In order to profoundly learn from the "613" gas explosion accident in Shiyan, Hubei Province, further strengthen gas safety management, prevent and reduce gas safety accidents, and safeguard people's lives and property and public safety, relevant matters are hereby notified as follows in accordance with relevant laws and regulations:

First, gas users have the responsibility to use gas safely. Should improve safety awareness, master the knowledge of gas safety, use gas correctly in accordance with the rules for the safe use of gas, and abide by the following provisions:

(1) Use qualified gas automatic cut-off valves, burning appliances, gas cylinders, stainless steel corrugated pipes or armored pipes, and timely replace gas burning appliances and connecting pipes that have been officially eliminated by the state or whose service life has expired.

(2) Always keep in mind that "when people leave, the fire goes out and the valve is closed"; In the process of using gas, open the window for ventilation, and people should not stay away to prevent accidents; Close gas appliance valve and gas appliance front valve immediately after using gas; Close the valve before going out for a long time; Educate minors not to play with the gas switch to avoid damage or forgetting to turn it off, resulting in air leakage and accidents.

(3) Always check whether the indoor gas facilities are in good condition, check whether there is gas leakage with soapy water, and it is forbidden to use open flame to test the leakage; In case of gas leakage, immediately close the valve in front of the instrument and the valve in gas appliance, open the window for ventilation, and quickly call the gas company outside for emergency repair. Smoking, switching on and off electrical appliances, answering the phone and using naked flames are strictly prohibited indoors.

(4) The service life of gas cookers, water heaters, wall-hung boilers and other burning appliances using natural gas and liquefied petroleum gas shall not exceed 8 years; The flue of water heater and wall-hung boiler should extend out of the room.

Two, gas users and related units and individuals shall have the following acts:

(1) Occupy and cover the gas pipeline, and move, cover, alter, damage or dismantle the safety warning signs of gas facilities without authorization; Operating public gas valves without authorization.

(2) Using gas pipeline as bearing bracket or grounding lead;

(three) unauthorized installation, modification and removal of gas facilities and gas metering devices;

(four) the use and storage of gas in places that do not have safety conditions;

(five) change the use of gas or switch to gas;

(six) changing the inspection mark and paint color of gas cylinders without authorization, and handling the residual liquid of gas cylinders by themselves;

(seven) heating, smashing gas cylinders, lying down when using;

(eight) decoration activities that endanger the safety of gas facilities;

(9) Gas cylinders are used to inject gas into each other;

(10) stealing gas;

(1 1) Acts prohibited by other laws and regulations.

Three, the construction unit, the construction unit in the construction of underground gas pipelines and facilities, shall comply with the following provisions:

(1) If the construction of a construction project may endanger the safety of gas facilities, the construction unit or individual shall inform the gas operator in writing five days in advance, and work out a protection plan for gas facilities together with the construction unit and the gas operator. The construction unit or individual and the construction unit shall take corresponding safety protection measures. Gas operators shall send professionals to give on-site guidance.

(2) Large-scale mechanical construction is strictly prohibited within 5m safe distance of underground gas pipeline. Manual excavation should be taken to find the pipeline first.

(3) When heavy vehicles or large-scale construction machinery need to pass through non-motor vehicle lanes or pedestrian passages with underground gas pipelines, load-bearing bridges shall be built on the passing sections or other safety protection measures shall be taken.

(4) The construction unit should pay attention to protecting the safety warning signs of gas facilities such as gas warning signs, warning flags and signs.

Four, residential pipeline gas engineering, should be installed indoors pipeline gas self-closing valve and other safety devices with automatic cut-off function; Where production and business units in catering and other industries use fuel gas, they shall install combustible gas alarm devices and automatic cut-off valves linked with them, and ensure their normal use.

5. The lessor has the responsibility to inform the lessee of the requirements for safe use of gas, and the gas burning appliances and other gas facilities provided must be of qualified quality and meet the safety requirements.

Six, pipeline gas enterprises should strengthen the safety inspection and maintenance of gas pipelines, valves and other facilities and equipment to ensure the safe and reliable operation of pipeline gas.

Seven, pipeline gas enterprises should regularly carry out household safety inspections according to law, and users should cooperate; If there is a big hidden danger in the safety inspection and refuses to rectify, and other users violate the regulations, the gas business enterprise shall temporarily stop the gas treatment according to law.
