluation enrollment brochures or conduct false enrollment propaganda without the record of the Provincial Department of Education and the Provincial Education Examinations Institute; It is not allowed to organize the assessment work linked to comprehensive evaluation and admission in any form before the college entrance examination; University staff and expert judges are not allowed to participate in various training and counseling activities organized by social institutions; It is not allowed to deviate from the pilot positioning in various forms to compete for malignant students or promise admission to candidates in violation of regulations; Admission shall not break through the comprehensive evaluation admission plan; The admission of the selected major shall not be changed after publicity; It is not allowed to change the candidate's admission major during the issuance of the new student admission notice or the new student enrollment registration process; Relevant middle schools shall not issue candidates' recommendation materials and certification materials that are inconsistent with the facts, and shall not fabricate facts or deliberately conceal facts in candidates' comprehensive quality files.

Discipline inspection and supervision departments should strengthen law enforcement supervision, participate in the pilot reform work throughout the process, and implement comprehensive supervision. Once verified, the departments, schools and staff who violate the rules and regulations should be dealt with severely in accordance with the Measures for Handling Violations in National Education Examinations (Order No.33 of the Ministry of Education) and the Interim Measures for Handling Violations in Enrollment of Ordinary Colleges and Universities (Order No.36 of the Ministry of Education). Where there is organized cheating, buying and selling cheating equipment, buying and selling examination questions, exams, etc. And help cheat, suspected of committing a crime, criminal responsibility shall be investigated by judicial organs according to law.
